Request For Expression Of Interest For Pre Feasibility Study Options Analysis For New Correctional Infrastructure Via Public Private Partnership Jamaica The Consulting Services The Services Over The Last Several Years The Government Of Jamaica Through The Ministry Of National Security Mns Has Been Exploring Ways By Which It Could Construct A New State Of The Art Maximum Security Correctional Facility Accommodating Approximately 5 000 Inmates This Objective Is Consistent With The GovernmentS Policy Position Of Using Incarceration As A Tool Of Social Reformation As Against A Means Of Punishment The Construction Of A New Correctional Facility Would Be Consistent With The Commitment Of The Government To Effect Improvements In The Management Of Incarcerated Persons The Construction Of The New Facility Will Among Other Things Allow For The Department Of Correctional Services To Limit And Possibly Eliminate The Problem Of Overcrowding Produce Operational Efficiency Gains Allow For The Closure Of Outdated Facilities And Release Prime Real Estate For Alternative Productive Uses Such As Light Industrial Activities Notably To Stimulate Private Investments And Accelerate Economic Growth The Need For A New Correctional Facility Aims To Fulfill The Following Objectives To Eradicate The Overcrowding In Correctional FacilitiesTo Reduce The Recidivism RateThe Consultancy Is Expected To Analyze At A High Level The Financial Economic Legal Technical Social Environmental And Regulatory Aspects Of The Project Listing Of The Main Potential Impacts And Mitigating Measures And Issues To Be Addressed In Further Project Development Work Assess The Feasibility Of Private Sector Participation Options Via Ppp Versus Traditional Procurement For The Development Of The New Maximum Security Correctional Facility And Recommend The Preferred Option Analyze The Options Available To The Mns Including Key Considerations And Implications For Each Option And The Recommended Option That Achieves The Required Objectives Consider Redevelopment Of The Correctional Facility On Its Present Site As One Option Compared With The Proposed Relocation Site The Scope Of Works Includes Component 1 Conduct Financial Commercial And Economic AnalysisComponent 2 Conduct Legal Analysis And Recommendations Including Risk AssessmentComponent 3 Conduct A High Level Technical Social And Environmental AssessmentComponent 4 Marketability Assessment And Options Analysis Ppp Versus Traditional ProcurementComponent 5 A Identify The Necessary Actions To Be Undertaken By The Mns To Facilitate The Implementation Of The Recommended OptionDefine And Advise Of The Next Steps Based On The Outcome Of This Study And The Project Requirements The Shortlisting Criteria Are At Least 15 Years Experience In The Field Of Infrastructure Development Via Public Private Partnership Ppp Specific Experience In Correctional Services Infrastructure And Or Similar Infrastructure Would Be Required 25 Points A Minimum Of 10 Years Experience In Corporate Business Commercial Law With Demonstrated Legal Experience In Implementing And Closing Ppp Transactions Evidenced By Successful Completion Of At Least 3 Ppp Projects Of A Similar Nature In The Last 7 Years 15 Points At Least 15 Years Demonstrated Experience In The Building Design Construction Civil Engineering Technical Feasibility Assessments Of Infrastructure Projects Including Planning And Coordination Evidenced By Successful Completion Of At Least 5 Ppp Projects Of A Similar Nature In The Last 7 Years 20 Points A Minimum Of 10 Years Experience In Financial Modelling And Private Investment Via Public Private Partnerships In Correctional Services Facilities And Or Similar Infrastructure 20 Points Demonstrable Experience With The Integration Of Sustainable Development Principles Into City Development Planning And Environment Management For At Least 3 Infrastructure Projects In The Last 7 Years 20 Points
