Supply ,installation of RTCC panel with AVR and marshaling box . Transformer shall be of BOLTLESS core design. Transformer shall be double wound, core type with low loss, non ageing, high permeability PRIME GRADE, CRGO with m4 grade or Better, Perfectly insulated and clamped to minimize noise and vibrations, core shall be purchased directly from manufacturer of core or from their accredited marketing network and not through any agent. Before placing order for procurement of transformer, the contractor shall submit the credentials in respect of the manufacturer ofcore and transformer shall be procured only after approval from GE in respect of name of manufacturer of transformer as well as manufacturer of core. The limit of temperature rise after continuous full load runs as specified in IS/IEC 60076 shall be suitably adjusted to suit the ambient temperature of maximum 50 degree celsius prevailing at site all as specified and directed including having following characteristics :- The transformer shall confirm to the latest edition of applicable standard as follows :- (i) IS-2026, for tests and tolerance of guaranteed Particulars, (ii) IS-3639 for Fitting and accessories(iii) IS2099 for Bushing >1000V(iv) IS-7421 for Bushing <1000v (v) IS-1271 for Electrical insulation classified by Thermal stability (a) Winding(i) HV Winding -Layer/disc winding(ii) LV Winding-Helical/Disc widing (b) Insulation Level(i) HV-170(ii) LV-75(c) Insulation level (Power frequency with Stand KVrms)(i) HV 70 (ii) LV-28 (d) Tapping Range -(+)5% to (-) 15% @1.25%(e) Tape Changer Type -On load Tap Changer +RTCC+AVR. (s) 150mm dial type thermometer for oiltemperature indicator with 02 sets of contacts for alarm and triphaving range 0-12 centigrade vapor pressure type with maximum reading pointer/Max temperature indicator and resetting devicewith alaram/trip contact .Maximum flusx density in any part of the core and yoke at rated MVA with +12.5%combined voltage and frequency variation from rated voltage and frequency-1.9 Tesla (t) Cost of construction of foundation including construction material, necessary earth work and excavationas per manufacturer design forpower transformer completeall as required at site are deemed to be included in the quoted rate. (u) Shut off valve between cooling tubes and tank. (v) Pressure Release Valve (PRV) with one set of trip contact. (w) Magnetic Oil gauge (MOLG) with one set of trip contact. NOTE:- (i) The oil temperature and winding temperature gauges shall be housed in a marshaling box made up of MS sheet as per manufacturer recommendations with hinged door and having glass front side of the box and provision for entry of cables and compression glands. 3M&L in repair for earthing complete with copper earth plate electrode 60 x 60 cm3.15 mm thick burried directly in ground (in vertical position) earth pit not less than 2.25 mtr below normal ground level with the top edge of the earth plate not less than 1.5 mtr (B.G.L.) and connected to copper earth strip 25X3 mm by means of bolts, nuts, check nuts, and washer of galvanized iron including PCC (1:2:4) type B1 precast RCC cover slab with suitable handle made of 6 mm round bar, including necessary excavation and earth work in any type of soil, 20 mm dia med grade galvanized steel tube for watering with one end fixed with cast iron funnel and wire mesh, 40 mm bore light grade galvanized steel tubing up to 7.5 mtr length for drawing earth lead strip protection & common salt, charcoal in alternate layers etc. complete all as shown in EP No 3 of SSR Part 1 and testing on completion complete all as specified and as directed.

27Supply,installation,testing & commissioning of 11 KV Outdoor type one side extensible 5-way Ring Main Unit floor mounted with internal copper bus bars, consisting of 2 nos. fixed motorized Load Break Switches and 3 nos. fixed type motorised Vacuum Circuit Breaker (2 Incoming & 3 Outgoing). All live parts, bus bars, LBSs connections of RMU should be enclosed in one tank to avoid multiple interconnections & sealed for life robotically welded non magnetic and non ferrite grade stainless steel tank Grade 304 of minimum 3 mm thick having IP67 degree of protection filled with SF6 gas as insulation with leakage rate less than 0.1% per year tested as per IEC 62271-200. . The unit shall have front cable entry for ease of installation and shall have site replaceable bushings for ease of troubleshooting during breakdown.RMU should be complete with all accessories such as Terminal kits suitable for 1Cx300sqmm Cable, VPIS, cable supports, all front cable terminations, mechanical indications for Load break switch ON/OFF, Manometer as per with IEC standards 62271-200, 60056, 60129, 60265, 60298, 60420, 60529 and 60694. Altitude of installation up to 1500m as per IEC 60120. Bushings bolted type top mounted outside the tank for connection of external bus bar .The unit shall include the following with all necessary standard fitting required at site. The Vacuum Bottle shall be of same make as that of RMU to ensure better life cycle optimization for the RMU. The Manufacturer shall furnish performance Certificate for similar kind of RMUs in their own legal Name. Any Joint venture certificates / partnership with other firms shall not be considered. Bus Coupler and 01 Nos. riser Outgoing fully encapsulated pole VCB Panels, confirming to IEC 62271-200, Internal Arc Classified IAC AFLR – 26.3kA for 1sec, Accessibility Class LSC2B-PM Class, comprising of min 630Amp, continuous rated Copperbusbars and droppers, 02nos. Rack-In-Rack-Out Handles, structure made from AluZinc/GI sheets to prevent corrosion and rusting. The complete panel incl. HT and LT chamber shall be manufactured by approved OEM at its own facility. License parter, system integrator, panel builder, half-panel concept is not allowed. The Board shall consist of following panels: (A) 01 x Incomer Panel, each comprising of :-(i) 11kV, 630Amp, 26.3kA/3-sec, Draw-Out Vacuum Circuit Breaker as per IEC-62271-100. Vacuum Circuit Breaker having 01 Nos. encapsulated vacuum bottles of same make as of circuit breaker, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (30VDC)(ii) Current Transformers 11kV, 200/100-5-5, Core1: Class 5P10, 5VA, Core2: Class 0.5, 5VA. The "PS" core will be of suitable knee point voltage and ratio so as to successfully implement Transformer Differential protection scheme for the upstream power transformer.(iii) Potential Transformers, rear and bottom Draw-out type for easy maintenance, 11kV/rt3:110V/rt3, 50VA, Cl.0.5 with associated gun-type HRC fuses and MCBs for HT/LT isolation - Set of 03nos.(iv) Main Protection Relay shall be numerical IED Relay confirming to IEC60255, having 04CT+03PT Inputs with microprocessor based protection scheme for tripping the breaker on various faults like. (1) Over-current or earth-fault in any of the three phases, (2) circuit-breaker-failure alarm, (3) tripping-circuit-failures. The relay shall be fully integrated with the feeder, internally capturing feeder statuses incl. various status, Line-Current, Line-Voltage etc. and display the same locally on a built-in back-lit LCD screen as a Single-Line-Diagram with power & frequency measurements and suitably labeled status LEDs.TCP/IP based WebHMI shall be integrated part of relay for remote setting without requiring any special relay software. (B) 01 x Bus Coupler Panel, each comprising of :- (i) 11kV, 630Amp, 25KA/3-sec, Draw-Out Vacuum Circuit Breaker as per IEC-62271-100. Vacuum Circuit Breaker having 03nos. encapsulated vacuum bottles of same make as of circuit breaker, motorized spring charging mechanism (230VAC) with integral spring charging handle for manual charging, associated push-buttons, anti-pumping feature, and associated Shunt Trip/Close Coils (30VDC). (ii) Metering Equipment incl. 01 x Digital Ammeter (Acc.Cl.0.5) (iii) Indications - LED for Breaker ON/OFF/TRIP/Spring-Charged. (iv) Control Equipment incl. 01 x TNC Switch, 01 x Emergency Trip Push Button, MCBs for AC/DC isolation as required. (v) Other accessories incl. Space Heater with thermostat for breaker, busbar, LV panel, 3-Pin socket with switch, CFL lamp. (vi) MCBs for HT/LT isolation - Set of 03nos. Space Heater with Thermostat included.R-Y-B Phase LED indications. Isolation MCB and related wiring included. (C) 01 x Outgoing riser panel, each comprising of :- (i) Accessories incl. Space Heater with thermostat for breaker, busbar, LV panel and cable chamber, 3-Pin socket with switch, LED lamp. NOTE :- The all above panel consist of the followings:- (i) Suitable Disconnecting cum Shorting Link type terminal arrangement in Incomer panels shall be provided for interfacing PS-Class CTs installed in the panel with upstream Transformer differential relay situated in the 33kV CRP for achieving the required protection. Knee point voltage, CT-Ratio and other details to be submitted by manufacturer.(ii) Make of panel: ABB/CG/Schneider/Siemens.(iii) Adapter panel is required if new panel not matching existing panel designs and rates of adapter panel if required deemed to be included in above quoted rates.Note: Cost of making arrangements/addition/alteration of fixing mentioned item in 11KV substation deemed to be included in quoted rates. (E) The panel shall be complete with all allied items and accessories, including:-(i) Cost of construction of foundation as per manufacturer design, including foundation frame (supplied by OEM), channels etc. for HT Panel as required at site are deemed to be included in the quoted rate. (ii) Each VCB panel being floor-mounted, air-insulated, fully-compartmentalized The OEM shall supervise and certify the commissioning/charging of equipment. (iii) Complete panel will be integrated with SCADA.(iv) Foundation frames shall be inclusive in the scope of supply of OEM.(v) Suitable Disconnecting cum Shorting Link type terminal arrangement in Incomer panels shall be provided for interfacing PS-Class CTs installed in the panel with upstream Transformer differential relay situated in the 33kV CRP for achieving the required protection. Knee point voltage, CT-Ratio and other details to be submitted by manufacturer. (vi) All Incomers and Bus Couplers will have suitable schemes in place to prevent mixing of un-synchronized supplies using Line/BusPT signals. Any such attempt will be reported by a suitable alarm. This facility should be implemented over soft-logic, and can be disabled by authorized personnel without requiring any on-site re-wiring. (F) SCADA integration equipment including:- (i) 01 No. Industrial grade 06-port networking switch for star-coupler connection to all IED relays over IEC 61850 platform to establish horizontal GOOSE communication and vertical integration with substation SCADA. (ii) All Multi-function-meters shall be connected in a ModBus loop terminating into 01No. ModBus-to-TCP/IP converter to be provided for sending data to SCADA console via networking switch. (iii) All Outgoing VCBs will have inter-tripping logic in place to ensure that Incomer breaker immediately trips in case of failure of opening of outgoing VCB experiencing fault. Special and dedicated Alarm shall be in place to indicate inter-tripping. The facility should be implemented over soft-logic, and can be disabled by authorized personnel without requiring any on-site re-wiring.(G) Touch proof Cable Termination Kits of suitable size (cable-size not exceeding, 1Rx3Cx400sqmm XLPE AL 33kV) for bottom cable entry. Cable termination shall be done/certified by OEM only - 04 Nos.(H) Castle Key interlocking between Incomer feeders to ensure that any one Incomer can be made live under any condition. The castle-key lock may be installed directly on the mechanism of breaker/disconnector of the respective feeder and shall be removable at site only using special tools/tackles, if and when required (e.g. ring formation during future stage) - 01 Set(G) The offered scheme shall be complete along with associated Substation SCADA supplied and installed separately, essentially for monitoring and controlling all the 33kV and 11kV feeder panels on IEC61850 platform via respective IED relays and capturing energy parameters on ModBus platform via respective Meters, all including required operator workstation, power-backup system and allied accessories, comprising of (H) SCADA Console:- i. Industrial grade, continuous duty, EMC compliant substation management unit, suitable for extreme operating conditions (Op.Temp 50degC or more, Humidity upto 90%), stand-alone function, combination of (a) gateway for interfacing with relays over IEC61850, meters on ModBus and upper-level SCADA/DCS on IEC-104 protocol, (b) web-browser based, platform independent HMI for viewing substation dynamic SLD and substation feeder data incl. ON/OFF/TEST/SERVICE position, energy parameters like line-current, line/bus-voltage, kVA, kW, kWh, pF, Hz etc. relay-parameterization, event/alarm notification and fault record viewing, feeder ON/OFF control and as specified in P.S. (c) Data Historian for automatically downloading all IED relay"s disturbance recorder data and making it available for online view over analyzer or off-line view via COMTRADE file. ii. Industrial grade, Ethernet Switch (min. 12-port) forming IEC61850 based station-bus. iii. Associated wiring, inter-connection and power-supply circuit with isolation MCBsiv. Cabinet with multi-tier-arrangement having suitable ventilation and cable-entry/routing arrangement to respective devices in a neat fashion (suitable for installation in dust-proof environment).(J) Operator Workstation :-i. Commercial grade laptop with 24" LCD screen, 1TB HDD, 08GB DDR3 RAM, Intel Core i7, 02-USB port, Ethernet RJ45 port (Lenovo or equiv. in Dell/HP/IBM) with minimum 03-year OEM warranty. ii. Basic software incl. Windows OS, Antivirus of reputed make (Quick Heal/McAfee/Norton), MS-Office 2016/365, all having valid single-user commercial license with preferably unlimited but min. 03-years subscription.iii. Engineering software for Relay Settings, viewing Disturbance Recorder and Fault Analysis data and Gateway application. iv. Ergonomic Table-chair arrangement for 01-user with suitable neatly hidden channels for routing of aux. and LAN cable for interfacing with Substation Management Unit.(v) Un-interrupted Power Supply/Inverter - 230VAC regulated sine-wave inverter of 900VA capacity, min. 100AH Lead-Acid battery, having advanced digital display, audio alarms on mains fail, charger fuse blown, battery-low and no-load shutdown, phase-reversal protection etc. as required (vi) Communication and Power Wiring - including supply, laying and commissioning of. i. CAT5/CAT6 Local-area-network cable with sufficient number of RJ-45 terminals suitably routed via substation trenches/ducts/walled-pipes etc. from 33kV VCB Panel asand 11kV HT VCBpanels upto SCADA console and from SCADA console upto operator workstation.(vii). PVC Shielded, three-core 4sqmm wiring suitable for 230VAC supply routing from nearest 16Amp power-point upto UPS/Inverter and from inverter upto SCADA console and workstation, suitably laid via conduit pipes and jointed using recommended termination/socket arrangement in a neat fashion as per instruction of engineer-in-charge.
