33Supply, installation, testing & commissioning of HT 11 KV, 3 phase, 50 Hz totally enclosed metal clad switchgear Indoor type complete with Vacuum circuit breaker having rupturing capacity 250 MVA, overload and earth fault protection, ammeter, voltmeter and of rating up to 400 Amp complete with the following specifications:(i) 11 kV, 400 Amp, 26.3 KA/3-sec, Draw-Out Vacuum Circuit Breaker as per IEC-62271-100. Vacuum Circuit Breaker having 03 Nos. vacuum bottles of same make as of circuit breaker and panel, motorized spring charging mechanism (230V AC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (24V DC).(ii) Current Transformers 11 kV, 100-50/5A, Core 1: Class 5P10, 5VA, Core 2: Class 0.5, 5VA - Set of 03Nos.
34(iii) Main Protection Relay shall be numerical IED Relay conforming to IEC 60255, having 04 CT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like (a) over-current or earth-fault in any of the three phases, (b) circuit-breaker-failure alarm, (c) inter panel tripping/blocking signals via GOOSE based peer-to-peer communication on IEC61850 protocol. (d) Integrated arc flash protection with current and light sensingThe relay shall be communicable on IEC 61850 GOOSE platform over RJ-45/USB/FO port, and fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Breaker On/Off/Spring charged, Trip Circuit Failure (from TCS relay), Local-Remote etc. and display locally on a built-in back-lit LCD screen with mimic as a Single-Line-Diagram with current measurements and suitably labeled status LEDs.Relay setting should be possible through inbuilt software or through additional software supplied with life time software support by the relay manufacturer.
35(iv) Metering Equipment including:-(a) 01 x Digital Voltmeter (Acc. Cl. 0.5), 01 x Digital Ammeter (Acc. Cl. 0.5), (b) 01 no. Multi-Function-Meter (Acc. Cl. 0.5) shall be provided with LCD display for measuring current, voltage, power, power-factor and energy parameters, Total Harmonic Distortion and Max. Demand Indication, same shall be communicable on ModBus via RS485 port.(v) LED Indications - (a) Breaker ON/OFF/TRIP/Spring-Charged, (b) Trip Circuit Healthy(vi) 08-Window Announciator with Hooter to indicate following alarms :- (a) OC Trip, (b) EF Trip(c) Trip Circuit Failure, (d) Inter-Tripping Fault, (e) The Announciator will be complete with required Acknowledge/Test buttons as required(f) All Multi-function-meters shall be connected in a ModBus loop terminating in to 01 No. ModBus-to-TCP/IP converter to be provided for sending data to SCADA console via networking switch.

53Notes1: -(a) Complete scheme shall be designed by the contractor based on Design parameters i.e. Raw sewage characteristics and treated sewage characteristics after tertiary treatment. The scheme shall be prepared by the contractor andvetted by IITs/NITs. /Govt. University for further approval from the accepting officer. The detailed design shall commence only after approval of the scheme.(b) The structural drawings shall be developed based on the final approved scheme duly vetted by IITs/NITs. The final approved scheme and drawings duly signed by the contractor’s authorized representative shall be submitted to the accepting officer for approval in six A1 hard copies and softcopy (CD).(c)The items mentioned above are indicative only. Any items required over and above for completion and efficient functioning of the plant are deemed to be included in the rate quoted by the contractor.(d) The treated water shall be tested quarterly up to DLP by the contractor from NABL accredited Lab and the test should conform to the parameters of treated water within limits as mentioned in Particular Specification. 54(f) Preparation and submission of architectural drawings and structural drawing & design by using design software like STAAD/ETABS with load chart for entire structural components, viz. walls, columns, beams, slabs, staircases, tanks etc., along with structural drawings and complete design folder containing structural analysis and design calculations duly vetted by any IIT/NIT.(g) For design purpose, expected life of building to be considered as minimum 50 years. The design shall be sound, economical and as per best engineering practices suitable for the region. Design shall be compliant of provisions of all relevant IS codes and statutory rules of Govt of India/concerned state Govt.(h)Design and detailing shall be as per requirements applicable to the Mandapam area in respect of seismic forces as per IS code 1893, wind forces as per IS code 875 part 3, dead loads as per IS code 875 part 1, live loads as per IS code 875 part 2. (i) Structural design of foundation shall be based on a detailed soil investigation to be carried out by the contractor. The structural designer should analyze the soil investigation report completely and merely depending on the recommendation part. If any inconsistent data is found part of the soil investigation report, clarifications shall be obtained from GE (I)(CG) Chennai under intimation to E2 (Des) section of HQ CE (CG) Visakhapatnam.(j) Structural design of RCC structure shall be as per IS 456, IS 1893 & IS 13920 and detailing shall be as per IS 456, SP 34 and IS 13920.(k) For detailing and design ‘severe’ environmental exposure conditions and 2 hrs. fire rating shall be considered. (l) Contractor shall consider existing invert levels for design of STP in consultation with GE.
55TESTING: Testing and commissioning of STP will include testing of all electro-mechanical equipments, treated effluent parametersfor treatment of the sewage, etc starting from collection chamber to outlet of tertiary treatment plant. (i) The plant shall be run continuously for minimum 72 hours. Testwill be carried out in the presence of GE and Engineer-in-Charge, Contractor/rep of contractor and Rep of OEM. Contractor shall deploy adequate technical staff to operate the plant continuously for 72 hours and he shall be liable to carry out all the maintenance / rectification required during this period . (ii) The contractor shall afford all facilities and make all necessary arrangements for these tests at his own cost. All arrangements including various instruments required to facilitate testing shall be arranged by contractor.(iii) If the test results are not acceptable, all repairs and replacement and extra work of removal and relaying or refixing shall be carried out by the contractor at his own expense and the STP plant will be retested, until test results indicate compliance with the prescribed requirement. (iv) The installation shall be taken over by MES after the plant has been successfully commissioned and tested .
56(v) Quarterly test report of the treated effluent will be submitted by the contractor during the period of DLP.TEST EQUIPMENT: The contractor will submit the following test equipments (minimum) deemed to be included in the contract.pH Meter Digital- 01 NosTDS Meter Digital Tester-01 Nos Chlorine Testing Kits-03 Nos (vi) any other equipments required for testing shall also be provided by the contractor, no extra cost will be paid on this regard.NOTES2:- (i) Defect liability period of Two year.(Repair / replacement/spares of various plant components, including labour for such work covered under performance Guarantee)(ii) The items given above are indicative only.
