Request For Proposals Are Invited For A Consultancy Firm To Develop Six (6) Community Based Wetland Management Plans Located In Eastern And Southwestern Uganda Deadline: 12-Jun-22 Posted: 02-Jun-22 Overview: The Government Of Uganda (Gou) Through The Ministry Of Water And Environment (Mwe) In Collaboration With The Ministry Of Agriculture Animal Industry And Fisheries (Maaif), And Uganda National Meteorological Authority (Unma) Is Currently Implementing An Eight-Year (2017-2025) Project Titled Building Resilient Communities, Wetland Ecosystems And Associated Catchments In Uganda. The Project Is Being Implemented With Financial Support From The Green Climate Fund (Gcf), United Nations Development Programme (Undp) And Gou In Twenty-Four Districts Of Eastern And Southwestern Uganda. The Aim Of The Project Is To Enhance Resilience Of Communities And Ecosystems To Climate Change Related Impacts Through Wetland And Catchment Restoration. Among The Key Activities To Be Implement In 2022 Under The Project Is The Development Of 6 Community Based Wetland Management Plans. Uganda Has A Long History Of Wetland Uses, Which Include Rice Cultivation, Livestock Grazing, Fishing, Mining Of Clay And Sand, Harvesting Medicinal Plants And Raw Materials For Craft Making. However, In Recent Years, There Has Been A Dramatic Expansion Of These Activities In Most Wetlands In The Country Including The Districts Of Kisoro, Rukiga, Bushenyi, Butebo, Mbale And Kumi Located In The Southwestern And Eastern Uganda. This Has Been Mainly Due To The Rapid Increase In Population And The Need For Development That Has Resulted In Demand For More Land To Cater For Cultivation, Livestock And Settlements Requirements; Consequently, Creating More Pressure On Wetlands. To This Effect, The Ministry Of Water And Environment Has Planned To Develop 6 Community Based Wetland Management Plans. The Management Plans Will Be Used To Guide Key Interventions Along And Within, Nyamirembe Wetland In Bushenyi District, Rwabara-Nyundwe Wetland In Kisoro District, And Nyangirire Wetland In Rukiga District, Komoroto Wetland In Butebo District, Namarare Wetland In Mbale District And Oladot Kumi District. These Systems Were Selected Based On The 2015 Wetland Inventory And Mapping Report And A Preliminary Assessment Carried Out By Wetland Management Department (Wmd) Staff, In Consultation With Scientists From Other Line Ministries, Local Governments And Research Institutions. This Assessment Indicated High Levels Of Degradation And A Possibility Of Applying A Multiple Use System To Encompass Stakeholders Involved In The Use Of These Wetlands. This, It Was Agreed Would Best Be Done Through The Development Of Management Plans That Are, Accepted, Implemented And Monitored By The Local Users. The Development Of Such Management Plans Would Therefore Take A Form Of A Participatory Process, Including Consultations With All Stakeholders, And Mutual Agreement On, Which Areas Should Be Used For Activities, Who Has Access To Which Area, And How To Monitor Wetland Use, Access And Adherence By Wetland Users To The Management Plan.In Order To Undertake This Activity, The Wmd Under The Project Wishes To Contract Competent Consultancy Firms To Implement This Task And Produce Acceptable And Implementable Management Plans For The Six Wetland Systems. The Consultants Are Expected To Plan And Execute Stakeholder /Community Multi-Stakeholder Processes. The Wmd Staff Will Provide Technical Backstopping And Support Supervision Regarding Technical Aspects Of The Management Planning And The Proposed Activities In The Six Wetlands. These Terms Of Reference Provide A General Outline Of The Tasks. On The Basis Of This, The Consultancy Firms Will Be Expected To Present A Proposal On How They Would Approach The Development Of Viable Management Plans For The Six Wetland Systems.
