Support Efforts To Interrupt The Chain Of Disease Transmission And Iv Improve The Capacity To Provide Services The Moh Will Execute The Immediate Public Health Response Through The Project Executing Unit Gesalud Gesalud Has Specialists In Procurement Administrative Financial And Monitoring A Specialist In Environmental And Social Management Will Be Hired With Experience In The Management Of Medical Waste And Infections For The Control And Monitoring Of The Environmental And Social Management Plan Esmp The Main Components Of The Program Are The Following Component 1 Conducting The Response At The Country Level 2 02 To Address The Challenge Of Strengthening The Leadership Of The Health System This Component Will Support The Activities Required By The Moh For The Coordination And Leadership In The Execution Of The Strategic Plan For Preparation And Response To Covid 19 Pepr To This End The Following Will Be Financed I The Hiring Of Epidemiologists Health Specialists And Infectologists Who Will Accompany The National Leadership Team Of The Moh Ii Hiring Experts In Digital Health To Develop A Strategy For The Use Of Digital Applications And Aspects Related To Applications Hardware Infrastructure And Use Of Standards Processes And Training Iii Equipping A Situational Room For Epidemiological Surveillance At The Central Level Iv Hiring Consulting Services To Design The Database For The Storage And Processing Of Data From Different Sources The Generation Of Epidemiological Indicators Through The Use Of A Data Analytics Tool In Order To Strengthen The Information System District Health Information System Version 2 Dhis2 That Is Part Of The Sesal Comprehensive Health Information System Siis To Support Decision Making During The Pandemic And V The Component Will Finance I The Strengthening Of The Alert Response System In Accordance With Those Established By The National Surveillance System By Hiring Specialized Personnel To Support The Management And Control Of Outbreaks In Health Regions Where There Are The Highest Number Of Cases Ii The Formation And Operation Of Rapid Response Teams Err Which Will Depend On The Health Regions The Function Of These Teams Will Be The Active Search Case Detection Home Isolation And Tracking Or Traceability Of Contacts And Suspicious Cases These Rapid Response Teams Must Have The Inputs For Sampling Applying Differentiated Strategies For Rural And Urban Areas And For Highly Vulnerable Population Groups And Iii The Acquisition Of Personal Protective Equipment Ppe For Health Personnel Both In The Community And In First Level Health Facilities And Hospitals 2 05 Subcomponent 2 2 Laboratory Network To Strengthen3 The Laboratory Network And The Diagnosis Of Covid 19 Patients It Will Finance I Acquisition Of Diagnostic Tests And Equipment For Detection Of The Virus In The National Virology Laboratory And For The Qualification Of Regional Laboratories So That They Can Process Diagnostic Tests And Ii Hiring Of Technicians And Equipment For The Development Installation Support And Maintenance Of A Computer Application For The Management Of Reports And Results Of Laboratory Surveillance In Case Of Dhis2 In Order To Link The Laboratory Information With Key Epidemiological Information For Timely Analysis Of Information Component 3 Interruption Of The Transmission Chain 2 06 Under This Component Interventions To Contain Contagion Will Be Supported Including Communication To The Population And Training For Personnel In Standards And Protocols Through The Following Subcomponents Subcomponent 3 1 Communication Of The Population 2 07 Under This Component The Contracting Of Services Will Be Financed To Design Infographic Materials And Videos As Well As The Contracting Of Guidelines In Strategic Media Press Radio Tv Print And Social Networks As Part Of A Communication Strategy That Will Seek To The Public Is Aware Of The Virus How It Is Transmitted Protection Measures Health Units Where To Attend Or Call As Well As To Promote The Observance Of Social Distancing Measures Issued By The Government The Communication Strategy Will Seek To Ensure The Articulation And Complementarity Between Communication Channels And The Adaptation Of The Messages To The Different Target Groups Differential Approaches Will Be Applied To Guarantee The Accessibility Of Information For Diverse Populations Including The Translation Of Information Campaigns In The Main Languages Of The Indigenous Peoples Of Honduras In A Socioculturally Appropriate Manner And In Communication With The Leaders Of Said Communities And Including Afro Descendant Communities And In Communication With Their Leaders Also Messages To Prevent Types Of Violence Against Women In The Context Of The Pandemic Will Be Included In The Communication Strategy Subcomponent 3 2 Training In Protocols 2 08 This Subcomponent Will Finance I Training In Norms Protocols And Guidelines For The Personnel In Charge Of Managing Social Isolation Diagnosis Epidemiological Surveillance And Care For Patients Suspected And Positive Of Covid 19 And Ii Training Health Facility Personnel In The Identification And Care Of Victims Of Violence Against Women In The Context Of The Emergency Including Domestic And Sexual Violence Component 4 Improvement Of The Capacity To Provide Health Services 2 09 This Component Will Support Health Services To Address The Challenge Of Strengthening The Capacity Of The Public System To Care For Patients With Covid 19 And Thus Ensure The Continuity Of Essential Care For Other Pathologies And Health Situations During Emergencies Through Following Investment Areas Subcomponent 4 1 Covid 19 Patient Care 2 10 Under This Subcomponent The Following Will Be Financed I The Contracting Through Management Agreements Of Non Governmental Organizations Foundations And Associations Called Decentralized Managers In Accordance With The Decentralized Health Management Model Of The Sesal For Home Care And In First Level Facilities For Patients Suspects And Confirmed With Covid 19 With Mild Respiratory Symptoms Including Taking A Sample And Their Transfer To A Hospital When Warranted According To The Protocols Issued By The Moh The First Level Decentralized Managers Will Be Responsible For Hiring Doctors Nurses Laboratory Technicians And Microbiologists And Health Promoters And The Purchase Of Medicines And Supplies Available In The National Market For Outpatient Medical Care Of Suspected And Positive Covid 19 Patients Ii The Hiring Of Decentralized Hospital Managers As Well As The Hiring Of New Managers For Those Hospitals That Do Not Have A Decentralized Management Mechanism For The Care Of Covid 19 Patients In At Least Fifteen 15 Public Hospitals Of Which Eight 8 Have Decentralized Management Agreements Under The Sesals Decentralized Health Management Model Hospital Managers Will Be Responsible For The Definition Of Flow Organization Habilitation And Operation Of Hospitalization Rooms For The Care Of Severe And Critical Covid 19 Patients Including Intensive Care Services And Assisted Breathing Treatment With And Without A Mechanical Ventilator In Accordance With The Complexity Of The Hospital House They Will Also Be Responsible For Hiring Human Resources Doctors Iii The Acquisition Of Medical Equipment Ventilators Portable And Fixed X Rays Monitors Beds Electrocardiographs Ultrasounds And Others And Non Medical Equipment To Improve The Response Capacity Of First Level Health Facilities And Hospitals That Will Treat Covid Patients 19 Iv The Acquisition Of Ambulances To Strengthen The Referral And Response System For Covid 19 Patients V The Hiring Of Consultants Purchase Of Equipment Software Licenses Nodes And Training For The Implementation For The Implementation Of Telemedicine In Some Hospitals And Outpatient Establishments That Will Be Enabled For The Care Of Covid 19 Patients Covid 19 Response Centers And The Implementation Of The Covid 19 Module Dhis2 As Part Of The Integrated Health Information System Siis At The National Level Developing The Capacities Of The Personnel Of Waste Processes Administration 2 12 Under The Administration Of The Immediate Public Health Response The Following Will Be Financed I The Execution Costs Of The Executing Unit Ii The Cost That The United Nations Development Program Undp Charges To Manage The Procurement Of Diagnostic Tests And Computer Medical And Laboratory Equipment Iii The Costs Of The Superior Court Of Accounts Tsc To Audit The Resources Used For The Immediate Public Health Response Iv Hiring An Auditing Firm Eligible For The Bank Which Will Review The Procurement And Payment Processes To The Decentralized Managers V The Cost Of Evaluating The Immediate Public Health Response Vi The Hiring Of A Specialist In Environmental And Social Management With Experience In Handling Medical And Infectious Waste For The Control And Monitoring Of The Environmental And Social Management Plan Pgas And Vii The Costs For The Implementation Of The Actions Foreseen In The Environmental And Social Management Plan Of The Immediate
