on Production of Official Statistics in Africa and intends to apply part of the proceeds for consulting services This EOI is prepared to engage an Individual Consultant for a consultancy Services of a Communication Officer Consultant for Series of Webinar on Impact of COVID 19 pandemic on Production of Official Statistics in AfricaA BACKGROUNDSince the start of 2020 the whole world has been shaken by the COVID 19 pandemic This pandemic has had a significant impact on the political economic and social activities of the whole world in particular the African continent Considered at the outset as a cyclical phenomenon the COVID 19 pandemic is gradually turning into a structural phenomenon The consequences of this pandemic are already and will be unprecedented on the economic political and social activities of African countries over a long period Many economists already believe that an unprecedented increase in the poor population in Africa is to be expected the unemployment rate in Africa is very high and many people are at risk of food insecurity The activities on the development and harmonization of statistics are also greatly affected by the crisis of the COVID 19 pandemic This directly affects the implementation of the African Charter on Statistics and the revised strategy through the harmonization of statistics in Africa SHaSA 2 The COVID 19 pandemic has slowed down many statistical activities at all level Many statistical surveys and population and housing censuses have been postponed or cancelled due to the COVID 19 pandemic This state of affairs has a negative impact on the production of statistics in particular short term indicators such as quarterly national accounts consumer price indices labour market indicators etc With the crisis of the COVID 19 pandemic we have seen budget reallocations and budget cuts in many African countries in the funds allocated for statistical activities at national regional and continental levels A lot of funds have been reallocated to fight the COVID 19 pandemic at the expense of statistical activities This state of affairs has a negative impact on statistical activities at national regional and continental level Very few African countries are now able to comply with the decision of the African Union Conference of Heads of State and Government on the financing of statistics in Africa which requires African countries to allocate at least 0 15 of the national budget for the development of statistics Statistics are essential for development at the national regional and continental levels Statistics constitute a very element in the implementation of Agenda 2063 Agenda 2030 This lack of statistics due to the COVID 19 crisis will have a very negative impact on the development of Africa This deficiency will have an unprecedented impact on the development of Africa It is therefore necessary for the actors of the African Statistical System to take the appropriate solutions to eliminate the negative impact of the COVID 19 pandemic on statistical production To this end the African Union Commission mandated by the Assembly of Heads of State and Government to lead the development and harmonization of statistics in Africa wishes to organize in collaboration with World Bank a series of webinars with the main actors of the African Statistical System AfSS to discuss the negative impacts of the COVID 19 pandemic in Africa share the good practices to counter this negative impact and how to modernize the AfSS to be more efficient during crisis and also to discuss the mobilization of internal and external resources of the continent to find adequate solutions to the production of statistics in particular the financing of the activities of national statistical institutes NSI the pursuit of statistical activities at national regional and continental level according to the National Statistical Development Strategies SNDS the Regional Statistics Strategies SRDS and the revised Strategy for the Harmonization of Statistics in Africa SHaSA 2 B OBJECTIVESThe main objective of the consultancy is to bring the necessary support to AUC STATAFRIC on the management and implementation of the series of webinars on the impact of the COVID 19 pandemic on statistical production in Africa to create a continental platform to discuss the negative impact of the COVID 19 on the various statistical activities C SCOPE OF WORKThe IT Statistician Consultant is expected to undertake the following activities i The assistance will include activities related to the logistical arrangements for the webinars provide technical assistance for ensuring successful implementation of the webinars that is along with providing technical assistance to STATAFRIC during its start up phase and technical assistance to RECs and AU Member States ii Coordinate among the African Union Member States the organization of a series of webinars iii Develop a set of technical papers covering the 9 main topics to assist throughout the webinars iv Develop periodical reports based on the analysis of the data provided throughout the Webinars v Draft future recommendations to overcome the negative impact of the COVID 19 pandemic or any other similar situations on statistical production in Africa vi Provide technical and administrative assistance to the main actors of the African Statistical System to be able to participate in the Webinars vii Assist AUC STATAFRIC for the start up of STATAFRIC activities Under the supervision of AUC STATAFRIC She He will work on taking all the necessary actions to ensure that the national statistical institutes are involved and have fully understanding of the rationale behind these Webinars and are aware of the situation of the chosen 9 topics in their respective countries Under the supervision of AUC STATAFRIC He She will work in close collaboration with other African organizations RECs National Statistical Offices Training Centers other African Institutions International Organizations and any other stakeholders During his her assignment he she will participate in workshops and meetings on the activities of the completedThe IT Statistician Consultant is requested to Prepare the Road Map of the series of webinars project Successfully conduct the 9 or more webinars and participate in workshops and meetings on the data needs arising from the webinars Assist the African organizations and AU Member States in critically reviewing and evaluating the data needs based on the analysis of countries assessment on post COVID 19 Pandemic status Assist AUC STATAFRIC to carry out selected activities during the start up phase of STATAFRIC Assess the Data needs Data for the development in AfricaThe International Consultant will also carry out ad hoc tasks that may be entrusted to him her by AUC STATAFRIC E QUALIFICATIONS AND EXPERIENCEThe IT Statistician Consultant will have the following qualifications and experience sound and proven experience in statistical projects programs implementation with IT background in addition to the logistical preparation report writing policy analysis along with data analysis management and dissemination The consultant must have a bachelor s degree in statistics economics demography or related field and at least 3 years of professional experience in key statistical domains including statistical capacity building and statistical management statistical technical assistance to African countries statistical projects and programs design implementation and monitoring evaluation Proven experience in working in international organizations The candidate must be able to work in multicultural setting in good team spirit He She must also have excellent communication skills excellent command of one of the official AU working languages English French Arabic and Portuguese and good working knowledge of at least another one F DURATION AND TIMINGThe consultancy assignment has a time frame of 245 workings days G DUTY STATIONThe Consultant will be based in STATAFRIC Tunis Tunisia H REMUNERATIONRemuneration is payable on a monthly basis It is negotiable but based on qualifications and experience and the applicable AU rates for the level of the consultancy Fees payable do not include costs associated with project related travels
