Expression of Interest are invited for Consultant Interactive Tool on Strengthening Legal Frameworks for HealthDeadline 14 Sep 2020 00 00 GMT 8 00 Beijing Perth Singapore Hong KongBACKGROUNDWHO recognizes the critical role of law in advancing health Member States regularly request support from WHO in the development implementation and evaluation of legal frameworks across a broad range of programmatic areas including health governance health rights health service delivery public health risks and social determinants of health Legal reform involves complex processes that include problem identification stakeholder engagement legal drafting enforcement and monitoring In addition to reforming the legal instruments per se strengthening the capacities of institutions and stakeholders responsible for implementing the laws including policy makers parliamentarians regulators service providers and communities is essential WHO has developed an interactive e based information platform intended to support a better understanding of the law making process and the role law can and does play in responding to health related challenges The Tool intends to help countries strengthen their legal frameworks for health more effectively The Tool will allow users to easily access information and learn how to navigate issues to advance health through law It intends to guide users through the law making process and how it relates to health and health law topics illustrate the underlying core components of legal interventions and how these combine to create policy based responses within a health topic Through an intuitive experience the Tool will ultimately empower users to engage more effectively with the law to advance health The Tool provides information in a modular format to facilitate a non linear experience for users allowing them to consider discrete questions and consider related aspects of law and policy The primary target users are health policy makers and programme managers Other potential users include technical staff of public health programs in the public and private sector government officers who work in areas related to health e g education social welfare trade and industry agriculture etc and health policy researchers working day to day on developing implementing and evaluating law as a health policy instrument This consultancy requires technical knowledge of law as well as experience in supporting monitoring and analysing legal information in online formats PURPOSE SPECIFIC OBJECTIVE OF THE ACTIVITYThe purpose of this Terms of Reference is to hire services of a qualified consultant for technical support required during the start up period for further development maintenance and promotion of the Interactive Tool on Strengthening Legal Frameworks for Health the Tool For post launch period the scope of technical support services will be revised based on the emerging needs and requirements for the Tool DESCRIPTION METHODS OF ACTIVITIES TO BE CARRIED OUTActivitiesWEBSITE DEVELOPMENT Work with WHO to further develop the content management systems for the Tool which already exist including version control content mapping and editing and review CONTENT MANAGEMENT Coordinate the development of web content from content developers including external partners and contributors to ensure timely and consistent content development QUALITY ASSUANCE Provide first level quality assurance of webtool content in its template form as provided for by content developers WEBSITE MAINTENANCE Manage either directly or through link with web developer any issues with functionality of the webtool or addressing any errors with the webtool andWEBSITE MONITORING AND REPORTING Monitor and report on the effectiveness of the webtool make recommendations on websites enhancement and improvement of their functionality based on the gathered data from monitoring reports and its analysis and user feedbacks Outputs1 Refine existing or develop new legal content management systems and processes for the webtool Deliverable 1 1 Develop and implement a plan of action with specified goals indicators approaches timeline and expected quantitative outcomes Deliverable 1 2 Process documents and content management systems in place including spreadsheets information management files provide user guidance and training support for the Tool2 Review technical webtool content for 3 5 health law topic areas to be determined by WHO to ensure quality and consistency of approach Deliverable 2 1 Final completed templates from content developer that are uploaded in the webtool3 Provide brief monthly reports of issues with the functionality of the webtool as reported by users Deliverable 3 1 Monthly reports with analysis of webtool functions including positive aspects and areas for development QUALIFICATIONS AND EXPERIENCE EDUCATIONRequired University and or post graduate degree in law Desired Certification in online training information technology or related EXPERIENCERequired Minimum of five 5 years experience in strengthening legal frameworks for health or related experience including the provision of legal support to governments Desired At least three progressive work experience in web resources development web design and content TECHNICAL SKILLS AND KNOWLEDGEAbility to review legal instruments and draft technical papers concept notes and reports proven analytical skills and strong communication skills Strong experience in project management LANGUAGESExcellent command of English COMPETENCIESCommunicating in a
