progress in attainment of the health related Sustainable Development Goals Universal Health Coverage and other global and regional Action Plans including WHO s 13th General Programme of Work 2019 2023 GPW 13 The regional implementation plan of GPW13 For the Future also emphasizes the importance of health metrics in data driven global and national health strategies and the importance of driving and measuring country plan It notes that there is fragmentation of data across health programmes and beyond the health sector that challenges remain with maximizing data use for decision making and that there is a need to link data from across different health programmes and sectors to support strategic dialogue on a long term vision for health WHO currently maintains different databases and data visualization tools including the Global Health Observatory GHO GHO is WHO s official data repository which allows data to be downloaded around different health themes However data from multiple themes cannot be downloaded at once and data from non health sectors are limited Similarly current WHO data visualization tools allow for regional level comparisons with pre designed charts limiting the scope of analyses which can be undertaken and implications that can be drawn for the country level At the regional level the WHO Regional Office for the Western Pacific WPRO maintained the Health Intelligence and Information Platform which has the same limitations as the global WHO databases and tool There are also issues with maintenance of HIIP and features need to be upgraded It is therefore proposed that a regional web based data portal be developed that allows for housing of health and non health death and development of analytic dashboards across different indicators that would help to inform strategic dialogue and data use for decision making Since the commencement of the project in early 2020 the significant progress has been made including the development of data warehouse interactive data analytic tool and portal site where various data products are hosted The platform was soft launched in October 2021 for internal user testing and feedback from WHO staff in WPR However the additional work is required toward the official launch for the general public tentatively planned by the end of March 2022 PURPOSE SPECIFIC OBJECTIVE OF THE ACTIVITYTo finalize a regional health data platform for the Western Pacific Region DESCRIPTION OF ACTIVITIES TO BE CARRIED OUTMaintenance activitiesUpdate and quality check of existing datasets develop extract load and transform scripts for new identified datasets and update existing ETL scripts and modules in case of updates changes to APIs or URLs the data warehouse is connected toUpdate and testing of the user account management system using the prescribed multi factor authentication MFA Updating of Drupal modules for security requirement and compliance Continuous systems improvement via design update feature update testing and bug fixes including Update features and design based on end user recommendations Update design based on recommendations by the team and the designer Update and improve indicator search and selection module Minimize chart and table rendering speed by updating the caching algorithm decrease loading time of charts and optimizing server and connection set up Coordinate with WPRO IT team and WHO Cybersecurity team for IT requirements of the data platform and cybersecurity compliance Server maintenance systems and database backupUpdating backend dashboard for monitoring user access server performance real time access hits views shares etc e g most visited accessed indicator chart report or dashboard country origin of access etc using server log files and or google analytics Module development activitiesUpdate of available chart types as well as addition of other chart libraries current system use plot ly update system to enable other chart libraries
