Request for Expression of Interest for Improvement of Health Services Damal Caafimaad ProjectConsulting Service PCIU Monitoring and Evaluation SpecialistThe M E Specialist position will be a full time contracted staff position assigned to the project through the Contract Management Unit housed in the Project Coordination and Implementation Unit PCIU of the Federal Ministry of Health of Somalia The M E Specialist will be responsible for monitoring project progress and the status of active contracts including identifying the indicators on which the contractor will be assessed and developing a results framework to monitor the work of contracted entities The M E Specialist will collaborate with the Project Managers in the respective FMS Project Management Teams PMT to monitor the work and performance of the contractors at the State and field level The specific responsibility and specific tasks of the M E Specialist are as follows among others Develop and implement the Monitoring Evaluation Framework for the project based on the results framework of the Project Appraisal Document PAD Prepare two Performance Monitoring Plans PMP for project and NGO contract performance and results respectively including routine service delivery data reporting baseline and end line assessments and all monitoring for process and outcome evaluationsProvide feedback to implementing NGOs on strengthening their monitoring and result reporting systemMonitor project interventions document results and provide feedback to stakeholders to guide decision makingFacilitate review of project performance Develop monthly analysis of project data share data in project steering committee meetings support identification of areas of improvement track progressCultivate strategic M E relationships and alliances with other World Bank projects and represent M E activities in public and professional circles through meetings conferences and presentationsThe M E Specialist will possess the following qualifications Master s degree in public health epidemiology demography statistics Biostatistics and other relevant fields Minimum seven years of work experience in monitoring and evaluating complex large multi year international health sector development programs in developing countriesDemonstrated strong management coordination teamwork and planning skillsFirm command of the M E issues with respect to improvements in quality health services and support programs Familiarity with health management information systems and M E systems Strong technical skills including ability to process and analyze data using one or more statistical software packages including at least one of the following SPSS Epi Info STATA MS AccessDemonstrated ability to generate data visualizationsExperience facilitating performance reviews based on data data use and data sharingExcellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationshipsDemonstrated outstanding leadership strategic thinking organizational team building and representational skillsExpertise in research to practice identifying and adapting best practices to specific project contextsExcellent verbal written interpersonal and presentation skills in English Somali an assetKnowledge and experience of ICT based Office applications and tools word processing spreadsheets and data processing PowerPoint
