Request for Expression of Interest for Recruitment for Microdata Dissemination AdvisorThe consulting services the Services include those of a Microdata Dissemination Advisor for approximately 45 working days over the period of September to December 2021 The Consultant will be home based and the required services relate to census and survey microdata anonymization methodologies and policy to improve microdata dissemination and use in the Pacific region The assignment requires stakeholder consultation methodology and literature review and the preparation of a report The report is to be policy oriented and it will therefore discuss opportunities and cost of microdata sharing and use the current situation in the Pacific current practices in terms of microdata sharing and policy implication for the Pacific region The report is to be accompanied by a policy brief The criteria for selecting the Consultant are A Degree in Statistics Statistical Methods Data Science Survey Methodology or other related discipline preferably at a Masters or Doctorate level At least 5 years of relevant professional experience Technical and quantitative skills of a Microdata Dissemination Advisor including in depth understanding of the structure of survey microdata including those generated by household economic surveys multiple indicators cluster surveys and labour force and agricultural surveys undertaking statistics methodological research with a demonstrated track record of publication in peer reviewed literature undertaking literature reviews cost benefit analyses and risk assessments critiquing statistical legislation methods policies and protocols synthesizing information and preparing policy dialogue for statistics development Demonstrated understanding of the opportunities and challenges associated with the dissemination and use of microdata particularly in the context of Small Island Developing States Experience as a practitioner in developing and or transition countries is desirable Experience specific to the Pacific region is highly desirable Superb interpersonal skills ability to collaborate effectively with multi disciplinary teams and to listen and integrate ideas from varied sources Excellent written and oral communication skills in English with French language skills also being desirable The Required Competencies for selecting the Consultant are General statistical knowledge and analytical skills demonstrated track record of working with survey data understands underlying statistical concepts Knowledge and experience in development arena understands policy issues and policy making process distils recommendations lessons to stakeholders Policy dialogue skills identifies and assesses policy issues and plays an active role in the dialogue with the government and or other stakeholders Integrative skill working to develop an integrated view across all facets of the current sector Written and verbal communication delivers information effectively in support of team or workgroup
