Request for Expression of Interest for Senior RCRF Health Focal Point FGS MoHThe project Components are i Recurrent cost financing to reform resource management systems This component includes financing of eligible civil service salaries in non security sectors in FGS financing of salaries and allowances for government staff and graduates recruited under the capacity injection mechanism CIM and eligible non salary recurrent costs ii strengthen inter governmental fiscal relations and improve intergovernmental coordination between FGS and FMS and iii Transfers for core government functions and foundational education and health service delivery mechanisms in the FMSs Additional components that have been allocated under RCRF Phase 3 are Contingent Emergency Response CERC sub component that will provide a fiscal shock buffer for FGS and FMSs Performance Based Conditions PBCs to incentivize reforms and associated funding within the FMSs for improved governance education and health service delivery Inter governmental system strengthening Recurrent cost financing in the education sector and Transparency and Citizen Engagement for Improved Service Delivery The Senior RCRF Health Focal Point Consultant will work in close coordination with RCRF PIU at the Ministry of Finance Ministries of health at federal member states and technical managers and directors at the Federal Ministry of Health and the World Bank Health team to achieve the objective of the assignment The Consultant will perform the following key functions Liaison Function Act as a liaison among the ministry of health ministry of finance RCRF PIU and World Bank health team to ensure an integrated and joint approach of planning implementation monitoring and evaluation of health activities RCRF Health Planning and Management Support the management planning implementation review monitoring and reporting of the RCRF Health component Strengthening the stewardship capacity of the Ministry of Health Provide technical support to assess the capacity gaps of the ministry of health and support the capacity development initiative to improve institutional and stewardship capacity of the ministryImplementation support and monitoring Work in close collaboration with relevant technical units and departments within MoH and with participating FMS to provide implementation support and guidance to the RCRF project Knowledge management and learning Document and record project achievements and promote information sharing and learning especially state level interventions and disseminate lessons learned Supervision and performance improvement Supervise all the technical specialists consultants including the Health Technical Partner and operation staff to be recruited for the RCRF health project Strengthen the use of health information in decision making Support and strengthen the use of technology including mobile phones in monitoring supervision and reporting the female health workers data Community health workers data and other data received from the primary health care and hospitals Procurement and contract management Work closely with the procurement team to ensure that each procurement will satisfy technical requirements from MoH processes and procedures as well as fiduciary requirements of the RCRF health component Environmental and social safeguards Work with the relevant teams to ensure that health activities under RCRF conform to Environmental and Social Framework and associated guidelines Annual Work plan and budget estimates Lead annual program planning through consultations with the Federal Government and participating FMS and other key beneficiaries of the project to develop consolidated annual work plans M E Framework and budget estimates Support stakeholder engagement of program cycle management and enhance feedback mechanism to the community Perform other tasks and submit deliverables as listed in the terms of reference
