Tenders are invited for Strategic and Operational Overview of the Local Governance Sector in the West Bank, Incl. East Jerusalem Assessment for the Local Governance Sector in the West Bank, Incl. East Jerusalem Submission Guideline Interested consultancy firms or consultants are requested to send one offer containing one technical and one financial proposal in PDF format to the following email address: [email protected]. The subject line must be Assessment for the Local Governance Sector in the West Bank. Questions: No individual information is permitted. Any questions may be submitted by 1 September 2025 (23:59 Swiss time) to [email protected]. After this deadline, no further questions will be answered. The responses will be shared by 4 September 2025 with all entities that have made contact. The last date to receive the offers is Monday 15 September 2025 (23:59 Swiss time). Interested consultants, firms, or consortia are requested to submit a complete proposal consisting of the following components: a. Cover letter: A brief letter outlining the applicants interest in the assignment, overall suitability, and availability during the assignment period. b. Technical proposal: A concept note (max. 35 pages) outlining the proposed approach and methodology for the assignment. This should include an initial assessment of the context, key analytical dimensions to be covered, and a draft work plan and timeline for the completion of the study. c. Financial proposal: A detailed budget covering all costs related to the assignment, including consultancy fees, travel (if applicable), accommodation, communication, and any other incidental expenses. The budget should clearly distinguish between different cost categories and specify the applicable daily or hourly rates. Financial offers should be submitted on the right budget form; local mandate budget for local applicants and on Mandate B budget form for international applicants. d. Curriculum vitae: Up-to-date CVs of the lead consultant and any proposed team members, clearly indicating their qualifications, relevant experience, language skills, and roles in the assignment. e. Relevant experience: An overview of relevant and comparable assignments conducted in the past 8 years. The proposal must include: i. For three recent assignments: description of the mandate, duration, financial volume, and a reference letter from the awarding institution. ii.
