NAME OF WORK: PROVISION OF AUTOMATIC METER READING SYSTEM AT NAVAL STATION KARANJA

It has two broad features\n(A) Tamper Logging\nThe meter logs have following temper events\n• Low Voltage\n• Protection Against HV Spark\n• External Magnetic tampers\n• Top cover Open\n• Abnormal Power off\n 1694 Each
2 1.01 (b) Tamper Billing: If the meter detects External Magnetic Tamper, it starts billing consumption at Imax.\nNotes: The contractor will provide Five year annual maintenance support for the software and GPRS provisioining. The five year annual maintenance shall start after completion of defect liability period of two years. The Annual Maintenance Support would include the following:\n(a) Extended hardware (meter, DCU, Repater) warramty for any manufacturing defect\n(b) GPRS/ Sim monthly charges payment\n(c) Software AMC\n(d) Network Monitoring (identification of non working meter and DCU and rectification). The vendor shall submit MoU with the OEM or its authorized representative for the annual maintenance support.
3 2 Supply and installation of Data Concentrator Units (DCU) with the following specifications complete all as specified and as directed by Engr-in-charge.\n• Data Concentrator Unit (DCU) compatible for remote Automatic Meter Reading (AMR) solution and capable of communicating with the static energy Meter in the corresponding frequency band and with the data server through GPRS and shall have minimum data transfer rate of 9600 bps, internal memory to store data of 50 modules and shall be based on corressponding RF Mesh network. 32 Each
4 3 Supply and installation of Repeater IP 51 unit with inbuilt Low Power Radio Frequency (LPRF) Communication Facility and capable of communicating within 965-867 corressponding Mesh network with inbuilt AC power supply complete all as speicifed and as directed by Engr-in-charge. 16 Each
5 4 Supply, installation, testing and commissioning Cloud Hosting and Configuration of the Web based Software with following modules:\n(i) Meter Data Management Module\n• The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:\n(a) 30 minutes instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy, Power, Current, Voltage, Power Factor and Frequency.\n(b) Monthly and quarterly billing survey data for cumulative energy and max demand\n(ii) Billing Module\n• The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data /billing data available to admin and end users.\n• The system would support occupation/ vacation and billing reports.\n• The software would be collecting data from DCU. The software would provide excess to staff as well as the occupant for the data. 1694 Each
6 5 Supply, installation, testing and commissioning of Prepaid Single Phase Smart Meter with the following specifications complete all as specified and as directed by Engr-in-charge.\n• AC Single Phase Two Wire, Tamper Proof, Static Meter of Class 1.0, 240 V, 50 Hz, basis current 10 A, Max continuous current 600% of basis current conforming to IS-13779 and relevant IEC standards with inbuilt Low Power Radia Frequency (LPRF) communication facility in 865-867 MHZ (Cyan Connode or equivalent) Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/ LCD based circuitry.\n• Meter Should support the following data: 30 minutes instantaneous data for voltage, current, power factor, power, cumulative energy, cumulative apparent energy and frequency, 30 load survey data for energy, monthly billing survey for Cumulative Energy and Max Demand.\n• Meter should have connect / disconnect functionality operable from prepaid billing software\n• Tamper proof Meter is defined as per CBIP 325. It has two broad features\n(a) Tamper Logging\nThe meter logs have following temper events\n• Low Voltage\n• Protection Against HV Spark\n• External Magnetic tampers\n• Top cover Open\n• Abnormal Power off 56 Each

11 9 Configuration of the cloud hosted Web based Software (with mobile app) with following modules complete all as specified and as directed by Engr-in-charge.\n(i) Meter Data Management Module\n• The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data:\n(a) 30 minutes instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy, Power, Current, Voltage, Power Factor and Frequency\n(b) Monthly and quarterly billing survey data for cumulative energy and max demand\n(ii) Prepaid Billing Module (for single phase and three phase smart meters) and Post-paid Billing (for LT/ CT Meters)\n• The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data/ billing data available to admin and end users.\n• The system would support occupation / vacation and billing reports.
