2 1.01 SCOPE OF WORKS & GENERAL TERMS AND CONDITIONS\n1. Round-the-clock maintenance of the entire electrical installation and any such electrically operated devices and systems as may be installed during the period of contract.\n2. The rate of maintenance of EI Works should be quoted per month basis in figure and words. The agency will be required to observe strictly minimum wages to the workers shall be paid according to the rates notified and/or revised by the State Government from time to time under minimum Wages Act , 1948 in respect of scheduled employments, within the specified time as per law. Payment of bonus, wherever applicable, has to be made. \n\n3. Switching off/on of common service lighting such as staircases, corridors, compound, rooftop, gate etc.\n4. Daily routine checking of entire system/installation including the batteries and terminals within the jurisdiction for smooth, proper and safe functioning and removing/setting right any hindrances/defects/deficiencies and redressing complains forth with to the satisfaction of the authority/Site-in-charge/Engineer-in-charge.\n5. Fortnightly upkeep and cleaning of each and every electrical fitting & fixtures, equipment ,devices and accessories and the neighbourhood etc. to tip-top condition. 3 1.02 6. Special fortnightly inspection of the electrical installation including switches, socket outlets, switch/distribution panel boards, meters, starters, switchboards, fittings & fixtures, batteries, UPS, Fire extinguishers, Geysers, others, etc. by the licensed supervisor to prevent damages/fire due to loose contacts/connections/leakage/wear and tear/overheating/overloading/charging/ chattering of all terminals/ contacts/ joints by servicing or preventive maintenance.\n7. Safety checking of ceiling fans, bracket fans and other overhead, light fittings, apparatus twice in a year.\n8. Insulation testing of the entire electrical installation and submission of test reports to the E.I.C once a year.\n9. 4 1.03 10. Attending and disposing emergency calls immediately with additional tools and tackles and/or staff on demand or as and when necessary or as may be directed by the S.I.C/E.I.C.\n11. Executing petty repair work/fitting and fixing of replacement/renovation items or any other work as and when directed by S.I.C/AE/E.I.C from time to time.\n12. A) To maintain hindrance logbook and a materials stock register for E.I. at site as per prescribed format and to get these logbook signed weekly by the Site-in-charge(JE),monthly by AE and half-yearly by E.I.C.\nB) (I) Every incident of hindrances/complaints received and action taken for disposal and shall be recorded in hindrance logbook and shall be duly signed by the duty staff mentioning date and time.\n (II)The materials stock register shall record details of materials received and issued and shall be duly signed with date.\n\nC) A monthly consumption statement is to be submitted to the S.I.C. 5 1.04 13. A) The agency should provide skilled labour having workman’s permit in appropriate parts per shift of eight hours each. For round-the-clock maintenance and operation activities, there shall be seperate labours excluding substitutes. \nB) The agency should depute a licensed supervisor having certificate of competency for supervisions as and when situation demands apart from fortnightly routine inspection and supervision.\nC) The agency should provide suitable substitute labours /supervisors for those one leave. Leaves of duty staff without substitutes and without prior written approval of JE/AE shall be treated as unauthorised absence entailing pro-rata deduction from bills. Recurrence of such incidents may lead to termination of contract without further reference.\nD) The duty staff shall attend duty well ahead of scheduled time to ensure smooth transition of shifts and continuity of O&M services.\nE) No member of the staff on duty shall leave station without prior written permission of the JE/AE.\nF) The agency should remove and replace within 24 hours any or all members of the staff who have been reported against. 6 1.05 14. The agency should maintain one attendance register at site to be signed every day by the staff on shift duty and the visiting supervisor in presence of the authority.\n15. The agency should submit attested copies of photo identity and permits/licenses of the staff/supervisors including those of substitutes within three days of receipt of the letter of intent and before issue of work order/letter of acceptance to the E.I.C.\n16. The agency should submit contact telephones of head as well as site office and submit the numbers to the S.I.C/AE/E.I.C within 3 days of receipt of LOI.\n17. To record each and every incident of fault/breakdown, restoration in the respective log book and communicate the same to the S.I.C/AE/E.I.C over phone by call/SMS and in writing as well depending on the situation. 7 1.06 18. The spares and consumables required for routine maintenance will be supplied by the Government. However, auxiliary items like screw, nuts, washers, fuse wires, jutes, dusters, detergents etc. shall have to be arranged by the agency at no extra cost.\n19. The agency will have to deposit at its own cost the dismantled unserviceable materials, spares to the section office to facilitate issue of fresh materials, and spares.\n20. The S.I.C/AE/E.I.C may direct any additional steps, not covered by the contract in force, to be taken for better upkeep, maintenance, safety, security and reliability at any point of time.\n21. One no. reserved skilled licensed electrician must be deployed for weekly one rest day of every worker of this contract BI01010001010000000000000515BI0100001118
8 1.07 22. Operation of DG set is required as stand by measure only in case of main supply failure or as directed by EIC.\n23. The agency shall be responsible for daily operation of DG Set including of holidays need to be operated by an experienced DG set operator who have got sufficient experience in this respective job.\n24. The Agency shall be responsible for the daily inspection, maintenance and cleaning of battery terminals, servicing of battery by distilled water and necessary acid as to be required including self-starter, fuel tank, water cooling arrangement of the whole DG set, specific gravity to be noted down in the log book every week by measuring with the help of hydrometer. However the operator will be responsible for the total cleaning of the DG set and generatorroom as well twice in a week.\n25. Operation will be covered upto ongoing change over switch and control panel of the DG set including cleaning of the panel and replacement of fuses related to operational job will have to be done by the agency incl. recorded the same in the log book and in case of any abnormality the fact should be reported the E.I.C forthwith.\n26. The DG set will have to be operated within five minutes of power failure of W.B.S.E.D.C.L power disturbance and will be stopped immediately after resumption of power supply. If the agency fails to do so indicated above of part there of then Rs. 500(rupees five hundred only) per day will be deducted from the bill. BI01010001010000000000000515BI0100001119
9 1.08 27. Running hours, voltage,current and actual consumption of fuel will have to be recorded in the log book(chart to be prepared by AE concerned) and to be signed with date and should be checked and signed with date by JE and countersigned by AE,PWD.\n28. The agency shall be solely responsible for any damage to the DG set and other equipment/panel etc. due to mishandling/mal-operation and repairing cost thereof will be recovered from the bill as pe direction of EIC and the accused operator will be terminated immediately thereafter.\n29. Nothing short of adjustment / repairing / servicing / overhauling / replacement / of parts would be taken up by the agency during the contract period but any defect / distribution-order in the DG set and allied accessories is detected should be brought to the notice of E.I.C keeping a note in the Log book\n30. Diesel, Mobil , Grease will be supplied by the concern authority\n31. The D.G set will have to be put under trail runs for a period of 10 minutes starting every day.\n32. 10 1.09 SPECIAL TERMS AND CONDITIONS\n1. The agency must obtain license under the Contract Labour (Regulation and Abolition) Act 1970 and shall strictly adhere to the various provisions of the applicable Labour Laws in force.\n2. The agency shall pay the minimum rates of wages applicable to the workers employed in Building Operations under the Minimum Wages Act 1948 (current revision).\n3. The agency shall provide adequate safety and welfare measures under the provisions of the relevant Acts/Rules.\n4. No materials should be removed or taken out of the maintenance site without written permission and challan of the Site-in-charge.\n5. The agency will be held responsible for any damage, losses or accident due to negligence of duties for his site staff. No Departmental service will be eligible at site for such normal maintenance work.\n6. The agency staff shall be responsible for any damage to the installation due to mishandling/mal-operation and the cost thereof will be recovered from the bill as per direction of E.I.C whose decision shall be final and irrevocable.\n7. On failure of the agency to comply with any scope of work, terms and conditions of the contract, the E.I.C shall possess to deduct the charges from the raised bill, on pro-rata basis or to impose penalty, and the decision of E.I.C shall be final and binding. 11 1.1 8. Payment will be made on satisfactory completion of work, against duly certified bills to be raised quarterly subject to availability of fund.\n9. No other charges,taxes,duties etc.shall be paid over and above the contracted amount / rates under any circumstances save those covered by the contract.\n10. The agency shall extend all sorts of co-operation to other maintenance/construction agencies, the user authority and PWD for smooth and satisfactory operation and maintenance of the entire system.\n11. The contract may be terminated on one month’s notice by either side in general.\n However, in case of sabotage, clear violation of the provisions of CEA (Measures relating to safety and Electric supply) Regulations 2010, Contract Labour (Regulation and Abolition) Act 1970, Employees Provident Fund and Miscellaneous Provisions Act 1952, Employees State Insurance Act 1940, Minimum Wages Act 1948, Building and other construction workers’ (Regulation of employment & condition of service) Act 1966, West Bengal Building and other construction workers’ (Regulation of employment & condition of service) Act 2004, Workmen’s Compensation Act, Building Workers’ Cess Rules 1998, including their current revisions, during the execution of the contract, the E.I.C shall reserve the right to terminate the contract summarily or by giving notice as may be considered appropriate without prejudice to his right to impose penalty and/or effect recovery/deductions against specific charges of non-compliance to ensure that all liabilities arising out of engagement of workers are duly met before payment of the bills among other things.\n The decision of E.I.C shall be final and binding in all cases.
