Somalia Recurrent Cost Reform Financing Project Phase 3The project includes the following components Component 1 Recurrent cost finance to reform resource management systems Component 1 has two sub components the first of which supports the financing of eligible civil service salaries in FGS which provides a decreasing baseline level of input based financing of the FGS civil service wage bill The second sub component makes available additional financing for reimbursement of eligible expenditures upon meeting performance based conditions PBCs In this case PBCs are FGS reform benchmarks that are based upon a clear problem definition and a feasible reform trajectory over the medium term i e 2019 2023 They build on an already established client dialogue around RCRF 2 reform benchmarks which have been developed for 2019 2021 and extend this approach into 2022 and 2023 with a streamlining of focus Component 2 Strengthen inter governmental fiscal relationsComponent 2 comprises three sub components as follows Sub Component 2 1 Supporting inter governmental Fiscal Forums and Secretariat This sub component builds on the successful establishment of the Inter Governmental Fiscal Forum IGFF and dedicated Secretariat which needs to be institutionalized to sustain the gains The IGFF comprises two bodies supported by the Secretariat namely i IGFFTM which operates at the technical level and ii the Finance Ministers Fiscal Forum FMFF for the political level deliberation and decision making Sub component 2 2 includes reform benchmarks for improved governance and service delivery at Federal Member State FMS level Strengthening resource management systems to support PFM and service delivery is subcomponent 2 3 Component 3 Transfer for core government functions and foundational education and health service delivery mechanisms in eligible Federal Member States FMS Component 3 is comprised of three sub components Sub component 3 1 is financing of core government functions in particular eligible FMS recurrent costs Sub component 3 2 is the financing education service delivery to help FGS and FMS education ministries strengthen their core systems for the delivery and management of education services Sub Component 3 3 is the financing of health service delivery for scaling up the Marwo Caafimaad Female Health Worker program and strengthening the government s stewardship and management capacities The services of a Health Technical Partner procured under RCRF Project Phase 2 will be used Component 4 Citizen Engagement and FeedbackComponent 4 has three sub components The first is sub component 4 1 which intends to deepen and widen existing budget transparency efforts Sub component 4 2 supports mapping citizen feedback and corrective measures at the local level More specifically it will promote citizen participation in service delivery at community level by building on already significant attendance to community meetings across eligible provinces by promoting inclusive and deeper community engagement in service delivery Sub Component 4 3 is an impact evaluation to citizen feedback in education and health This sub component will strive to incorporate citizen feedback into the provision of education and or health services particularly the staff supported by the project and evaluate the possible impact of the interventions on health and education access and quality Consultancies will be required for the following citizen engagement activities Policy Dialogue Mass Media Campaign Call Centre Services and Community Mobilization Component 5 Project ManagementThis component will be used to support the Project Implementation and Coordination that is currently implementing the RCRF Project Phase II The PI CU will continue to provide the fiduciary safeguards and Monitoring and Evaluation M E expertise required for implementation of the project in accordance with Bank policies and requirements This component will include equipment operating costs organization and systems development training capacity building and technical assistance
