Financial Inclusion And Entrepreneurship Scaling Projectgeneral Procurement Notice Financial Inclusion And Entrepreneurship Scaling Project The Project Development Objective (Pdo) Of Fines Is To Increase Access To Financial Services, Promote Entrepreneurship And Capabilities Of Msmes In Malawi Including Addressing Covid-19 Implications. The Project Scope Consists Of Four Related Components That Will Contribute To The Achievement Of The Pdo Described As Follows: Component 1, Liquidity Enhancement To Msmes: The Component Aims At Increasing The Supply Of Wholesale Financing To The ProjectS Participating Financial Intermediaries (Pfis) And Scaling Lending And/Or Investments To Msmes. Component 2, Scaling Entrepreneurship And Building Firm Capabilities: This Component Will Facilitate The Building Of Firms Capabilities Through Measures To Enhance The Quality Of Business Support Provided By Bds Providers Using A Training Of Trainers (Tot) Approach. Component 2 Comprises Subcomponent 2.1, Direct Support To Entrepreneurs And Subcomponent 2.2 Support To The Ecosystem Including Small And Medium Enterprises Development Institute (Smedi). Component 3, Enhancing The Enabling Environment For Supporting The Financial Inclusion And Growth Of Entrepreneurs: The Component Builds On Activities Supported Under The Financial Sector Technical Assistance Project (Fstap). This Component Will Finance The Implementation Of Activities That Make It Possible For Msmes To Access Financing From Financial Institutions And To Improve Their Prospect To Grow, Including Supporting Activities On Financial Sector Development, Financial Inclusion, The Electronic Government To Person (G2p) And Government To Businesses (G2b) Payments System, And A Deposit Insurance System. Component 4: Project Implementation Support The Component Will Support The Process Of Strengthening The Capacity Of Reserve Bank Of Malawi To Manage The Project And Also The Provision Of Technical Assistance For Preparation Of Phases Of The Project. Goods, Works, Non-Consulting Services And Consulting Services To Be Procured Through Open International Competitive Procurement Include Information Management Systems, Consulting Services To Carry Out Baseline And Follow Up Surveys, Consulting Services To Collect And Consolidate Data On Msmes On A National Level To Support The Creation Of A National Database On Msmes, Consulting Services To Develop Legal, Regulatory And Supervision Frameworks For Consumer Protection; And Digital Finance Products, Consulting Service To Support And Build Capacity At Smedi, Consultancy Services For Provision Of Business Development Services To Deliver Capacity Building Training Program To Firms Defined Under Subcomponent 2.1, Consultancy Services On The Development Of The Project M&E System Etc. To Support In Achieving The Project Development Objective Of The Project. All These Procurements Will Be Indicated In An Approved Procurement Plan Through Step.
