Expression of Interest are invited for Rwanda Inspire Quality Refugee Inclusion in Education in Rwanda_Consultancy The World Bank seeks to hire an organization (non-profit) or research firm as an implementing partner to: (i) Conduct an analysis of refugee education in Rwanda triangulating evidence from the above-mentioned Intersectional Gender Study to explore current landscape of refugee education in terms of access to education and quality education, how those who have been in Rwanda for less that 1-2 years, 5-10 years, 20 years) perceive education, and how equity, gender, migration status and socioeconomic status intersect and impact on active participation in learning. (ii) In addition, analyze the financing landscape for refugee education, map the primary/secondary schools in hosting areas; refugee enrollment figures, status of out of school refugee children (OOSC), financing allocated to these schools, the areas financed and the source by Government, humanitarian agencies, NGOs, how these are financed and the share of financing per entity. (iii) Organize policy dialogue discussions with government actors including Ministry of Education and its agencies on evidence to understand the persistent challenges, the expected impact of humanitarian funding reductions to schools and communities and based on the findings, aim to influence policy and action. (iv) Support government actors including REB and Teachers to deliver up to date and well-tailored gender responsive packages to selected refugee hosting schools and develop a monitoring and evaluation matrix to ensure utilization. Specifically for the study the organization/ research firm will be expected to: · Analyze the education sector in Rwanda from a refugee education perspective, including an analysis of current trends in access to and achievement in school. · Review of the institutional landscape for refugee education service delivery · Review existing interventions under the Ministry of Education or other government actors and development partner organizations to address gender issues in refugee-hosting schools what interventions exist, the reach, cost of delivery and also map those interventions addressing gender issues in other schools in the country and explore how these can be extended to refugee-hosting schools. · Identify the potentially different needs and key economic, social and protection barriers towards refugee girls and boys participation in basic education. · Explore if any gender inequity or bias exists and propose evidence-based strategies to deal with those and reduce the gender gap in participation and learning outcomes. · Analyze gender biases present in refugee families and communities and related barriers preventing the successful reentry of out-of-school girls and boys. Identify prevalent issues affecting retention levels, and the linkages with cross-sectoral agencies and decentralized governance systems. · Based on findings, organize policy dialogue discussion to strengthen broader understanding of status of refugee education and provide recommendations for different actors including Government institutions, Development Partners and to enrich relevant programs and policies. · Support REB to review update and deliver well-tailored gender responsive packages or materials for schools and gender clubs or girls clubs for selected refugee hosting schools and develop a monitoring matrix to ensure utilization. The organization or research firm will work with World Bank and key stakeholders (UNHCR, FCDO) to develop and finalize the design of the research. The firm will be responsible for designing tools, field visits, data collection, data analysis and drafting of the report and dissemination of findings workshops. The research must use a quasi- experimental mixed method (quantitative and qualitative) and may draw on ethnographic methods to enhance the understanding and perception of respondents experiences and adhere to the Government of Rwandas research and evaluation standards. III. Deliverables & Timeframe Phase 1 Deliverables 1. Desk review of available information on refugee education in Rwanda. (July 2025) 2. Design of the sampling strategy, data collection and relative tools and preparation of inception report. (July 2025) 3. Application for all relevant research permits for Rwanda (July-August 2025) 4. Data collection, cleaning and analyzing quantitative and qualitative data (September October 2025) Phase 2 Deliverables 5. First draft report submitted, reviewed, and revised (December 2025) 6. Dissemination of Results: Findings of the research will be summarized and discussed and validated with the World Bank and other identified stakeholders. (January 2026) 7. Produce briefs and organize discussions on the final agreed evidence/policy implications to enhance further dialogue with government actors (Ministry of Education and its agencies, MINEMA, UNCHR, FCDO) (January 2026) Phase 3 Deliverables 8. Support REB to update and tailor existing gender responsive packages for schools leveraging study findings working with relevant stakeholders (February 2026) 9. Support REB to train relevant key school or community-based users and guide and monitor schools utilization.
