(transmittance above 90% and bending less than 0.3%) Electrical parameters of 540/545 Wp solar PV module under STC of irradiance 1000 W/m2 , AM 1.5 Spectrum at temperature 25° C will be as under or higher :-Min Peak power Pmax : 540/545 Wp or higher, Current at Pmax Ipm : 12.97A Voltage at Pmax Vpm : 41.65 Volt Short circuit current Isc : 13.85 A Open circuit voltage Voc : 49.50Volts , Maximum series fuse rating : 30A (i) Rated output of modules shall have positive tolerance of minimum 3% & no negative tolerance is allowed. (ii) It shall perform satisfactorily in relative humidity 100% with temperature -35° C to +35° C (Cell) and should withstand wind 198 Km/Hr on the surface of the panel. (iii) PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years. (iv) The temperature co-efficient for the module shall be suitable for CHUMATHANG (UT Of Ladakh) climatic conditions. Variation of higher capacity Solar PV panel is permissible subjected to that performance parameter of the panel shall be equal or better than given above.v) PV module must confirm to latest edition of IEC 61215/IS14286 and as specified here-in- after in particular specification In addition, the modules must confirm to IEC 61730 Part-I & II for construction and testing & safety qualification. (vi) It shall also in conformity of latest technical specifications issued by MNRE from time to time (vii) Provision of earthing & earth strip/cables etc. for earth for solar PV module/Array etc. as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account.Notes: On SPV (i) The specifications and capacities of plant equipments shall be designed to confirm and achieve the minimum of efficiency and performance guarantees as laid down in this bid documents. These design details and other technical details shall be submitted by contractor on commencement of contract as early as possible but not later than one month(ii) The installed system should be such that during the day, the power needs should be first met by Solar energy. In case the solar energy production is less than the required, the deficit power should be pulled from the exsiting DG set supply .(iii)The contractor shall obtain the approval of make for the proposed SPV module from accepting officer complete system of 825 KWp Solar photo voltaic (SPV) (iv) Any necessary item required for functioning of SPV but not catered in the contract will be deemed to be included in the quoted rate and nothing extra will be admissible on this account 18 .(v) Site clearance incl removal of boulders to a distance 250 m to 500m to be carried out before execution of work. Amount required for site clearance is deemed to be inclulded in the amount quoted by Contractor against this item. Contractor is advised to visit the site before quoting the rate. (vi) Country of origin for solar cell & PV module must confirm to ALMM APPROVED LIST OF MNRE.(B) String array combiner/Junction Boxes: Supply & fix suitable Numbers of dust, vermin and waterproof Array string array combiner/Junction Boxes and main junction boxes made of FRP/Thermo Plast with IP65 protection in compliance with IEC62208 and shall be sunlight /UV resistant a well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relavant standard. The string array combiner/Junction boxes shall have suitable arrangement of followings:(i) Strings are required to be connected to the busbar through individual fuses. Provide arrangement fordisconnection for each of the groups (ii) Provide a test point for each subgroup for quick faultlocation & to provide group array isolation. (iii) Each array junction box will have suitable by pass &reverse blocking diodes for maximum DC blocking voltage of 1500V with suitable arrangement for its connection. Reverse blocking & by-pass diodes shall work for temperative extreames & shall have efficiency of 99.98% conformed by appropriate IEC standard. Note:- String array combiner/ junction box shall be carried out as per approved SLD.(C) Cabling : (i) Supply and fixing suitable size of XLPO insulated copper cable as per load of solar grade, 1800 V DC/1100 V AC or higher DC voltage rating, confirming to TUV 2 pfg 1169/08.2007 PV1F and latest IEC codes & IS codes for Solar Cables. (ii) All cables and connectors for use of installations shall be of solar grade which can withstand harsh environment conditions including high temperature, UV radians, rain. humidity, dirt, burial and attack by moss and microbes for 25 years and voltage as per latest IEC/IS in standards. (iii) All cables/wires shall be provided with UV resistance printed copper ferrules for DC side. (iv) Size of cable from PV module to invertor shall be minimum 6 sqmm 1 core multistranded copper UV protected solar cable to be provided. (v) Cable Batch No./Drum No., IS code & size make should be printed/embossed at every one metre. (vi) The wiring of modules interconnection shall be in suitable size GI/HD pipe. (vii) Size of wire - 3.70mm dia with tolerance limit (+/ -) 0.08mm. (viii) Size of aperture - 80mm x 100mm (ix) Woven double twisted, hexagonal shaped Zn + PVC coated wire mesh type 80 x 100mm of wire 3.70mm dia wire as per IS 16014. The wire used for the manufacture of wire mesh shall have minimum tensile strength of 350N/mm2 and elongation shall not be less than 10% in accordance with IS 16014.To be laid in DWC pipe of suitable size. (xi) Solar inverter to ACB Panel, connection aluminium XLPE conductor cable of size 185 sqmm x 3C 1.9/3.3 KV rating Note : Cost of interconnecting copper cable (AC & DC), Al XLPE cable from Solar Invertor to ACB panel and cable tray above upto inverter and LT panels and upto LT side of transformer as per site requirement at the location as directed deemed to include in the item quotated rates and no extra payment will be made to contractor on this account. LT Panel shall be paid seperately. 19 (D) Module Mounting Structure (MMS) : Supply, design & fixing support structure MS hot dipped galvanised (80Micrones) including PCC 1:2:4 type B-1 for each support / foundation for civil works (excavation and earth work cutting, grouting, PCC etc.) and fixing the mouting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 198km/hr. The mounting structure is of mild steel hot dipped galvanised. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels. Nut bolts, supporting structures including module mounting structures shall have to be adequately protected from atmosphere and weather prevailing in the area. All fastners shall be of stainless steel of grade SS316. Two numbers of anti-theft fasteners of stainless steel on two diagonally opposite corner of each module shall be provided.Note: (i) Cost of interconnecting copper cables along with cable trays ( floor/ wall mounted ) suitable to accommodate solar grade cables & cables upto inverter is included in the item and no extra payment will be made to contractor. (ii) The module mounting structure shall be carried out as per approved drawing of foundation MMS. MMS foundation shall be designed as per IS 456:2000 and IS 13920:2016 and drawings shall be approved by GE before execution. (iii) The MMS stub/column,rafter,purlin ,ties and bracing members shall conform to following indian standard :IS 2062 -Hot rolled medium and high tensile structural steel ,IS 811-Cold formed light gauged structural steel section ,IS 1161-steel tube for structural purposes, IS4923- Hollow steel section for structural use. Minimum grade of steel sections for conforming to IS 811 and IS 4923 shall be E350 conforming to IS 2062 and Yst 310 conforming to IS 1608 respectively.(E) Lightning Protection for PV Array :- Supply & fix Lightning Arrestor of the required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support with the following :-(i) The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. (ii) The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above roof level would be dependent on the level of protection and the protection radii required (iii) The air terminal should be working on the principle of early streamer emission using non-radioactve technology, needing no external power source. (iv) The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents. (v) Roof connecting pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. The terminal adaptor having inner dia 60mm OD. Lightening protection shall be provided as per approved Drg. 20 (F) Earthing system for PV array field :-Earthing system shall comply with latest revision andamendment of the relevent IEC standard and IS codes. (i) All PV module ,module mounting structure (MMS) and string monitoring unit (SMU) structures in the PV erray field shall be connected to the earthing system (ii) Each PV module frame shall be earth using copper wire of sufficient cross section area. Earthing complete with copper earth plate electrode 600×600 ×3.15 mm thick electrode, buried directly in ground (earth pit not less than 2.25 metres deep below ground level) with top edge of the plate not less than 1.5 metres below normal ground level connected to 20x3 mm copper strip as earthing lead by means of bolts, nuts, check nuts and washers of galvanised iron or steel and 40mm dia GI pipe light grade for protection of earth strip and 20mm dia meduim grade for water funnel with wire mesh complete connected to earthing test point as per SSR Part-I 2009 all as specified and directed including testing on completion.NOTE:- Cost of all Copper plates earthing equipments including Copper earth strips from equipments to earth pit is deemed to be included in quoted rates.(G) Solar Inverter : Supply, fixing, testing and commissioning of minimum of suitable capacity in suitable Nos as per 250/255 KW (Total capacity of Inverters shall not be less than 750/755 KW after derating with three inverter) for CHUMTHANG 50 Hz , 3 phase 800V,185A Grid Connected Solar inverter outdoor type suitable to convert DC power of solar PV module/array to AC for further feeding to stepup transformer conforming to IEC-61683 for efficiency, IEC-62109(1&2) or equivalent for safety & IEC-62093 for reliability. The input D.C. tech specification of inverter are as under and as per approved design.(i) Operating temperature :-40ºC to + 35ºC,(ii) Relative humidity (Non condensing) upto 95%.(iii) The inverter shall consist of associated control, protection, data loging device and remote monitoring hardware. the inverter shall be suitable for operation at Chumathang .Alt 4200 mtr and min - 40ºC temperature.(iv)The inverters shall have minimum protection to IP65 and minimum European efficiency 99% load as per IEC 61683 standard.(v) The inverter shall adjust voltage and frequency levels to suit the existing DG Sets/AC power supply. (vi) The inverter shall be self-commulated with pulse width modulation (PWM) technology and shall be capable of synchronize maximum within 1 minute.vii) Maximum power point tracker (MPPT) conforming IEC- 62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. (viii) The inverter shall include appropriate self protection & self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverters safe operating due to internal or external causes. 21 (ix) Inverter shall have protective arrangement against ground leakage faults, over voltage & over current. (x) Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. Notes: (i) If the solar inverter as specified here-in-before is not available in the market , contractor will provide the same of higher capacity as available in the market without any extra cost. (ii) All suitable size of copper cables as per load requirement from SPV systemto inverter for interconnection purpose shall be provided by the contractor and deemed to be included in quoted rates. (iii) Cost of all Copper plates earthing equipments including Copper earth strips from equipments to earth pit is deemed to be included in quoted rates.(H) Uninterrupted power supply(UPS) : Supply, installation, testing & commissioningof 110V/40A Float Cum Boost Battery Charger unit includingbattery bank comprising 50 Nos of 2 Volts-65 AH sealed maintenance free battery.The CCCV battery charger consisting ofcopper wound,air cooled transformer, 01 Set single phase full wave bridge rectifier consisting ofdiodes andSCRs, liberally rated mounted on heat sink andcomplete with resistor/condenser network for surge supperssion .During auto float mode automatic changeover shall take place from float mode to boost mode and vice versa, 01 Set of solid state constant potential controller to stabilize the DC output voltage of the float cum boost charger, 01 No electronic controller , DCdigital ammeter,DC digitalvoltmeter, Potentiometer , DC, MCB for reverse battery protection . The charger should have alarm annunciation with visual and audible alarm with manual reset facility forfuse fail alarm. Float cum boost battery charger and DC distribution board shall be housed in powder coated sheet steel cubicle with panels of 1.6mm thickness , louvers for ventilation , gland plate will be provided for cable entry from bottom .The battery charger shall be divided into two compartments.The upper compartment shall house the battery charger & DCDB with all necessary controls. The lower compartment shall be suitable for housing the batteries. Tech specification shall be as under:-(a) Input working voltage-180 -270 Volts(b) Nominal Input Voltage - 230 V , AC , 50 Hz,1 (c) On load input power factor- > 0.8 (d) On load unit watt efficiencies-> 80%(e) No load losses of complete charge-< 10% (f)Ripple contents on the load (RMS)= 1% to 5% (g) Over load - 110% for 30 minutes and will give visual indication for over load condition. (h) Boost charging - 2.4 V/Cell . (j)Float charging -2.15 V/Cell (k)Float cum boost charging-Automatically changes from one state to another state as per battery condition and will give the visual indication for either float or boost based on charging mode. (l)Reverse polarity -No damage will caused .A visual indication for reverse polarity will appear with an audio alarm. (m)Short circuit-MCB protecton provided. Make of battery charger. Exide/Amaron/Okaya(n) The battery bank system shall be designed to supply power to following loads :-(i) SCADA(ii) Inverter auxillairy supply 22 (iii) Capacity of battery bank shall be done considering the above mention load at power factor of 0.8 lagging inclusive of 10% design margin at 50ºC.Note:- All suitable size of copper cables as per load requirement for interconnection to above loads here-in-before shall be provided by the contractor and deemed to be included in quoted rates(J) DATA ACQUISITION SYSTEM/PLANT MONITORING & SCADA :- Supply,fixing,testing and commissioning of SCADA system Monitoring system with 65 inch Screen at site with Local LDMS and for Remote Monitoring 55 inchs screen in Engineer-in-charge office to be provided for the performance of the SPV on cloud. plant, inverter ,power, array voltages, array currents & AC parameters,energy yield, temperature,irradiance level etc. and it could provides flexible interface to facilitate PC based inverter monitoring and control via GPRS modem and internet/ethernet connection. This should have include web visualization system and data logger with integrated ethernet port. (i) Data acquisition System shall be provided for each of the solar PV plant. (ii) Data Logging Provision for plant control and monitoring, time and date stamped system data logs for analysis with the high quality, including latest version available of PC & Printer. Metering and Instrumentation for display of systems parameters and status indication to be provided (iii) Solar Irradiance: An integration Pyranometer/Solar cell based irradiation sensor (along with calibration certificate) provided, with the sensor mounted in the plane of the array. Readout integrated with data logging system. (iv) Temperature: Temperature probes for recording the Solar Panel temperature and ambient temperature to be provided complete with readouts integrated with the data logging system.(v) The parameters like AC Voltage, AC Output current, Output Power, Power factor, DC Input Voltage, DC Input Current, Time Active, Time disabled, Time Idle, Energy Produced, Protective function limits (Viz-AC Over voltage, AC Under voltage, Over frequency, Under frequency ground fault, PV starting voltage, PV stopping voltage etc are accessible via the operating interface display in real time separately for solar power plant. (vi) All major parameters available on the digital bus and logging facility for energy auditing through the internal microprocessor and read on the digital front panel at any time and logging facility (the current values, previous values for up to a month and the average values) should be made available for energy auditing through the internal microprocesor and should be read on the digital front panel. (vii) PV array energy production: Digital Energy Meters to log the actual value of AC/DC voltage, Current & Energy generated by the PV system provided. Energy meter along with CT/PT should be of 0.5 accuracy class. (viii) Computerized DC String/Array monitoring and AC output monitoring shall be provided as part of the inverter and /or string/array combiner box or separately (ix) String and array DC Voltage, Current and Power, Inverter AC output voltage and current (All 3 phases and lines), AC power (Active, Reactive and Apparent), Power Factor and AC energy (All 3 phases and cumulative) and frequency shall be monitored. (x) Computerized AC energy monitoring shall be in addition to the digital AC energy meter. 23 (xi) The data shall be recorded in a common work sheet chronologically date wise. The data file shall be MS Excel compatible. The data shall be represented in both tabular and graphical form (xii) All instantaneous data shall be shown on the computer screen. (xiii) Provision for Internet monitoring and download of data including recharging shall be also incorporated till the duration of contract. (xiv) Software shall be provided for USB download with life time license and analysis of DC and AC parametric data for individual plant (xv) Remote Server and software for centralized Internet monitoring system shall be also provided for download and analysis of cumulative data of all the plants and the data of the solar radiation and temperature monitoring system. (xvi) Ambient /Solar PV module back surface temperature shall be also monitored on continuous basis. (xvii) Simultaneous monitoring of DC and AC electrical voltage, current, power, energy and other data of the plant for correlation with solar and environment data shall be provided. (xviii) Remote Monitoring and data acquisition through Remote Monitoring System with latest software/hardware configuration and service connectivity for online/real time data monitoring/control complete to be supplied and operation and maintenance/control to be encurred by the supplier. Provision for interfacing these data on Engineer-In-Charge Computer/display device and portal.NOTE:- The cost of all equipments , internet, ethernet connections, connected cables, Server, printer etc. are included in this item All licensee of windows server, MS office or any other software required for functioning of SCADA is deemed to be included in quoted rates for life time. Recharge of GPRS/3G/4G/5G network for 5 yrs from date of completion shall be reponsibilty of contractor and rates quoted are deemed to include the same. Training: On successful commissioning of the plant, training shall be provided on Plant operations and maintenance to a team (Engineers and Technician/Operations) as nominated by GE for 07 days at the time of handing over of solar plant after completion of phase-I.K) WEATHER MONITORING SYSTEM : Complete one set for Chumathag As a part of weather monitoring system the contractor shall provide the following measuring instruments with all necessary software and hardware required to integrate with SCADA.(i) Pyranometer : The contractor shall provide minimum 04 Nos of secondary standard pyranometer (ISO 9060 classification alongwith necessary assessories for measuring incidental solar radiation at horizontal and inclined plane of array.
