Tenders are invited for External Evaluator. Announcement Description NGO-CEDAW is Cambodias leading coalition dedicated to monitoring and promoting the implementation of the United Nations Convention on the Elimination of all forms of Discrimination Against Women (CEDAW). Established in 1995, NGO-CEDAW has grown to a coalition of over 30 member groups which collaborate with wider networks to promote womens rights and give voice to under-represented groups of women and girls. In 2019, 37 of the 44 issued raised by NGO-CEDAWs reports and in-person advocacy were included in the CEDAW committees concluding observations (CBOs). Activities in the past year have included collaborating with members to produce the annual CEDAW Monitoring report, facilitating members meetings, research, skills and expertise sharing and university debates; and organizing an annual art exhibition during the 16 Days Campaign to end VAW. Under funding support from DCA, NGO-CEDAW commenced delivering the Inclusive Civil Society Action for Womens Rights Monitoring and Advocacy in Cambodia project in January 2023. The project is due to end in December 2025, and before then, DCA and NGO-CEDAW are commissioning an external evaluation to assess how well the project objectives have been achieved; what gaps and challenges have been encountered; and what lessons have been learnt during the project implementation. As part of the evaluation NGO-CEDAW is keen to har what solutions and recommendations can be made to enhance any future programming. The results from the evaluation will contribute towards the planning and design of the next NGO-CEDAW/DCA project and proposal development. External Evaluator Career Category:Call for Proposals, Monitoring & Evaluation Location:Phnom Penh Objectives of the Evaluation The main objective of this evaluation is to: 1. Assess Project Relevance, Effectiveness, and Impact: Evaluate the extent to which the projects objectives and activities were relevant to the needs and priorities of womens rights monitoring and CEDAW advocacy in Cambodia, and assess the overall effectiveness and impact achieved 2. Measure Efficiency and Sustainability: Analyze the efficiency of resource use (financial, human, and technical) and determine the sustainability of the project outcomes, including the capacity of NGO-CEDAW and partners to continue advocacy and monitoring efforts beyond the project duration 3. Identify Lessons Learned and Recommendations: Document best practices, challenges, and lessons learned throughout project implementation and provide actionable recommendations to strengthen future programming, policy advocacy, and strategic planning In addition, the evaluation will determine whether the project is achieving its overarching outcomes as set out below, and whether the project is making a positive contribution towards achieving the overall goal: Project Goal: The overall goal of the project is to improve the implementation of CEDAW through awareness raising, networking, coordinate monitoring, national and international advocacy by 2025. Desired overarching outcomes for the project include: 1. Civil society improves its ability to document and share womens right violations. 2. Increased promotion of the use and application of CEDAW through national and international lobbying and advocacy platforms. 3. The public are better educated about womens rights, gender equality and gender-based violence related topics. 4. Youth and CSO staff/organizations members and partners have increased knowledge and understand of CEDAW and commitment to promoting gender equality.
