Covid 19 Response For Affected Poor And Vulnerable Groups Project V Gbv2 Anti Gender Based Violence Program ConsultantThe Government Of Vanuatu With Funding From The Asian Development Bank Adb Is Engaging A Nongovernment Organisation Ngo To Design And Implement Gender Based Violence Gbv Prevention Activities Targeting Adolescent Girls And Boys In Vanuatu The Assignment Is A Component Of The Coronavirus Disease Covid 19 Response For Affected Poor And Vulnerable Groups Project 54196 002 The Project Is Financed By The Japan Fund For Poverty Reduction The Ireland Trust Fund For Building Climate Change And Disaster Resilience In Small Island Developing States And The Asian Development Bank The Project Aims To Address The Immediate Needs Of Vulnerable Groups Affected By Covid 19 While Building Their Resilience To Withstand Further Pandemic Impacts And Other External Shocks In The Future The Project Has Two Outputs I Output 1 Food Security And Income Generating Support Delivered To Poor And Vulnerable Women And Ii Output 2 Multidisciplinary Responses To Address Gbv Implemented 2 Output 2 Will Implement Programs To Meet The Needs Of Adolescent Girls Based On International Best Practice Adapted To The Local Context It Will Develop And Deliver A Curriculum For Adolescent Girls Focusing On Confidence And Leadership Gbv Healthy And Safe Relationships Sexual And Reproductive Health Mentorship And Development Of Safe Support Systems Which May Include Virtual Safe Space In Parallel The Program Will Engage Adolescent Boys To Support Safe And Healthy Relationships Building On International Good Practice The Program Will Also Engage The Parents And Or Caregivers Of Participants To Reinforce The Information Being Given To Girls This Component Will Support Adolescent Girls And Boys With Gbv Activities And Reach At Least 15 000 Adolescents Through Community Campaigns And Events The Project Is Aligned With The National Gender Equality Policy Of The Government Of Vanuatu And With Adb S Strategy 2030 Operational Priorities Of I Addressing Remaining Poverty And Reducing Inequalities And Ii Accelerating Progress In Gender Equality Ii Rationale3 Vanuatu Is Responding To The Compounding Impacts Of Tropical Cyclone Tc Harold And Coronavirus Disease Covid 19 One Of The Critical Impacts Of The Pandemic Is The Increase And Severity In Family Violence Women And Girls In The Pacific Are Already More Susceptible To Sexual Violence And Gbv Than In Other Parts Of The World And The Region Has Recorded One Of The Highest Rates Of Gbv Globally In The Aftermath Of Disasters Overall More Than 25 Of Women In Vanuatu Are Physically Abused By Someone Other Than Their Partner And There Was A Sharp Increase In Reported Incidents Of Intimate Partner Violence Testified By Gbv Community Groups Since The Start Of The Covid 19 Pandemic Adolescent Girls Are Particularly Vulnerable To Losing Peer Support Due To Mobility Restrictions During The Pandemic Lack Of Peer Support Can Lead To Increased Depression And Anxiety Boredom And Risk Taking Behaviour Exposure To Predators Online Harassment Exploitation And Bullying 4 A Survey Conducted By The Vanuatu Women S Centre Revealed That For 28 Of Women In Vanuatu Their First Sexual Experience Was Forced And That Sexual Abuse Against Girls Under The Age Of 15 In Vanuatu Is Among The Highest In The World Almost 1 In 3 Women Surveyed Were Sexually Abused Before The Age Of 15 And Most Perpetrators Were Male Family Members Or Boyfriends Almost All Forms Of Violence Are More Prevalent Among Women Aged 15 To 29 Than Other Age Groups In Vanuatu Footnote 5 National Data From Vanuatu Correctional Services Reported In 2016 That Approximately 20 Of Sexual Offenders Were Males Under 20 Years Of Age While 83 Of Victims Of Sexual Offences Were Young Women And Girls Under 20 Years Of Age Iii Assignment Objectives5 To Successfully Implement The Project S Output 2 The Government Of Vanuatu Requires The Support Of An Ngo The Project Will Expand On Existing Work In Adolescent Girls Programming The Output Will Ensure That At Least 750 Adolescent Girls Receive Gbv Elimination Awareness And Participate In An Empowerment Program It Will Also Ensure That At Least 750 Adolescent Boys Receive Awareness And Education To Promote Healthy And Consensual Relationships And At Least 15 000 Adolescents Being Reached Through Online Awareness Campaign And Events
