Western Balkans Urban Mobility InitiativeThe World Bank Group Wbg Is Seeking The Services Of A Firm Or Consortium Joint Venture Will Be Referred To As The Firm Going Forward To Conduct A Broad Study For The Urban Transport Sector In Up To Ten Selected Cities In The Western Balkans The Preliminary List Of Cities Subject To Confirmation By The Wbg Includes Tirana Durres And Vlore Albania Sarajevo And Banja Luka Bosnia Herzegovina Skopje N Macedonia Podgorica Montenegro Pristina Kosovo Belgrade Novi Sad And Nis Serbia The Assignment Will Be Conducted In Two Sequential Phases Namely A Pre Implementation Phase One And An Implementation Phase Two Phase Under Phase One The Study Seeks To Develop An In Depth Diagnostic And Market Sounding To Understand The Policy Strategy Planning Frameworks Projects Programs Institutional Arrangement Enabling Environment And Commitment To Improve Mobility Within The Study Cities This Will Be Done Through A Comprehensive Review Of The Current State Of The Urban Mobility Sector In Each Of The Study Cities Which Will Help Identify 1 Challenges Such As Legal And Regulatory Gaps Private Sector Participation Stumbling Blocks Creditworthiness And Institutional Capacity Of Local Administrations Economic Viability Of Fares Sectoral Challenges Urban Mobility In The Face Of Population Growth Etc As Well As 2 Opportunities Such As Infrastructure Gaps To Be Addressed Improvement Areas In The Enabling Environment Legal Regulatory Frameworks Improved Local And National Strategic Perspectives Better Urban Transport Planning Etc This Phase Will Also Include The Drafting Of A Framework Policy Paper That Will Position The Lay Of The Land Challenges Risks And Opportunities For Urban Mobility In The Urban Transport Sector In The Western Balkans In Alignment With Relevant City National And Regional Developmental Agendas Finally As Part Of This Phase He Selected Firm Will Develop A Multicriteria Analysis To Assist The Wbg In Selecting Projects Programs And Cities Up To 5 Cities Which Will Be Further Sought After Under Phase Two Of The Project Under Phase Two The Study Will Seek To Develop A Pipeline Of Bankable Urban Mobility Investments For The Wbg Applying The Institutions Maximizing Finance For Development Mfd Cascade Approach Through Active Engagements With Appropriate National Local And Private Sector Stakeholders It Will Define And Develop Projects That Are Readily Deliverable Or Where The Wbg May Be Able To Assist To Take Them To A Level Of Bankability As Well As Inform The Specific Policy Interventions Of The Wbg This Will Be Done Through The Development Of A Number Of Prioritized Analytical Technical Assistance And Advisory Work Prioritized By The Wbg Both To Improve The Enabling Environment For The Selected Cities And Also Support Them Develop Their Urban Transport Projects Improve Their Bankability And Assess The Financing Options All The While Prioritizing Those May Be Considered For Wbg Financing Please Refer To Draft Tor Attached
