Assistance Ota Is Recruiting An Individual On A Competitive Basis To Serve As A Full Time Senior Advisor Under A Personal Services Contract For Its Government Debt And Infrastructure Finance Program Gdif Significant International Travel Is Required Scope Of Position The Senior Advisor For Government Debt Provides Advisory Leadership To Gdif And Supports The Associate Director In Developing And Overseeing International Technical Assistance Projects That Provide Technical Support And Policy Advice On Sovereign Debt Matters In An Emerging Market Environment To Senior Ministerial And Central Bank Officials As Well As To Market Participants In Host Countries Gdif Operates Through Resident And Or Intermittent Engagements Assisting Counterpart Governments To Improve Their Sovereign Debt Issuance And Management And Strengthening The Effectiveness Of Ministries Of Finance And Central Banks The Senior Advisor Develops And Monitors Programs And Supports Resident And Intermittent Advisors In Project Implementation And Works Closely With The Associate Director To Manage The Program The Senior Advisor S Primary Duties And Responsibilities Will Include But Not Be Limited To The Following Areas Conduct Assessments To Identify Organizations With Sufficient Political Will And Interest To Start And Sustain Technical Assistance Projects And Prepare Assessment Reports The Senior Advisor Interacts With Client Country Officials Identifies Short And Medium Term Assistance Needs And Reaches Understandings With Host Country Officials On What Is Expected In The Technical Assistance Relationship Develop Proposals And Terms Of Reference And Provide Input On Budget Development For Proposed Projects Coordinate With U S Embassies And Other Relevant Agencies To Initiate Projects Provide Advice And Counsel To The Associate Director Regarding The Skills And Expertise Of Specific Resident And Intermittent Advisor Assignments Identify Appropriate Staffing For Projects And Assist With Recruiting And Onboarding Advisors Seek Proactively New Opportunities For Technical Assistance Advisory Work Provide Policy Technical And Managerial Guidance To Advisors In The Field Monitor The Implementation Of Project Work Plans Including Progress Toward Goals And Objectives Consult On Instituting Corrective Action Plans In Situations Where Advisor And Or Project Performance Is Inadequate Participate In Developing And Implementing Monitoring And Evaluation Regime And Provide Routine Project Monitoring Reports As Required By Ota Conduct Project Reviews And Prepare End Of Project Reports As Needed Provide Limited Technical Assistance Or Assist Advisors In The Field By Participating In Short Term Missions Engage With Department Of Treasury International Affairs And The International Financial Institutions As Necessary And Evaluate And Provide Input On Important Policy Issues That Might Be Of Relevance To Advisors Program Management And Or Treasury Policy Makers Through Global Exposure The Senior Advisor May Be Able To Draw Conclusions About Policy Problems And Solutions Qualifications Bachelor S Degree In Business Accounting Finance Public Administration Or Related Field Is Required With A Master S Degree Preferred 10 To 15 Years Experience In Domestic Government Debt Issuance And Or Management Of Public Borrowing Ideal Candidates Would Have A Background In Public Finance Private Sector Investment Banking Public Sector Financial Advisory Work Government Securities Trading State And Local Government Securities Underwriting Issuance And Sales Securities And Or Treasury Operations Or In Related Areas Knowledge Of International Bond Markets Is Desirable As Is Knowledge Of And Experience In Broad Capital Markets Prior Managerial Experience Is Desirable Prior International Experience Working In Developing Or Transitional Countries Strong Project Management Skills And Strong Communication And Leadership Skills Strong Public Presentation Skills Required Self
