Tenders are invited for Technical Support to Improve Global Health Security Systems and Structures Date Issued: August 15, 2025 Questions due: August 22, 2025, 23:59 Eastern Daylight Time Responses Posted: August 27, 2025, 23:59 Eastern Daylight Time Submission Deadline: September 12, 2025, 23:59 Eastern Daylight Time Scope of Work The contractor will provide capacity building and technical assistance to support the STRIDES activity. This support will advance Zambias global health security capacities by strengthening surveillance, laboratory, and data systems to improve the detection, confirmation, reporting, and response to infectious disease threats of public health importance. IMPORTANT: Applicants MAY offer a proposal and budget for some or all of the objectives below based on their capabilities and experience. Consortium applications for one or all of the objectives below are not encouraged. 1.2 QUALIFICATION 1. Contractor must be a legally registered NGO, CSO, for-profit or similar local organization operating in Zambia. Organizations with a strong track record in technical assistance in one or more of the following areas: strengthening infectious disease detection, surveillance, laboratory systems, and cross-sectoral initiatives will be prioritized. Local organizations that are locally owned and operated and US small businesses are strongly encouraged to apply. 2. Applicant(s) must have demonstrated experience implementing projects of similar scope and complexity in Zambia, specifically in areas they relate to the objective areas listed in the scope of work above: o Strengthening laboratory capacity (including upgrades to meet biosafety/biosecurity standards, quality management systems, and support for laboratory human resources). o Developing or improving disease surveillance systems, including event-based and indicator-based surveillance. o Supporting data collection, analysis, and reporting systems that inform public health decision-making. o Providing technical support during public health emergencies or infectious disease outbreaks. 3. Applicant(s) must demonstrate experience working collaboratively with national and sub-national government entities (e.g., Ministry of Health, etc.), community-level stakeholders, and, where relevant, the private sector. 4. Applicant(s) must have proven systems in place to ensure the timely and high-quality delivery of technical services, materials, and reports as outlined in the scope of work. 5. Applicant(s) must be able to field and manage a team of qualified technical personnel with expertise relevant to the scope of work and/or the objective areas applied for such as laboratory systems, surveillance, epidemiology, data management, and outbreak response. 6. Compliance and Risk Management o Ability to comply with U.S. government financial management, data protection, cybersecurity, monitoring, evaluation, and reporting standards. o Systems in place for safeguarding sensitive health and surveillance data in accordance with relevant national and international laws. Instructions for Submission Interested organizations are invited to submit a technical application and cost proposal in response to this Request for Proposals (RFP) to provide capacity building and technical assistance under the STRIDES activity in Zambia. Technical Application The technical application must not exceed 15 pages, excluding annexes (e.g., resumes, organizational charts, past performance references, and other supporting documents). The application must be submitted in English, using 12-point font (Times New Roman or Arial), with 1-inch margins on all sides. The 15-page technical application should cover: o A clear description of the approach, methodology, and work plan to achieve the stated objectives within a 12-month period of performance. o An organizational capacity statement, including relevant experience and capabilities. o A staffing plan, including key personnel and their roles in delivering the scope of work. o A risk mitigation plan, outlining potential challenges and strategies to address them. o A description of monitoring, evaluation, and learning approaches to track progress and results.
