Afghanistan Water Sanitation Hygiene And Institutional Support ProjectProject Introduction The A Wash Project Aims To Safeguard Essential Water Services In Afghanistan S Three Largest Cities Kabul Kandahar And Herat During The Covid 19 Pandemic And To Support A Sustainable Recovery By Expanding Access To Safe Water And Improving Auwssc S Operational Performance The A Wash Will Be Implemented Through The Afghanistan Urban Water Supply And Sewerage Corporation Auwssc A Wash Is The First Project In The Water Program That Include Three Series Of Projects Over A 12 Years Period Component 1 Covid 19 Emergency Relief And Recovery Us 30 0 Million Will Support Implementation Of Auwssc S Covid 19 Emergency Relief Measures In The Three Largest Cities Of Afghanistan Kabul Kandahar And Herat This Will Include Rehabilitation And Replacement Of Priority Water Supply Facilities And Provision Of Rapid Emergency Water Connections For High Risk Areas And Key Health Facilities And Critical Operational Inputs Such As Treatment Chemicals Component 2 Sector Reform Institutional Strengthening And Capacity Building Us 5 0 Million This Component Will Finance Activities To Strengthen The Capacity Of Auwssc And Its Sbus To Deliver Safe Drinking Water To The Population In A Technically Financially And Socially Sustainable Manner That Include Improvement Of Financial And Technical Performance Of Auwssc Development And Implementation Of Sector Reforms Preparation Of A Water Supply Sector Strategy Preparation Of Feasibility Studies For The Second Project And Improve Social Accountability Of Auwssc To Strengthen Auwssc S Communications Citizen Engagement Women S Participation And Customer Responsiveness In Kabul Kandahar And HeratComponent 3 Enabling Inclusive Access To Safe Water Us 160 0 Million This Component Will Include Implementation Of Water Supply System In Kandahar City About 29 Kilometers Bulk Water Transmission Water Treatment Plant Capacity Of 125 000Cubic Meter Per Day And Distribution System Expansion Component 4 Project Management And Monitoring Us 5 0 Million This Component To Be Shared Across All The Other Components Will Cover The Management Monitoring Communication And Reporting For The Overall Project It Will Also Include Capcity Building Activities For The Auwssc Staff Procurements Under A Wash The Following Major Procurements Are Expected To Be Undertaken Under This Project Consultancy Services For The Following Pre Contract Services And Construction Supervision Feasibility Studies For Kandahar City Wastewater Collection Treatment Reuse Disposal Public Awareness And Hygiene Education Environmental And Social Impact Assessment Study Redesigning And Operationalizing Auwssc Financial Management System Works Include Rehabilitation Of Water Systems In The Three Cities Kabul Herat And Kandahar Multi Packages Construction Contract Of Water Treatment Plant Construction Of The Bulk Transmission Pipeline From Dahlia Dam To The Water Treatment Plant Site Distribution Network Expansion Multi Packages Goods Supply Of Treatment Chemicals Construction And Water Special Equipment And Vehicles
