Expression of Interest are invited for Carbon Credits from Wastewater Treatment Plants - Ankara, Turkiye. Publication Date: 08/14/2025 12:00 AM EDT EOI Deadline: 09/11/2025 11:59 PM EDT IFC is collaborating with the Ankara Water and Sewerage Administration (ASKI or the Client) regarding the financing of the capacity expansion and treatment methodology upgrade of the Tatlar Wastewater Treatment Plant (the Project). Located in Türkiyes capital and second largest city, Ankara, Tatlar WWTP is the main wastewater treatment plant serving the central districts where 90% of the population lives and several industrial zones are located. Due to aging infrastructure and increasing utilization driven by rapid population growth, Tatlar WWTP was no longer able to process all the incoming sewage, resulting in a 40-45% of the wastewater being discharged directly into local stream. With the planned expansion, Tatlar WWTP will be able to serve Ankaras projected population of 6.8 million by 2040, avoiding the environmental and health risks connected to the discharge of untreated wastewater in nearby basins. Tatlar WWTP has been operating since 1997, with a design capacity of 765,000m3/day based on the anticipated population of 3.3 million in 2002; it can operate today at approximately 60% capacity utilization factor only. Furthermore, as the current design only removes carbon, the remaining nutrients are left untreated in the process. Both result in significant problems in terms of the quality of water discharged into Ankara Stream, which feeds into Sakarya river basin, and ultimately potable water sources of many cities in Marmara region including Istanbul. With this project, the Tatlar WWTP will be upgraded into an advanced biological wastewater treatment, with enhanced capacity of 1,350,000m3/day (adding 585,000m3/day). The capacity expansion and upgrade of the Tatlar WWTP is also expected to improve environmental sustainability and resilience to climate change. By enhancing the plants capacity and upgrading its technology, the Project can better manage and treat wastewater generated in the Ankara metropolitan region, reducing pollution and greenhouse gas emissions. A reduction of 20,420 tCO2e per year is expected (to be confirmed). ASKI is a member of IFCs Utilities for Climate (U4C) network that supports emerging market utilities find climate-friendly solutions to their challenges through investment and advisory services, and providing access to a global knowledge network among peer utilities.
