Terms of Reference (Tor) for Endline Evaluation and Forward-Looking Feasibility Study of the Bmz-Funded Project: Integration, Stabilisation, and Capacity Strengthening of Idps, Returnees, and Host Communities in Somalia Overview of the BMZ Project DBG in collaboration with GESUNDES AFRIKA and with funding from BMZ is implements the **Integration, stabilisation and capacity strengthening of IDPs, returnees and host communities in Somalia project **in Somalia from the 1st of November 2022 to 31st of October 2025. The project focuses on stabilization and strengthening of IDPs, returnees and host communities in Daynile and Kadha, Banadir region. Promote integration and peaceful coexistence among IDPs, returnees and host communities in ten settlements in Daynile and Kadha districts. Building the capacity of local peacebuilding actors including (youth peace groups, womens groups, elders, community and religious leaders). strengthening the technical capacities of Youth and womens groups in Daynile and Kadha districts and partner staff. 1. Purpose and Objectives of the Endline Evaluation The purpose of this ToR is to mandate a combined evaluation and feasibility study to assess past project performance and guide the design of the upcoming BMZ project.The consultant will assess the project against objectives, outcomes, and OECD DAC criteria, covering both quantitative and qualitative approaches, and provide forward-looking recommendations for potential expansion, intensification, or reorientation. The specific objectives of the evaluation and feasibility study 1. Assess the relevance, efficiency, effectiveness, and sustainability of the project in achieving its stated objectives and outputs. Formulate practical and evidence-based recommendations to inform the design and implementation of future interventions. 4. Assess the feasibility of scaling, deepening, or reorienting the intervention in Somalia. 5. Analyze institutional sustainability and capacity of local actors (youth/womens groups, local leaders, local authorities). 6. Assess cross-cutting issues (gender, inclusion of marginalized groups, environment/climate, conflict sensitivity). 7. Review the short concept for the follow-up BMZ project and provide evidence-based recommendations for strengthening the proposal. Job listing 8. Scope of Work and Deliverables The evaluation will be conducted by an external expert consultant who will work together with the DBG project team in Somalia. DBG project team will provide administrative and logistical support to the field data collection, provide any relevant project reports, data and any other relevant information on the intervention. Location and Timeline The feasibility study will also assess potential for geographic or thematic expansion beyond Daynile and Kahda, depending on BMZs programming priorities.
