Expression of Interest are invited for Support Climate Health Country Assessment and Adaptation Plan (CHCA) in Afghanistan The objective of this consultancy is to conduct a Climate Health Country Assessment and adaptation plan in Afghanistan, following the World Banks CHCA Technical Guide, with a focus on women and children, with the following sub-objectives: (1) Measure the effects of climate-related hazards, e.g., high and cold temperature, rainfall, other climate shocks on human health, focusing on water born diseases, vector born diseases, NCD, nutrition of the general population, and maternal, newborn and child morbidities. Data source usually include both administrative health data as well as survey data and should seek to measure impacts on women, children and adolescents across climate events and climate change proxies. (2) Measure the effect of climate change proxies on financial protection of households and opportunity costs for households (3) Measure the effects of climate-related hazards on the health system. This can include but is not limited to: potential impacts on service delivery, and potential impacts on infrastructure and critical infrastructure. (4) Model the effects of climate change proxies on human health until 2050, using Intergovernmental Panel for Climate Change (IPCC) models scenarios, like those based on Shared Socioeconomic Pathways (SSPs) and Representative Concentration Pathways (RCPs). (5) Assess the adaptive capacity and readiness of the health system and health facilities in coping with climate health hazards (such as extreme temperatures, high rainfall, and severe weather events), with a focus on the BPHS and EPHS. Evaluate whether these systems (e.g., Afghan health system, health facilities but also BPHS/EPHS) have interventions in place to protect vulnerable populations against climate hazards and risks, and determine if health facilities are resilient enough to continue providing basic health services during various climate hazards.
