8 2 DAFTRY (For PHOTOCOPYING AND OTHER ASSISTANCE) :- (i) Maintenance of the file system as per series of file numbers allotted to each section. Opening new files as per instruction and approval of the section officer and filing the letters, serially numbered in these files. Letters are required to be intererelated with BR and FR and each file should have docket/index sheet giving brief heading of letter, issuing authority, date of issue etc \n(ii) Photocopying of various office documents and taking multiple copies of letters as directed by section officer. Individual detailed should be 10 + 2 but preferably a graduate from a recognised university having good knowledge of filing system and one year exprienced in handling photocopier machine. 15 3 Gardner :- Outsourcing of maintenance of Lawns of offices/installations/yards including maintaining the lawn and gardens by watering, cutting, pruning and weeding, putting new arrival and seasonal flower plants and ornamental plants and putting pesticides and manure , anti termite treatment with termicides etc. All sorts of tools, implements and other materials needed for the maintenance of the lawn and gardens will be provided by the department. Mali deployed should be expert in the maintenance of lawn and gardens. Each shift of 8 hours daily (275 days excluding Sundays and holidays) cutting of tree/shrubs and watering of plant complete including removing of unwanted grass from small flower field . 29 5 Notes for serial item No. 1.00 to 4.00 of BOQ :- \n1. The contractor will replace any employee with prior approval of Accepting Officer. If any employee is not forming satisfactorily, the contractor will replace him/her with suitable alternative.\n2. The contractor shall adhere to Minimum Wages Act, ESI, EPF and other relevant laws ( In this connection please refer condition 26 and 31 of Special condition.\n3. The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India/ concerned State Government/ Local Body, whichever is higher and also not less than applicable rates for contribution of employee towards Employees Provident Fund (EPF), contribution towards Employees State Insurance Corporation (ESIC), contribution of Bonus and Labour Welfare Cess (LWC) under respective headings/ sub-items. In case the rates quoted are less than the prevailing rates/ instructions under any heading(s), the bid will be treated as Non-Bonafide/Invalid,shall be disqualified and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/ bonafide bids only. The tender will be considered for Financial evaluation only if the said item above are found bonafied.\n4. ‘NIL’ or ‘Zero’ quoting against overhead and profit shall be render the bids as Non-Bonafide & will be rejected.\n5. The GST is included in the rates quoted against all items \n6. Rates shall be quoted only upto two digits after decimal. If any rate quoted/ derived by the contractor works out to more than two digits after decimal, then the same shall be rounded off upto two digits after decimal. The rounding off shall be done in accordance with Rules of Rounding off of Numerical Values in accordance with IS: 02 of 1960 (Revised 2016) of BIS.\n7. Bonus will be applicable along with manpower requirement in the tender and as per Bonus rules. The quoted rate against bonus is to be considered for payment on actual basis. The contribution toward Bonus amount is payable only after submission of valid and authentic document . in support of having paid the requisite amount of bonus to the workmen. The contractor has to submit the proof of bonus at the time of claim of RAR/Final Bill.
30 6 8. The work under the contract shall be carried out at any height/ floor(s) /in portion (part). contractor shall quote their rates considering this aspect in mind.\n9. In case of tie amongst bidders, the crieria shall be applied to decide the lowest bidders for acceptance as mentioned in Schedule " A" (BOQ) Notes No. 26 and in view of this the following documents to be uploaded in cover-1, failing which the tender shall be treated as non-bonafide & rejected in technical evaluation.\n (a) Working capital certificate {not more than three months (90 days) old from bid publishing date from nationalized bank/ Schedule bank on the format as per prescribed for enlistment. If working capital certificate is more than three months old and after bids submission end date, then Working capital certificate is not considered for valid Working capital certificate and bids will be rejected in technical evaluation.\n (b) Turn over certificate showing turn over for last three financial years ending prior to bid publishing date. The certificate should from Chartered Accountant and shall be duly supported with self attested copies of relevant pages of audited balance sheets showing turn over.\n (c) List of all works of similar nature completed in last three years ending in the month prior to date of bid publishing date. For similar nature of works, works of outsourcing for services requiring same/ similar tradesmen shall be considered of similar nature. For example, works of outsourcing of all type of services related to water supply, water treatment plants & STPs shall be treated as similar nature of work. Similarly all types of outsourcing services related to transformer, DG sets, electric sub-station, lifts, AC Plant, etc. shall be treated as similar nature of work.\n10. The supervisor shall report to the concerned JE/Engr-in-Charge and maintain an attendence register of all staff employed by the contractor for the work.\n
