General Procurement Notice For Provision Of Goods, Works, Non-Consulting Services And Consulting Services For Response - Recovery - Resilience For Conflict-Affected Communities In Ethiopia Project The Project Will Include The Following Three Components: Component 1: Rebuilding And Improving Access To Basic Services And Climate Resilient Community Infrastructure: This Component Will Support The Provision Of Rapid Responses Basic Service As And When Needed As A Foundation For Sustainable Support With Focus On Health, Education, Wash, And Other Services As Feasible. The Component Focuses On Recovery Of Local Infrastructure And Service, Based On The Community-Driven Development Of Local Recovery Plans, Informed By Conflict And Climate Needs Assessments In An Attempt To Build Back Better. Finally, The Component Will Allow For Targeted Additional Interventions That Strengthen Inclusive Local Institutions And Communities. Component 2: Improving Access To Gbv Response Services; This Component Supports The Strengthening Of Short And Medium Term Gbv Response Service For Survivors Of Gbv Within The Targeted Regions. This Will Be Complemented By Piloting Gbv Prevention Programming As A Mechanism To Encourage Service Seeking Behavior By Gbv Survivors, Facilitate Their Longer-Term Recovery, And Address Underlying Norms And Dynamics That Contribute To Violence; And Strengthening The Institutional Capacity For Policy Coordination And Delivery For Quality, Confidential, And Survivor-Centered Care Across The Country Component 3: Adaptive Project Management: Will Finance Project Management And Coordination Costs At Federal Project Coordination Units (Fpcu) In Ministry Of Finance (Mof) And Federal Project Implementation Unit (Fpiu) In Ministry Of Women And Social Affairs (Mowsa) As Well As Respective Regional And Woreda Coordination Units. It Will Also Support Mobile Teams And Other Project Implementation Structures As Needed. This Component Will Furthermore Finance The Learning And Adaptive Implementation Which Includes The Contracting Of An Operations Focused Consulting Firms To Provide Quality Control And Learning Services To The Project. The Project Includes Procurement Of The Following Goods, Consulting Services And Non-Consulting Services To Be Procured Mainly Through Direct Contracting Or Procurement From Un Agencies Due To The Emergency Nature Of The Project. Goods And Non-Consultancy Service Procurement Of 40 Ambulances, 15 Pickup Vehicles, And 120 Motorcycles (From Un Agencies) Procurement Of Medicines And, Medical Equipment (From Un Agencies) Procurement Of Mobile Emergency And Surgical Units, And Dignity Kits, (From Un Agencies) Procurement Of Generators, Pumps, Switch Board And Battery For Wash Services Non-Consulting Services Procurement Of Third-Party Service Providers (Un Agencies) In High-Risk Ongoing Conflict Area For Component 1 And 2. Consulting Service To Conduct Process Evaluation Of The 3R-4-Cace Project Activities For Project Life (Mof) To Design, Develop, And Pilot Gbv Prevention Interventions (Mowsa) To Provide Training On Delivery Of Mhpss (For The Wider School Community To Conduct Independent Procurement Auditor (Ipa) For Multi-Year Procurement Audit (Mof) To Conduct Woreda Needs, Conflict, And Capacity Assessments To Conduct Mobile Technical Support Services For Woredas And Communities Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World BankS Procurement Regulations For Ipf Borrowers Dated July 2016, Revised August 2018, And November 2020 (As Amended From Time To Time). After Project Negotiations, The World Bank Shall Arrange The Publication On Its External Website Of The Agreed Initial Procurement Plan And All Subsequent Updates Once It Has Provided A No Objection. Specific Procurement Notices For Contracts To Be Bid Under World BankS Subject To Open International Competitive Procedure And For Contracts For Consultancy Services Will Be Announced, As They Become Available, In Un Development Business Online, On The World BankS External Website And Ethiopian Herald Newspaper.
