Request for proposals are invited for Research Study of the Climate Change Contributing Factors Transport and Small Scale Mining on the Environment Close Date 28 06 2021NEPA Afghanistan s National Environmental Protection Agency was established in 2005 In the same year Afghanistan s first Environmental Law was drafted and signed by President Hamid Karzai It then went through amendments by the National Assembly and the final version was finally promulgated in early 2007 The law defines the agency s function as well as its powers NEPA serves as Afghanistan s environmental policy making and regulatory institution NEPA s role is to regulate coordinate monitor and enforce environmental laws The agency is expected to play a major role in environmental protection as well as to be the central point in dealing with the management of Afghanistan s environment so that it benefits all the citizens of Afghanistan To reach its goals in protecting and conserving the environment NEPA also attempts at scientific research and innovation in order to act as science based national institution To this end NEPA is also in the process of establishing the nation s first state of the art environmental research and development unit TLO The Liaison Office TLO is an independent Afghan non governmental organization established in 2003 seeking to improve local governance stability and security through systematic and institutionalized engagement with customary structures local communities and civil society groups TLO s main areas of focus are i Research Analysis using the do no harm approach ii Dialogue Facilitation Peacebuilding iii Access to Justice and iv environment and natural resources management and improvement In addition to the TLO headquarter in Kabul the organization has a regional office in Paktia Southeast provincial office in Khost and multiple project offices across Afghanistan with over 117 staff Current and recent TLO donors include the United States Institute of Peace USAID the Open Society Institute DAI including projects contracted from USAID HBS and GIZ along with the governments of Australia AusAid Germany the Netherlands Norway Switzerland SDC Canada UNHCR Cordaid and SIDA
