1 | Manually Operated Voltage Stabilizer:-\nDesign, Providing, Installation, testing and commissioning of 3 (three) phase step up manually operated copper wound oil cooled voltage stabilizers conforming to relevant IS Code suitable for operation on unbalanced input voltage range and balanced output voltage as mentioned for 3 phase A.C supply. The stabilizers shall be copper wound and the complete unit should be in steel case enamel painted and fitted with suitable wheel rollers for easy portability. The other detailed specifications are as under: -\nSpecification and Rating :- 250 KVA having input voltage 230 to 480 volts, output 400V + 5% and frequency of 50 Hz + 3% and any item not mentioned in these specifications but considered necessary as integral part of the equipment for the efficient working shall also be included by the firm in the voltage stabilizers.\n1. Core :- The core should be of first quality of CRGO Silicon steel.\n2. Transformer oil :- The rates shall include cost of ISI Marked transformer oil, which shall however be supplied along with voltage stabilizer in matching quantity in sealed drums separately. The transformer oil to be used is to be ISI Marked conforming to IS 335 with latest amendments.\n3. Copper conductor :- The conductor should be 99.95% electrolytic copper.\n4. Container Gauge :- The quantity of transformer oil used and the size of container should be mentioned and sheet used for manufacture of voltage stabilizer should be 14/16 gauge and gauge of the sheet used for fabrication of panel should be 16/18 SWG.\n5. Instruments :- The voltage stabilizers should be fitted with MCCB, voltmeter, ammeter, selector switches, indicator lamps, high voltage and low voltage cut off relay, earth fault relay, single phase voltage preventor cut off alarm. The make of MCCB/fuses should be L&T/Siemens/Schneider/Havells/ABB. The make of different relays should be Minilec/L&T/Siemens/Schneider. The voltmeter, ammeter, Selector switches and indicator lamps should be of a reputed make.\n6. Bypass Switch :- The equipment to be provided with bye pass switch of suitable capacity of reputed make such as Havells / C&S / HPL.\n7. Rotary Switch :- The Rotary Switch provided to adjust the output voltage of suitable rating and should be of reputed make and of heavy duty to withstand all the tests and working load. The rotary switch should have 08 steps with 02 steps down, 05 steps up and step no - 03 for line voltage.\n8. Terminal block :- Terminal block for input and output connections should be of a reputed make and meant for heavy duty.\n9. Characteristic Features :- The three phase Manually operated copper wound oil cooled voltage stabilizers shall have the following characteristic features :-\ni. Continuous duty performance at ambient temperature 20C to 550C.\nii. Stable and effective under system power factor and frequency fluctuation as well as overload upto 15% and under load upto 50% of the connected load.\niii. Low internal impedance.\niv. Negligible wave form distortion during starting under operation and stopping conditions.\nv. Accommodate the effect of higher starting current and should be able to recover from the shock.\nvi. No over shooting or hunting.\nvii. Negligible phase shift ensuring no change in system power factor.\nviii. The capacity of oil tank should be indicated.\nix. The stabilizer shall have :- \na. Suitable breather.\nb. Leak proof de-sledging and drain cock for transformer oil.\nc. Lifting hooks provided at suitable positions for handling of the equipment.\nd. Oil gauge for monitoring level of transformer oil.\nx. The equipment shall be designed and manufactured ensuring the safety requirements visaged in IS: 8447 and IS: 302 both with latest amendments.\nxi. The stabilizer should be provided with an arrangement to avoid any seepage of water into the voltage stabilizer during storage / handling.\n Testing : The firm shall provide all the test certificates mandatory for testing of Voltage stabilizer at manufacturer source as per IS standards.\n Painting :- Painting shall be done on voltage stabilizers in steel grey or light blue shade or of reputed make.\n10. Marking :- Stabilizers shall be marked with manufacturer’s name and trade mark on the plate fitted on the stabilizer indicating rating in KVA, range of input and output voltage, rated output current, frequency, number of phase, type of load viz. unbalanced input and balanced load, quantity of transformer oil and also the reference to the IS: standard.\n11. Design / technical details of the Voltage Stabilizers :- The firms are required to furnish details of design of the voltage stabilizers indicating number of primary and secondary turns with other relevant details.\n12. Deviation :- Any deviation from the prescribed specifications deemed necessary by the manufacturers for improvement in design, efficiency and performance of the equipment shall have to be suitably justified by the firm with supporting technical data. The Department may or may not consider such deviations and decision of the Department shall be final and binding on the tenderers.\nInstallation, testing and commissioning of 250 KVA voltage stabilizer at tube well/control room by way of carriage upto the site of work using crane/chain pulley block and manual labour. Dry testing of the assembled voltage stabilizer at site of work. Placing the voltage stabilizer at safer and suitable place and filling of transformer oil up to the required level. \nMaking of connections of existing cable from output side of voltage stabilizer to LT control panel and also making connections of cable between output side of main switch and input of voltage stabilizer after proper thimbling duly crimpled by using crimpling tool and proper insulation. Megar checking of all electrical connections and testing the voltage stabilizer on no load and on full load. Job includes cost of material and crane/labour charges for loading, unloading, carriage, fitting and testing charges.
