Expression of Interest for Provision Community Awareness Raising Activities for EACOP Ltd in Tanzania. East African Crude Oil Pipeline (EACOP) Ltd invites experienced and reputable companies or organizations to express their interest in additional detailed design and implementation of a community awareness program for EACOP a effected communities. The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani Peninsula in Tanga, Tanzania crossing eight regions Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative district councils, and 231 villages. BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES: EACOP is seeking to implement a 12-month community awareness campaign to enhance community knowledge, awareness and practices regarding road safety, gender-based violence and harassment, sexual and reproductive health. The overall purpose of the campaign is to enhance the health and safety of host communities. This is to be achieved through the design, planning and delivery of an awareness campaign aimed at reducing the risk of road safety, GBVH and SRHR incidents. The program will include but not be limited to: · Design and delivery of educational messages that aim to achieve behavior change using a variety of methods including edutainment (Drama or theatre performances, Music, songs, or jingles, Interactive games or activities, Animated videos or cartoons, Storytelling, Social media challenges). · Diffusion of relevant messages and content using community radio, drama, jingles, SMS campaigns and relevant social media. · Training of relevant government stakeholders and local safety and health champions. · Training local performing artists to develop culturally relevant edutainment activities aligned with campaign themes. · Develop content that is adapted to the different topics and targets the intended groups. MINIMUM REQUIREMENTS: Organizations expressing their interest are invited to document their request with: · Details of design and implementation of similar projects preferably within EACOP regions including key elements of the projects, number of beneficiaries and overall value. . Evidence letters or completion certificates from at least three (3) reputable clients within past five years. . Profiles of key personnel proposed for this engagement, including their qualifications, relevant experience, and any applicable certifications. . Company profile including an organizational structure . valid Business License. . Certificate of incorporation and recent BRELA search. . Valid Tax identification Number (TIN) and VAT registration certificate. . Tax Clearance Certificate for the most recent year. . Evidence of appropriate sector-specific licenses or permits, if required, from relevant regulatory authorities in Tanzania. · Demonstration of compliance with the Petroleum (Local Content) Regulations, 2017, including but not limited to: · Evidence of Tanzanian ownership/shareholding. · Evidence of employment of Tanzanian nationals. · Application for registration with the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended. · Financial capacity to deliver the services required including submission of financial accounts for the past three years. · Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies. · Proof of relevant registration/certification with HSE regulatory and certifying bodies. · Evidence of a QHSE management system, organization and process in compliance with applicable local and industry standards for similar works. · Proof of appropriate licensing from relevant authorities. Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents through an email to [email protected] (max. email size 20Mb) on or before 17:00 hours East African Time (EAT), on 15th August 2025. Email subject shall be: REQ-00000857 PROVISION COMMUNITY AWARENESS RAISING ACTIVITIES FOR EACOP LTD IN TANZANIA. Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expressions of Interest should be submitted in English language. Note: EACOP Ltd will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP Ltd reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
