Tenders are invited for Financing for Development for Cambodias Graduation from Least Developed Country (LDCs) to Middle-Income Country. 1. Research Rational In May 2024, the United Nations Economic and Social Council (ECOSOC) endorsed the recommendation for Cambodias LDC graduation in 2029, following a five-year preparatory period. Graduation from LDC status, however, would result in the gradual withdrawal of international support measures including preferential trade arrangements, flexible application of the World Trade Organizations (WTO) Rules of Origin (RoO) and Trade-Related Aspects of Intellectual Property Rights (TRIPS), among others. Specifically, the graduation might lead to the phasing out of certain concessional financing instruments, increased exposure to global market fluctuations, and greater reliance on domestic resource mobilization and private capital, foreign direct investments which can put more pressure social and environment particularly to the poor, indigenous peoples, other marginalized groups who have limited capacity to access to competitive resources and markets, and to civil society organizations future existence as most of their revenues are heavily depending on grants, not other forms of financing for development. These shifts pose significant implications for all development actors. Government institutions must adapt to new financing models and build robust regulatory systems. Civil society organizations (CSOs) must enhance their understanding of financial governance and fiscal justice to remain effective in policy advocacy and social accountability. The private sector and financial institutions will also face growing expectations to align investments with environmental, social, and governance (ESG) standards. In this context, the NGO Forum on Cambodia, a convening platform for civil society engagement in policy processes, and Fair Finance Cambodia, a leading initiative on sustainable and inclusive finance, are uniquely positioned to lead critical research into Cambodias LDC graduation preparedness. This research will assess the readiness of various stakeholdersincluding the government, CSOs, financial institutions, and development partnersto manage this transition in a way that promotes equity, resilience, and sustainability. Specifically, the study will analyze how financing policies and strategies, institutional capacities, and roles of civil society organizations including NGOF, grassroot based organization are evolving in anticipation of graduation. It will examine risks such as reduced aid dependency, rising debt, and the potential crowding-in of private finance without adequate social and environmental safeguards. The research will also identify opportunities to strengthen policy coherence, transparency, and stakeholder coordination, particularly in sectors vital to human development and climate resilience. By generating timely, evidence-based insights, this research will inform national strategies, support advocacy for just and inclusive financing systems, and enhance cross-sectoral preparedness for the post-LDC context. It will also serve as a foundation for continued multistakeholder dialogue led by the NGO Forum on Cambodia and Fair Finance Cambodiaensuring that Cambodias graduation does not leave its most vulnerable populations behind.
