Performance Work Statement Pws Pest Control Contract Vision Statement Provide Requirements For Pest Control Service Contract 1 Introduction The Contractor Shall Provide All Labor Pesticide Equipment Transportation And All Othernecessary Supplies To Perform The Services The Contractor Will Provide All Services Identified Inthis Contact For The Usda Agricultural Research Service Ars Southern Plains Agriculturalresearch Center Sparc College Station Texas All Services Will Be Performed In Accordance With The Terms Conditions And Statements And Specifics Of Work Contained Herein 1 1 Mission Reserved 1 2 Background Reserved 1 3 Scope The Contractor In Accordance With The Requirements Of These Specifications Shall Perform Theservices Specified In The Matrix Of Services Such Services Shall Include Providing All Labor Supervision Equipment Tools And Other Items Or Services Necessary For The Performance Of Thework Unless Otherwise Specified Herein The Government Has Provided Approximate Building Square Footages It Is The Responsibility Of The Contractor To Visit The Site And Make Appropriatedeterminations Of Size Of Areas And Services Required Within Each Area The Contractor Acceptsexisting Conditions And Is Responsible For Ensuring All Areas Will Meet The Standards As Defined Inthe Performance Requirements Periods Of Performance This Contract Will Provide Pest Control Service For The Southern Plains Agricultural Researchcenter In College Station Texas Base Year Will Be Funded With The Government Having Right Toexecute Option Year Prior To End Of Contract Terms Base Year 03 01 2021 Through 02 28 2022 Option Year 1 03 01 2022Through 02 28 2023 Option Year 2 03 01 2023 Through 02 29 2024 Option Year 3 03 01 20204 Through 02 28 2025 Option Year 4 03 01 2025 Through 02 28 2026 Additional Areas May Beidentified That Are Not In This Soliciation 2 General Requirements The Contractor Shall Be Directly Responsible For Work Performance Specified In The Contract Allareas Served By This Contract Are Indicated On The Attached Floor Plans Of Each Building Whereservices Are Provided The Contractor Shall Provide Adequate Supervision At All Times Whilehis Her Employees Are Performing Work On The Contract The Contractor Will Ensure That All Discrepancies Reported Arecorrected In A Timely Manner The Contractor Shall Establish A Quality Control Program To Assure The Requirements Of The Contractare Provided As Specified A Copy Of The Program Will Be Provided To The Government The Programshall Include But Is Not Limited To The Following 1 A Monthly Inspection System Performed By The On Site Manager Covering All Services Being Performed With A Written Copy Electronic Or Hard Provided To The Cor 2 A Method Of Identifying Deficiencies In The Quality Of Services Before The Level Of Performance Is Unacceptable 3 A Means Of Correcting Deficiencies In A Prompt And Efficient Manner 4 The Contractor Is Responsible For Supplying All Materials Required To Perform The Contract The Government Will Not Provide Any Materials Or Services No On Site Existing Pesticide Materialsor Supplies Will Be Provided 2 1 Non Personal Services The Government Shall Neither Supervise Contractor Employees Nor Control The Method By Which Thecontractor Performs The Required Tasks Under No Circumstances Shall The Government Assign Tasksto Or Prepare Work Schedules For Individual Contractor Employees It Shall Be The Responsibilityof The Contractor To Manage Its Employees And To Guard Against Any Actions That Are Of The Natureof Personal Services Or Give The Perception Of Personal Services If The Contractor Believes Thatany Actions Constitute Or Are Perceived To Constitute Personal Services It Shall Be Thecontractor s Responsibility To Notify The Contracting Officer Or The Contracting Officerrepresentative Immediately 2 2 Business Relations The Contractor Shall Successfully Integrate And Coordinate All Activity Needed To Execute The Requirement The Contractor Shall Manage The Timeliness Completeness And Quality Of Problem Identification The Contractor Shall Provide Corrective Action Plans Proposal Submittals Timely Identification Of Issues And Effective Management Of Subcontractors The Contractor Shall Seek To Ensure Customer Satisfaction And Professional And Ethical Behavior Of All Contractor Personnel 2 3 Contract Administration And Management Prior To Commencement Of Services The Contractor Shall Furnish To The Contracting Officers Representative Cor A List Of Employees They Propose To Use In The Performance Of The On Site Work Required And Designate The On Site Manager Who Will Be Responsible For Supervision Of Such Employees The Manager Shall 1 Be The Contractors Primary On Site Representative Having The Contractors Full Authority To Act On Matters Pertaining To The Performance Of Services Under This Contract 2 Be On Site Or On Call Whenever The Contractors Workforce Is On The Site Performing Work 3 Notify The Cor And Secure Cor Approval Of Any Work Proposed To Be Done 4 Report Damage To Government Property Personal Injuries And Or Hazardous Conditions To The Cor Within Twenty Four 24 Hours After The Occurrence 5 Arrange To Meet With Cor Prior To Commencement Of Any Work To Allow For The Identification Of Any Hazards Located Throughout The Complex 2 3 1 Contract Management The Contractor Shall Establish Clear Organizational Lines Of Authority And Responsibility To Ensure Effective Management Of The Resources Assigned To The Requirement The Contractor Must Maintain Continuity Between The Support Operations At The Southern Plains Agricultural Research Center And The Contractor s Corporate Offices 2 3 2 Contract Administration The Contractor Shall Establish Processes And Assign Appropriate Resources To Effectively Administer The Requirement The Contractor Shall Respond To Government Requests For Contractual Actions In A Timely Fashion The Contractor Shall Have A Single Point Of Contact Between The Government And Contractor Personnel Assigned To Support Contracts Or Task Orders The Contractor Shall Assign Work Effort And Maintaining Proper And Accurate Time Keeping Records Of Personnel Assigned To Work On The Requirement 2 3 3 Personnel Administration The Contractor Shall Provide The Following Management And Support As Required The Contractor Shall Provide Notification To Employees During Designated Government Non Work Days Or Other Periods Where Government Offices Are Closed Due To Weather Budget Or Security Conditions The Contractor Shall Maintain The Currency Of Their Employees By Providing Initial And Refresher Training As Required To Meet The Pws Requirements The Contractor Shall Make Necessary Travel Arrangements For Employees The Contractor Shall Provide Necessary Infrastructure To Support Contract Tasks The Contractor Shall Provide Administrative Support To Employees In A Timely Fashion Time Keeping Leave Processing Pay Emergency Needs 2 4 Subcontract Management The Contractor Shall Be Responsible For Any Subcontract Management Necessary To Integrate Work Performed On This Requirement And Shall Be Responsible And Accountable For Subcontractor Performance On This Requirement The Prime Contractor Will Manage Work Distribution To Ensure There Are No Organizational Conflict Of Interest Oci Considerations Contractors May Add Subcontractors To Their Team After Formal Notification To The Contracting Officer Representative And Approval By The Contracting Officer 2 5 Contractor Personnel Disciplines And Specialties The Contractor Shall Accomplish The Assigned Work By Employing And Utilizing Qualified Personnel With Appropriate Combinations Of Education Training And Experience All Work Will Be Performed By Or Under The Supervision Of Licensed Pest Controller The Contractor Shall Match Personnel Skills To The Work Or Task With A Minimum Of Under Over Employment Of Resources The Contractor Shall Ensure Labor Rates Are Adhered To The Contractor Shall Provide The Necessary Resources And Infrastructure To Manage Perform And Administer The Contract The Contractor Will Have Adequate Staff To Provide Service When Regular Staff Is Out Sick Or On Annual Leave 2 6 Location And Hours Of Work Accomplishment Of The Results Contained In This Pws Requires Work At The Southern Plainsagricultural Research Center Facilities Normal Workdays Are Monday Through Friday 0800 To 1630 Except Usfederal Holidays To The Extent Possible Pest Control Services Will Be Performed On The Exterior Of The Buildings But Periodic Treatment Inside Building Areas May Be Required Due To Critical Nature Of Research Being Conducted The Contractor Must Be Able To Respond And To Provide Pest Control Services To Problem Areas Within One Business Day Within 24 Hours Unless Notice Is Provided On Friday Then Services Must Be Performed No Later Than Monday For Exterior Area Treatments The Treatments Can Be Performed Anytime Interior Treatments Must Be Performed During Normal Business Hours Or Arranged With The Cor Some Insect Research Is Conducted On Site And Care Must Be Exercised To Not Affect Those Research Studies 3 Performance Requirements The Following Section Specifies The Performance Objectives And Performance Elements For The Contract A Site Plan Showing The General Layout Of The Sparc At 2881 F Amp B Road College Station Texas Is Provided Work Specified In This Contract Will Be Performed In The Following Bldgs 1 2 5 7 8 10 11 13 14 15 17 18 20 21 22 40 Amp 41 Floor Plans Not To Scale For Each Building Are Attached The Government Routinely Renovates Areas To Meet The Changing Needs Of Research The Contractor At No Additional Cost To The Government Will Accommodate Renovations That Result In Less Than 1 Change Of Serviced Areas Upon The Completion Of Each Renovation Project An Evaluation Of Any Additional Services Required Will Be Performed By The Cor The Cor Will Discuss Any Necessary Changes With The Contractor If The Evaluation Determines There Will Be Significant Additional Burden Upon The Contractor The Contract May Be Modified To Provide Reasonable Compensation To The Contractor Matrix Of Services Services Vary From Building To Building All The Services Identified Will Be Perform As Necessary With A Monthly Onsite Service At A Minimum All Areas Defined In The Contract Must Satisfy The Requirements Defined In The Performance Section At The Completion Of Any Service In A Building The Area Will Be Left In A Clean And Orderly Manner The Contractor Will Perform The Following Services For Bldgs 5 10 17 20 21 40 And 41 Services Will Be Performed As Required To Satisfy The Standards Described In The Performance Section 1 Crawling Insect Control For Each Building 2 Ant Control For A Minimum Of 6 From The Perimeter Of Each Building 3 Rodent Control Using Bait Boxes For Each Bldg The Contractor Will Perform The Following Services For Bldgs 1 1A 2 7 8 11 18 And 22 Services Will Be Performed As Required To Satisfy The Standards Described In The Performance Section 1 Crawling Insect Control For Each Building 2 Ant Control For A Minimum Of 6 From The Perimeter Of Each Building The Contractor Will Perform The Following Services For Bldgs 13 14 15 Greenhouses Services Will Be Performed As Required To Satisfy The Standards Described In The Performance Section 1 Rodent Control Using Bait Boxes For The Area Provide On Call Service To Address Insect Or Rodent Issues Response Time Is 24 Hours 3 1 Pest Control 3 1 1 The Contractor Shall Provide Insect Control Aql Acceptable Quality Limit Performance Standards Std All Building Will Be Treated For Insect Control Aql Buildings Treated As Required No Visual Indication Of Crawling Live Insect Infestation Inside The Building Deliverables 3 1 2 Ant Control Performance Standards Std Buildings Treated As Required Aql No Visual Indication Ant Infestation Inside The Building Nor Active Ant Mounds Within 6 Of The Building Perimeter Deliverables 3 1 3 Rodent Control Performance Standards Std Building Perimeter Treated As Required Aql No Indication Of Rodent Presence Inside The Building Deliverables 3 1 4 The Contractor Shall Provide On Call Service Performance Standards Std Means To Report Problems Areas At Any Time Aql On Site Within 24 Hours Upon Notification Of Problems On Site On Monday If Notified On Friday Saturday Or Sunday 4 Special Requirements None 4 1 Security And Safety Security Of All Government Facilities And Property Is Essential All Contractor Personnel Must Be United States Citizens Or Have Proper Documentation To Work In The United States All Contractor Personnel Are Subject To Background Checks Prior To Being Allowed To Work On Site The Government Reserves The Right To Deny Access To Any Person Who It Determines Is Not In The Best Interest Of The Government Only Contractor Personnel Are Allowed In The Facilities Contractor Personnel Will Not Provide Access To Any Other Persons Including Persons Claiming To Be Government Employees All Authorized Government Employees Have Keys To The Areas That They Are Permitted To Enter Contractor Personnel Shall Comply With All Policies Pertaining To The Conduct Of Persons On Government Property They Shall Not Disturb Papers On Desks Open Desks Or Cabinets Or Use Office Equipment Use Of The Telephone Is Allowed Only For Emergency Calls All Contractor Personnel Shall Be Easily Identifiable As Being A Member Of The Pest Control Company Acceptable Means Of Identification Shall Include Wearing Uniforms With Company S Name Or Utilizing Name Badges Clipped To The Front Of An Outer Clothing Garment Or Other Method As Approved By The Cor All Contractor Personnel Shall Use The Same Form Of Identification And The Method Of Identification Is To Be Agreed Upon By The Cor Prior To Services Being Provided The Government Reserves The Right To Require All Contractor Personnel To Wear Government Issued Id Badges The Contractor Will Not Be Issued Keys To Any Areas Contractor Will Provide A Safe Working Environment For Contractor Personnel And Will Ensure All Personnel Practice Safe Working Techniques The Contractor Shall Follow But Is Not Limited To The Following Safety Precautions 1 Providing Safety Warning Devices And Ensuring They Are Used As Necessary 2 Providing All Contractor Personnel With Proper Personal Protective Equipment As Necessary 3 Ensuring All Contractor Personnel Are Aware Of The Various Hazards Located Throughout The Facility 4 The Government Upon Request By The Contractor Through The Cor Will Provide Site Hazard Awareness Training For Contractor Personnel Once Per Year Not To Exceed One Hour And To Be Scheduled At The Convenience Of The Government 5 Ensuring That All Contractor Personnel Are Familiar With The Hazards Of Pesticides Used 6 No Pesticides Will Be Stored On Site 7 Ensuring All Machinery Brought On Site Is Routinely Inspected And Is In Safe Working Order And Meets All Occupational Safety Amp Health Administration Osha Regulations 8 Removing From Service Any Machinery Found To Be Unsafe Any Equipment Deemed Unsafe Will Be Removed From The Site To Prevent Inadvertent Use Additionally Any Equipment Deemed To Be Unsafe By The Cor Must Be Promptly Removed From Service 9 Contractor Will Ensure All Employees Are Familiar With Precautions To Be Taken To Protect Themselves From Exposure To The Flu And How To Minimize The Spread At The Jobsite 10 Contractor Will Adhere To All Site Policies For Entering Any Areas 4 2 Storage The Contractor Will Not Store Excess Materials On Site The Contractor Is Responsible For Delivering Necessary Material On Site And Removing Them At The End Of The Service 4 3 Government Furnished Materials The Government Shall Furnish Without Cost To The Contractor Electricity And Water To Facilitate Contractor S Work No Other Materials Will Be Supplied By The Government 4 4 Environmental Requirements The Contractor Shall Take Every Precaution To Prevent Damage To The Environment The Contractor Is Responsible For The Proper Disposal Of All Refuse To Include Empty Pesticide Containers 4 5 Applicable Directives The
