Tenders are invited for Strategic Planning Excise (2026-2029) Closing date and time: 19th September 2025 at 12:00 NOON The Authority has relatively done well in terms of registration of immovable property (land) and improved the overall quality of land administration through a set of performance measures on reliability, transparency, coverage, and dispute resolution. The Authority is about to embark on the process of new strategic planning phase for the next three years, (2026-2029). The envisaged strategic planning phase must be anchored on the Authority being self-sustaining while it does not compromise on its commitment to deliver customer centric services efficiently while embracing technological trends. As a result the Authority requires the services of a consultant with an extensive knowledge and experience in strategic planning to facilitate a highly participatory process of strategic plan development with the management. The process has to focus discussions on revising the strategic plan matrix that guides formulation of key result areas, strategies, activities, implementation and monitoring. The process must also come up with high level strategic risk management framework. The excise is envisaged for 3 days and will put together results of planning excise into a three-year Strategic Plan output and high level risk management framework. Prepare a clear guide of the three-day facilitation process to meet the desired outcomes of the strategic planning activity with the LAA management. Conduct a thorough but focused assessment of LAA in an effort to assist in identifying appropriate strategic options for 2026-2029 phase and high level risk management framework.
