Request for proposals are invited for Provision of Legal Services in Ramadi FallujahBackgroundSince October 2020 a large number of households have departed camps either to their areas of origin or have gone into secondary displacement Among those who have returned to their area of origin many have returned to areas with high severity of conditions and lack access to some services to ensure dignified and durable returns There are still significant needs to be addressed for households to return in their areas of origin under safe dignified conditions and for households still in displacement to be able to return Through this Call for Proposal IOM aims to engage a local Civil Society Organization CSO in the districts of Ramadi and Fallujah Anbar governorate The CSO will be contracted to provide legal services in locations with high rates of return to enable access to government services freedom of movement civil documentation and HLP among others This call is open to all CSOs and or Non Governmental Organizations NGOs legally registered in and based in Iraq IOM will support one CSO with a grant with a maximum budget of USD 36 000 Proposals should have a duration of 3 months and 2 weeks 2 Scope of WorkEnhanced legal support in areas with high rates of return IOM plans on enhancing the provision of legal assistance on civil documentation HLP and family law matters to vulnerable families residing or returning to the districts of Ramadi and Fallujah in the govenorate of Anbar as well as members of the community in need of legal assistance through legal counselling case management services and referrals The support will complement the large existing legal programs operating across the governorates of Ninewa Salah Din and Kirkuk enabling the provision of legal assistance through a comprehensive approach with teams providing assistance in camp locations areas of displacement and areas of return The type of support will depend on the specific case but may involve representation of an individual in front of a formal court or an administrative body e g civil registry land registry MoMD or Property Compensation Committee assistance with preparing and filing legal documents or applications assistance with restoring legal documentation such as property ownership deeds and civil documentation assistance with resolving family law issues such as inheritance and Ad Hoc legal support Legal counselling is one to one advice to a beneficiary on how to address their legal administrative issues and should include advice on how to secure their rights and entitlements and or which institutions can assist in addressing such issues Legal counselling must go beyond the provision of general information on rights and should entail a degree of analysis of the problems faced by the specific beneficiary or beneficiary group and include provision of advice and information on the appropriate redress mechanism to resolve a particular problem Legal counselling may require more than one interaction with the beneficiary or beneficiary group and services including representation should be provided until the legal administrative issue in question has been resolved Project Proposal for the Grant Scheme should follow the guidelines below Project Duration Proposed projects should be for 3 months and 2 weeks to be implemented from 1 December 2021 and end by 15 March 2022 Beneficiaries Proposed projects will target families returning or residing in Ramadi and Fallujah and are in need of legal assistance as well as those who need assistance in the host community IOM will also refer cases to the selected CSO Geographical Coverage The proposed project should cover the districts of Ramadi and Fallujah Anbar governorate Area of Focus The proposed project should include the following components at minimum o Provision of legal assistance and counseling services including provision of legal advice representation in front of courts and administrative bodies informal community based dispute resolution and land verification mechanisms with a focus on cases of secondary occupation assistance in preparing legal documents assistance in restoring issuing missing non existentlegal documents assistance in filing compensation claims assistance in establishing property ownership o Provision of HLP specific legal services and analysis including an assessment and report on legal related concerns and grievances civil documentation HLP family law in the targeted location s and in coordination with and under the guidance of IOM liaison with local authorities community representatives tribal leaders and other relevant stakeholders regarding ongoing legal activities and community awareness raising on legal HLP issues and available redress mechanisms in the targeted location 3 Eligibility for ApplicationLocal associations such as legally registered Non Governmental Organizations NGOs and Civil Society Organizations CSOs are eligible for this Call of Proposals Candidate organizations are requested to have Working experience providing legal services including documentation restoration and HLP in the targeted location s Financial capacity to pre finance 30 of the activities Adequate staff in relation to the needs required for the proposed project Be legally registered to operate in Iraq An established outreach capability with the identified beneficiary group s and location s 4 Evaluation CriteriaIOM shall evaluate the Proposals on the basis of their responsiveness to the above mentioned guidelines and compliance with the other requirements of the Call for Proposals IOM shall apply a point based evaluation as shown below Experience in working with different communities 10 points It includes minorities and people in vulnerable situations particularly in the targeted areas Clear and cost effective budget 15 points The cost application should include a detailed overview of all costs for proposed activities as per the attached budget template Annex B being realistic and competitive i e cost efficiency and effectiveness Organization Capacity 10 points The candidate organisations should demonstrate both physical capacity e g physical presence in the target areas human resource capacity financial condition and technical knowledge and expertise and experience working with vulnerable categories of individuals such as women and children Quality of proposal 15 points The proposal should be clear and in line with the IOM expected objectives Target groups and indicators should be realistic and measurable A proposal which contravenes fundamental ethical principles such as Do Not Harm principle gender inclusion and respect for diversity or fails to comply with the relevant security procedures shall not be selected Each proposal shall be given a total technical score by IOM review committee IOM will conduct due diligence on any organization that is short listed which may include a physical verification visit 5 Reporting RequirementsThe successful CSOs must provide IOM with Twice monthly narrative report Interim narrative and interim financial report Final narrative and final financial report including all activities undertaken under the project no later than two weeks after the completion of the project 6 BudgetAnnex B form should filled to demonstrate budget breakdown The maximum budget available for each organization is USD 36 000 Staff Office costs should not exceed 15 of the total budget Staff costs should include support staff i e finance admin HR and 5 of overhead costs while the operational staff i e trainers and facilitators can be included in the operational budget line
