Cocoa Sector Institutional Support Project Cosisp The Principal Objective Is To Improve The Performance Of The Cocoa Sector To Increase Cocoa Farmers Revenues And Reduce Poverty The Specific Project Objectives Are I To Support Institutional Reforms And Ii To Support Capacity Building 3 The Project Includes The Following Components A Component 1 Institutional Reforms This Component Will Aim To Strengthen The Regulatory Framework Of Cocobod Operations And Support The Operationalization Of The Joint Cocoa Commission Between C te D Ivoire And Ghana The Activities To Be Supported Are As Follow I Update Of The 1994 Law Establishing Cocobod Especially Regarding The Possibility For Producers To Sell Directly To Community Level Processing Units And Strengthening Some Provisions Related To Sanctions On Smuggling Etc Ii Support Development Of Regulations And Procedures For Expanding The Role Of The Private Sector In Input Supply And Support Services This May Include Setting Of Standards In Liaison With Ghana Standards Authority And Quality Control Mechanisms For Fertilizers For Instance Iii Improve Transparency In The Pricing Mechanism With A Consensual Definition Of Industry Costs Extension Services Such As Free Spraying And Fertilizers Programme Provision Of Jute Bags Etc With Relevant Stakeholders And An Action Plan To Reduce Them As Proposed In The Draft Strategy Iv Support To Development Of A Charter Statutory Texts Formalizing The Establishment Of The Joint Cocoa Commission Preparation Of A Strategy Action Plan And Operating Manual For The Joint Cocoa Commission Component 2 Support To Capacity Building This Component Aims To Enhance Cocobod Capacity In The Management Of The Cocoa Sector In Ghana By Providing Training In Various Areas Strengthening Of Fiduciary And Information Systems Provision Of Logistic Support It Equipment Enhancement Of Capacity Within Cocobod The Formal Establishment And Functioning Of The Joint Cocoa Commission Between Ghana And C te D Ivoire The Activities Which May Be Supported Include I Assessment And Enhancement Of Fiduciary And Information Systems Financial Management Including Strengthening Of Internal Control Procurement Of Goods And Services Production Of Statistics And Data Of The Cocoa Sector Etc Ii Undertake Analytical Work To Assess Cocobod Effectiveness In Specific Areas Delivery Of Inputs And Services Implementation Of Specific Program Such As Provision Of Seedlings Etc Iii Training In Specific Areas Especially Those Identified In The National Cocoa Sector Development Strategy Ii And Its Action Plan And Iv Development Of An Information Master Plan And Procurement Of Equipment Computer Hard And Soft Etc C Component 3 Project Management This Component Will Involve The Provision Of Institutional Or Management Support For Project Implementation And Supervision Of Project Activities And Outcomes
