Expression Of Interest Are Invited For Management And Collaborative Development Of The Ifc/Cargill Credit Scoring Tool For Cocoa Value Chain Small Holder Farmers. With A Goal Of Increasing Small-Holder Farmer Access To Financial Products, Ifc Has Worked With Cargill Since 2020 To Develop A Credit Scoring Tool That Leverages Data From Cargills Annual Coaching Surveys And The Lending Activities Of Selected Cooperatives. In 2021 An Ifc Team Worked Collaboratively With Cargill Internal Agri-Business Specialists To Build A Transparent Scorecard Based On The Statistical Analysis Of Over 1,000 Loans Issued By 10 Cooperatives. In 2021, This Scorecard Was Further Validated And Updated To Include A Farmers Past Season Loan Repayment To The Cooperative Using Data On 554 Loans Issued By 7 Cooperatives In 2020. Although Developed On Limited Data (Due Primarily To Inconsistent Collection And Recording Of Cooperative Loan Data Prior To 2020), The Scoring Model Has Demonstrated Stable Risk-Ranking, Although The Late Repayment Level Increased Significantly In 2021.This Scorecard Needs To Be Managed And Refreshed Each Year Based On The Latest Cargill Data And Evolved As Financial Institution Partners Such As Advans Cote Divoire, Use The Ifc/Cargill Scoring Tool (Thus Far On A Pilot Basis) To Try And Increase The Number Of Cooperative Farmers Eligible For Their Own Loan Products. Ifc Engagement Model With Cargill For This Project Has Consist Of Providing A Senior Credit Scoring Expert, An Analyst Supporting The Data Collection And A Project Lead Overseeing The Outputs And Process. In Order To Sustainably Operationalize And Manage The Ifc/Cargill Credit Scoring Tool In The Future So It Can Be Roll Out To As Many Financial Institutions As Possible And Ultimately Increase Access To Finance To Farmers, Ifc Seeks To Recruit A Firm That Will (1) Join Data Collection Effort And Lead Score Calculation Of The Existing Scorecard Based On Model Documentation And Scoring Scripts (In R Programming Language) Shared By Ifc; (2) Work With Cargill, Participating Financial Institutions, Mnos Or Fintechs And Other Potential 3Rd-Party Data Partners Sourced By Ifc To Create A Scoring Data Warehouse That Will Facilitate The Operational Management And Future Development Of The Scorecard; (3) Validate And Refresh (Or Re-Model) The Scorecard In Collaboration With Members Of The Ifc/Cargill Team And Create Clear And Concise Scorecard Documentation Based On Specifications Shared By Ifc. (4) Shared Lessons Learned In A Final Report. All Activities Are To Be Coordinated With The Ifc Project Team, Cargill, Project Partners Including Banks, Mnos, And Commodity Exporters.
