Jordan University of Science and Technology Operational Monitoring and Evaluation SystemThe main objective of the assignment is the establishment of an operational Monitoring and Evaluation system for the project and helping to design a baseline survey based on the relevant indicators Project monitoring will include two areas i regular output monitoring of project performance and the development of an evaluation system that will be used to measure REGIP s Project Development Objective PDO and intermediate indicators and ii biannual customer surveys that will monitor customer satisfaction and provide both a platform for citizen engagement and an important feedback loop for the project KCA will receive all templates for future surveys as well as raw and processed data from these surveys in order to facilitate the work in the following years of project implementationThe consultancy firm should have the following qualifications Proven experience in the design and operation of M E systems baseline surveys impact evaluation indicator design statistical methods inthe land administration or a closely related sector Minimum three 3 years working experience in projects dealing with data collection data cleaning and reporting for M E purposes Experience in report writing and drafting of professional reports including reports in the English languageSelection process Experienced and qualified Consultants will be selected under the provisions of the World Bank s Procurement Regulations for Investment Project Financing IPF Borrowers July 2016 based on the selection method for Consultants Qualification Selection CQS Open Competitive Consultants Qualification Selection
