Transportation Construction Structures Request For Expression Of Interest For Fredericton-Moncton Highway Project Request For Expression Of Interest No.: Rfeoi 25-003 Issued: August 06, 2025 Submission Deadline: September 03, 2025 At 1:30 Pm 1. Introduction This Request For Expression Of Interest (Rfeoi) Is Issued By Service New Brunswick (Snb) Strategic Procurement Division On Behalf Of The New Brunswick Highway Corporation (Nbhc) To Determine Whether Respondents Would Be Interested In, Or Able To Respond To, A Possible Contract Opportunity. It Is Intended To Assist With Market Sounding And The Collection Of Information. All Inquiries Related To This Rfeoi Are To Be Directed In Writing To The Strategic Procurement Division, At The Following Email: Bidquestionssoumissions@Snb.Ca 2. Rfeoi Details Background The Trans-Canada Highway In New Brunswick (Designated As Route 2) Is A Vital Highway Transportation Link That Connects Newfoundland, Nova Scotia, Prince Edward Island And New Brunswick To Quebec And The Northeastern United States. The Province Of New Brunswick Developed Plans To Twin Route 2 Between The Nova Scotia And Quebec Borders Initially To Cater To The Increasing Traffic. After Completion Of The First Twinning Section Of The Existing Highway Between Nova Scotia And Moncton In The Early 1990S, The Province Set Out To Provide A Tolled 4-Lane Highway Between Fredericton And Moncton. Since The Existing Route Between Fredericton And Moncton Intersected Many Small Communities, The New Fredericton-Moncton Highway Was Developed Along A New Alignment. Nbhc Procured The Project In Collaboration With The Private Sector Through An Alternative Service Delivery Model To Construct And Finance The Project. The Fredericton-Moncton Highway Project Agreement Was Signed With Mrdc In 1998 As A 30-Year Operations, Maintenance, And Rehabilitation (Omr) Agreement Incorporating 205 Km Of Highway, 20 Interchanges, And 159 Structures. Mrdc Is A Joint Venture Between Dragados, Fcc Canada Inc., Vinci Concessions Canada Inc. And Miller Paving Limited. Mrdcs Operational And Maintenance Responsibilities Commenced With Completion Of Each Phase, Which Included Summer And Winter Operations. The Summer Operations Included Repairs, And Restoration Works Relating To The Different Infrastructure Components. As Part Of Winter Operations, Salt Management Programs Are Carried Out Along With Winter Maintenance Fleet Comprising Computerized Spreading Controls, Tandem Combination Plow-Spreader Trucks, Tandem Snowplows, Snow Blowers, Anti-Icing Spreader Tanker Trucks, Etc. These Operations Are Performed Twenty-Four Hours A Day, Seven Days A Week. The Highway Was Made Fully Operational In 2001. The Contract Is Due To Expire January 22, 2028, And Nbhc Is Considering Its Approach To Service Delivery Along The Highway After That Date. Following A Qualitative And Quantitative Analysis Of Potential Service Delivery Options, Nbhc Is Moving Forward With A Service Delivery Model In Which The Operations And Maintenance (Om) And A Portion Of The Rehabilitation (R) Of The Highway Would Be Outsourced To The Private Sector Under A Long-Term Services Contract Spanning 25.66 Years (Expiry September 2053). The Private Sector Partner Would Be Responsible For All Aspects Of Operations, Routine Maintenance, Periodic Maintenance And Rehabilitation Of Pavement Using Industry Accepted Asset Management Principles.
