Request for proposals are invited for Chl/Sdp099/2022 Cadastre of Artisanal Fishing Organizations, Their Training Needs, Technical Advice, And Development of Proposals for Aggregation of Value and Productive Diversification with Gender Approach Deadline: 08-Sep-22 Posted: 17-Aug-22 Overview: The Great Marine Ecosystem of the Humboldt Current (GEMCH) is one of the largest and most productive ecosystems in the world, it provides about 15% of the world's production of fish and shellfish and sustains the largest monospecific fishery at the global level (anchoveta). In addition, it has a biodiversity of high value for conservation, however, the risk of deterioration of the attributes of the GEMCH is high. In this context, Chile and Peru have joined forces, establishing a joint vision that allows for a healthy, productive and resilient Large Marine Ecosystem, through management with an ecosystem approach that guarantees the conservation and sustainable use of its goods and services for the benefit of their towns. During the period 2011-2016, the Chile-Peru Project Towards a Management with an Ecosystem Approach of the Great Marine Ecosystem of the Humboldt Current was executed, through which the countries carried out a Transzonal Diagnostic Analysis to identify environmental and anthropogenic problems that affect the health of the GEMCH and developed a Strategic Action Program with the aim of mitigating or at least reducing the problems identified, among which the following stand out: i) the non-optimal exploitation of fishing resources, ii) the anthropic alteration of the marine habitat and iii) high bycatch or bycatch and discards. Currently, Chile and Peru are implementing the project Catalysing the implementation of a Strategic Action Program for the sustainable management of shared living marine resources in the Humboldt Current System (2021-2025) , known as the Humboldt II Project . . The initiative is executed by the Undersecretary of Fisheries and Aquaculture of Chile (SUBPESCA) and the Vice Ministry of Fisheries and Aquaculture of the Ministry of Production of Peru (VMPA-PRODUCE) and implemented by the United Nations Development Program (UNDP). with co-financing from the Global Environment Facility (GEF). Also participating as strategic partners are the Ministries of the Environment of both countries, the Ministries of Foreign Affairs, the IFOP and IMARPE research institutes, the National Fisheries and Aquaculture Service of Chile, and the National Service of Natural Areas Protected by the State of Chile. Peru. Through the project, which has a highly participatory and inclusive approach, some 289,000 people will directly benefit, The objective of the project is to facilitate ecosystem-based fisheries management and ecosystem restoration in the Humboldt Current System for the sustainable and resilient provision of goods and services from shared living marine resources, in accordance with the Strategic Action Program ( PAE) approved by Chile and Peru. The expected results are: Prioritized fishery resources have improved existing management scenarios to aid their recovery and systems are in place to ensure maintenance at optimal population levels while maintaining a healthy and productive ecosystem considering climate change and El Ni o southern oscillation scenarios. Improved coastal and marine environmental quality through the application of integrated ecosystem management and Special Marine Planning (PEM). Systems are in place to assist with the maintenance and, if necessary, the restoration of biodiversity in the Humboldt Current system. Fishing activities are diversified and new productive opportunities are created for fishermen, organized in integrated organizations of civil society, inside and outside the fishing sector. The general population benefits from increased food security and food safety based on better management of ecosystems and fisheries, along with better control of catch quality. Lessons and good practices have been shared with key players in each country, between countries and globally. The project has a highly participatory and inclusive approach to promote collaboration and multi-level dialogue between key actors from both countries. Practical experiences will be implemented in prioritized resources and specific sites to generate learning that can be enhanced later. Four resources were selected by the project partners to focus the project interventions: (i) anchoveta ( Engraulis ringens ), (ii) cuttlefish/squid ( Dosidicus gigas ), (iii) coastal benthic resources, and (iv) macroalgae. In addition, the following intervention sites were selected: The bays of Iquique in Chile and Paracas in Peru, for integrated management interventions of marine-coastal spaces and environmental quality and PEM. The towns of Coquimbo, Puerto Aldea, Torres del Inca, and the section between Cha aral and Caldera in Chile, and the towns of Pisco, San Juan de Marcona, and Atico in Peru, Ica Ayacucho - Huancavelica Apur mac regional association for interventions of productive diversification. There is abundant experience showing that the diversification of income and activities requires a broad perspective that incorporates families and the fishing community, as well as government support actions (eg, access to basic services and education). The project will contribute to the development of productive diversification exercises, building on the experience and motivations (mainly based on gastronomy, tourism, aquaculture and repopulation)) of four fishing communities that extract coastal resources (ie, San Juan de Marcona and Atico in Peru , and Torres del Inca and Puerto Aldea in Chile). A sustainable livelihoods approach will be applied to design comprehensive interventions. The learning with these communities will serve as the basis for support actions in other coastal localities of the HCLME. The invisibility of the role of women in the fishing sector is one of the main problems, mainly due to the lack of registration of the activities that they carry out in the sector. In Chile, the Artisanal Fisheries Registry has information referring to extractive activity, but not related and complementary activities in which women mainly participate (only in 2011 a specific report was prepared regarding related activities). In the case of Peru, there is no similar record and the available information comes from the First Artisanal Fishing Census in the Marine Environment of 2012. As of 2017, the Regional Ministerial Secretariat for Women and Gender Equity of Atacama was conducting a study on algae women in the province of Huasco. However, said study did not cover the province of Cha aral (where the prioritized sites of the project are located). Women actively participate in the value chains of fishery products, but their role is not evident. At the local level, there are experiences of women in the production of value-added products such as seaweed jams in tico in Peru and Christmas in Chile. There are also important experiences in developing businesses that contribute to the family economy, such as kitchens and tourist activities. Official entities recognize that women have a fundamental role in the development of family businesses. For example, FONDEPES applies a gender approach in its credit operations as they have identified that women manage businesses better. In Chile, the Woman Fisherwoman Emprende contest has been held twice to assess the development of business opportunities in the artisanal fishing sector. Consequently, the gender approach is a central and highly relevant issue to achieve the objectives of this consultancy. Special emphasis should be placed on analyzing how the experiences identified have addressed the specific needs, priorities and realities of men and women, and how these initiatives have contributed or not to reducing barriers and generating opportunities for the incorporation of women in productive activities.
