Request for Expression of Interest for Hiring of HR Management and Placement Agency for the SMART SocietyThe project envisages deployment of human resources at the PCMU PIUs RIUs DIUs level to carry out different functions of the project in order to achieve the PDO of SMART Out of the total human resources required a part will be filled by deputation from the government departments and part will be sourced from the open market As this is a community driven project the PCMU needs to engage the community very closely to facilitate implementation of project activities at the DIU level Also to monitor the project activities at PCMU PIU RIU and DIU level competent staff is envisaged Therefore deployment of motivated and dedicated staff with ownership and shared vision towards achieving the objectives of the project is necessary Thus procurement of HR cum Placement agency for the project is proposed The main objective of this assignment is the deployment of a well coordinated team of experts and support manpower at various levels of project implementation for the successful implementation of the project Shortlisting Criteria The minimum shortlisting criteria for the selection of an HR cum Placement Agency for the SMART Society will involve review of information on the following points of Lead firm a Details of the Consultancy Organization The legally registered firm with core business of providing Human Resources Placement services preferably to Government Semi Government Multilateral Bilateral projects Need to provide legal status and core business of the firm b Qualifications and Experience of the Consultancy Organization in the field of the assignment along with published brochures description of similar assignments performed with details of clients experience in similar conditions etc Criteria for shortlisting will be Number of Consultancy Assignments and value of consultancy assignments undertaken during last seven years related to Human Resources Placement services Experience in Human Resources Placement services provided for the Government Semi Government Projects funded by World Bank or other international funding agencies would be preferred c Number of HR professional with the firm Availability of at least Ten professionals with at least 5 years experience in Human Resources Placement services Brief description of their major qualifications expertise shall be provided CVs should not be provided d Number of Manpower provided in the Preceding Three Financial Year Minimum requirement of deployment of teams with minimum 10 professional man months for different Consulting assignments projects related to Human Resources Placement services in at least One Year e Financial Capability of the Consultancy Organization Annual Turnover Gross Income etc as per Annual Reports Average annual turnover of INR Twenty Five Crores or more in preceding three financial years FY 2018 19 FY 2019 20 and FY 2020 21 The firm shall submit audited balance sheet for the same
