Fourth Phase Of The Central Asia Regional Links ProgramThe Project Will Include The Following Components Component 1 Improve Regional Connections In Sughd Oblast And Gbao Region I Rehabilitation Of Category I And Iii Roads In Sugd Oblast In Four Sections Ii Construction Of Khorog Bridge And Rehabilitation Roads Galleries And Bridges Around Barsem Village In Gbao Iii Provision Of Construction Supervision Services For Road Construction And Rehabilitation Works And Iv Preparation Of Feasibility Studies For Improvement Of Regional Road Connectivity For Khatlon And Gbao Oblasts As Basis For Potential Lending Operation Tentatively Titled Cars 5 Component 2 Improve Road Assets Preservation And Road SafetySub Component 2A Improve Road Asset Preservation Will Finance I Supply And Installation Of Weigh In Motion Wim Systems To Preserve Road Assets Ii Installation And Commission Of Software Packages For Recording Storage And Analysis Of Road Network Condition Traffic Volumes And Natural Hazard Exposure Data Development Of Prioritized Maintenance Planning Optimized To Allow For Budget Constraints And Annual Maintenance Plans And Iii Training On The Installed Systems Subcomponent 2B Improve Road Safety Will Finance I Support The Department Of State Automobile Inspection Under The Ministry Of Interior To Enforce Use Of 4 Wheel Vehicle Safety Belts Through Carrying Out A Legal And Regulatory Review Publicity Campaign To Promote Use Of Safety Belts And Design Of Working Procedures And Capacity Building To Raise Compliance Ii Retrofit Or Construct Safety Barriers Along Selected Road Sections In Severe Mountainous Terrains As A Demonstration Pilot Iii Support Dsai To Develop A Road Safety Strategy And To Establish A Road Safety Observatory Through Provision Of Technical Assistance Equipment Support For The Design Installation Commissioning And Training Of Staff For A Road Accident Reporting And Analysis Database Training Of Key Staff In The Management And Operation Of A Road Safety Observatory And Operating Costs Component 3 Facilitate Cross Border Movement Of Goods Two Groups Of Activities Will Be Financed Under This Component I Upgrading Of The Customs Information And Communication Technology Ict Platform Including Equipment And Facilities Computers Networking Equipment Data Center End Use Terminals Customs Automation Software Suitably Adapted And Tested To Be Compatible With Local Requirements And Including A Module To Facilitate Relief Consignment In The Event Of Natural Disasters And Other Emergencies And Implementation Support Up To 2025 Iii Support For The Border Inspection Of Cargo And Passenger Traffic Through Provision Of Technical Equipment Component 4 Support Project Implementation Coordination And Management Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World Bank S Procurement Regulations For Ipf Borrowers July 2016 Revised November 2017And August 2018 Procurement Regulations And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations After Project Negotiations The World Bank Shall Arrange The Publication On Its External Website Of The Agreed Initial Procurement Plan And All Subsequent Updates Once It Has Provided A No Objection
