2 1.01 (a) Solar Photovoltaic modules as per latest edition of IEC PV module qulification test or equivalent BIS standards Poly-crystalline silicon solar cell Modules IEC 61215/IS14286. In addition, the modules must confirm to IEC 61730 Par-1- requirments for construction & Part-2-requirment for testing, for saftey qulification or equilvalent IS SPV Panel not less than 315 Wp including Terminal Box IP 65,bypass Diode, necessary size cable of required length with connectors. (tenderer to submit warrenty for Modules-25 years) \n(b) The total solar PV array capacity should not be less than allocated capacity (KWp) and should comprise of Poly Crystaline Silicon Solar Cell Modules of minimum 315 Wp and above wattage.Module capacity less than minimum 315 watts shall not be accepted. (c)Protective devices against surges at the PV module shall be provide Low voltage drop bypass diodes shall be provided. (d) PV modules must be tested and approved by one of the IEC authorized test centers. (e) The module frame shall be made of corrosion resistant materials,preferably having anodized aluminium. \n
3 1.02 Roof Top Mounting structure made of hot top dip galvanised steel with minimum galvanization thickness of 120 microns or Aluminium alloy and suitable for SPV module specified here-in-before, including bolts,nuts,fastners,panel mountingclamps /aluminium alloy mounting arrangements suitable for RCC flat roofs with M15 PCC(1:2:4) type B1 using 20 mm graded stone aggregate as per MNRE standards complete and as directed.
4 1.03 Minimum 5 Nos Solar on grid/grid tie Inverters of suitable capacities as per MNRE Standards, outdoor type 3 phase of suitable capacities to achieve optimum efficiency including Array Junction box, Combiner box as required\n
5 1.04 DC Power interfacing Panel/Distibution boxes outdoor type with minimum thee incoming with synchronizing facility including necessary suitable capacity MCBs,Surge Arrestors,fuse boxes,necessary earthing ,testing and commissioning. Note: Panel Board shall also suitable to distribute auxiliary power to loads like UPS,street light,module cleaning system, etc
6 1.05 Step up transformer 0.433 KV/11 KV, copper woud,outdoor type 3 phase of capacity 630KVA including both LT/HT side closed compartment 4 wire LT side , 50 cycles per second, oil immersed,naturally cooled, off load tap changers and each with standard fittings/fixtures,cable box at HT/LT side complete including first fill of transformer oil to appropriate level, temp gauge,breather tank,cooling coil, LT side cable box to be fitted with suitable size of cable gland complete as per IS 1180 including necssary PCC platform for installation of transformer including testing commissioning as directed all as specified and as directed..
7 1.06 Integration of all equipments and components including Laizoning work for Solar Netmeter from State Electricity Board for obtaining Netmeter including cost ofthe net metering and allied expenses including charges for permission to grid connection from state electricity board.
8 1.07 PVC insulated un armoured electric power cable with stranded copper conductor of necssary size & rating including necessary cable tray and lugs complete all as specified and as directed.\nNote 1 Details of available roof toparea at INS Rajali Arakkonam are as given in site plan Drg No. L-958 sheet 1R/2 and L-958 sheet 2R/2. Note: 2. (a) The scope shall also cover design,supply,erection,testing & commissioning of LT and 11 KV Transmission Line and associate 11 KV Bay Extension at Substation. The maximum capacity for inter connection with the grid at a specific voltage level shall be as per the Distribution Code/Supply Code of the state and amended from time to time.
9 1.08 (b) Pre-commissioning & Commissioning of all supplied Equipment's and test running of Grid Connect Solar Power Plant as well as load trals at site . (c) Plants earthing & earthing for all equipments as directed shall generally be carried out in accordance with the requirments of IE Rules /CEA guidlines and IS: 3043. \n(d) Provision for Grid Islanding : In the event of a power failure on the electric grid,it is required that any independent power producing inverters attached to the grid turn off in a short period of time. This prevents the DC-to-AC inverters from continuing to feed power into small section of the grid, known as "Islands" . Powered Islands present a risk to workers who may expect the area to be unpowered, and they may also damage grid-tied equipment . The PV system shall be equipped with Islanding protection. In addition to disconnection from the grid (due to Islanding protection ) disconnection due to under and over voltage conditions shall also be provided. A manual disconnect 4-pole isolation switch beside automatic disconnection to grid would have to be provided at utility end to isolate the grid connection by the utility personnel to carry out any maintenance. the switch shall be locked by the utility personnel.\n(e) Any other items not specifically mentioned in the BOQ but which are required for erction,testing and commissioning and satisfactory operation of the solar power plant are deemed to be included in the scope.
10 1.09 Power monitoring system using 802.11n interface for harvesting from solar energy shall be connected into on-grid (grid-tie) inverters. The logger devices will also have GPRS communication for monitoring the same as required

12 2.01 (i) ICOG Panel shall be made of CRCA powder coated steel sheet, dust and vemin proof, locking arrangement, totally enclosed, free standing floor mounting type, compartment based with truck mounted vacuum circuit breaker spring operated electruically and manually charged operating mechanism suitable for horizontal isolation, horizontal draw out type VCBs with Copper bus bars, back entry type complete VCBpanel confirming to IEC 62271-200 standards and connections with the following protective and including necessary PCC platform as required. control devices as specified below, Vacuum interrupters of the circuit breakers shall not be openly exposed design and shall becompletely encapsulated in epoxy housing. The manufacturer of circuit breaker shall also be the manufacturer of the VI used in the breaker. The Circuit Breaker shall be suitable for E2,M2 duty. The circuit breaker should have valid type tests to support the afore-mentioned duty class. Tripping and/or release coils shall be continous rated to ensure longer life . 29 17 Phase-I (a) Sch 'A' Part-I\nPeriodical check/ services after successful completion work and during Defect liability period of two years. \nCleaning of solar panels, Periodical checks and maintenance as recommended by the OEM including pruning of trees, clearing vegtation and ensuring the serviceability of the plant, Solar Panels, Inverters, Transformers, HT/LT Electrical panels etc' including submiting monthly power generation report to the department, all during whole defect liability period of Two years from the date of completion of the work. 24 Each Month
30 17.01 Note : - (i) Cost of spare parts required for ensuring the serviceability of the plant during defect liability period of Two years from date of completion of the work is deemed to be included in the rate quoted for schedule 'A' part-I Item No 1. Therefore it shall be considered that cost of spare parts is not included in this item being guarantee duration for defect liability period, hence rate shall quoted accordingly\n(ii) Periodical maintenance shall only be carried out by the authorsied representitive of the original equipment manufacturer(OEM) of the plant.\n(iii) Electricity and water for maintenance of the plant will be supplied by the department free of cost at one location shown on site by the Engr-in-Charge.\n(iv) Keeping up of the maintenance record and the parameters of Solar PV power plant including ED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the department immediately
31 18 Phase-II Sch 'A' Part-II\nComprehensive Maintenance of 0.5 MW Solar Power Supply project for First year after successful completion of Defect liability period . \nComprehensive Maintenance of 0.5MW solar power plant complete system including maintain the SPV System, transformers, Invertors,HT/LT panels etc' for first year after completion of defect liability period.\nNote:\n1.Comprehensive Annual Maintenance contract (AMC) under which the Contractor shall maintain the SPV power generation plant (which would cover all items supplied by him under this Contract)\n2. Spare parts required for operation/maintenance of Solar PV Power plant during the currency of AMC period shall be included in the rate of this item. \n3. Periodical maintenance as OEM recomendation on all parameters for SPV plant operation and diagnosis, routine checking and cleaning of solar panels, preventive maintenance as required for smooth and trouble-free operation of the SPV system (which would cover all items supplied by him under provision Contract ) shall be carried out by the Contractor during the service contract period. The Contractor shall attend to calls of breakdown as and when required.\n4. The Contractor shall ensure generation of power to give output as per plant installed capacity, failing penal charges equal to two times the energy charges paid to state Electricity board for the same will be imposed. \n 12 Each Month
32 18.01 5. To take care of house keeping and maintain cleanliness of area upto 5m all around installations and PV module strings shall be kept dust free absolutely neat and clean.\n6. To maintain the installations provided under this contract as per IE rules/standard Engineering practice.\n7. Periodical maintenance shall only be carried out by the authorsied representitive of the original equipment manufacturer(OEM) of the plant.\n8. Electricity and water for maintenance of the plant will be supplied by the department free of cost.\n9. Cleaning of installation including pruning of trees etc,' around the installation shall be carried out complete all as specified and as directed. \n10. Keeping up of the maintenance record and the parameters of Solar PV power plant including ED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the department immediately.
