Consultancy Service for 10 Deep Wells Drilling ConstructionThe Addis Ababa City administration has allocated budget for development rehabilitation operation distribution management of water supply and sanitation facilities of the city of which drilling and construction of 20 deep water wells are planned to be executed in 2013 EFY in order to augment the exponentially growing water demands which resulted from rapid urbanization and population growth Thus the Addis Ababa Water Sewerage Authority AA WSA Water Sanitation Infrastructure Development Division intends to apply part of the proceeds for consulting services for selecting and employing competent consulting firms to perform primarily site verification works drilling construction supervision and contract administration tasks The consulting services the Services include based on the notion that good supervision and contract administration of water well drilling are essential for the provision of long lasting water wells the Consulting firms shall render the following services Each consulting firm will review groundwater potential investigation study report well design verify that among the twenty to twenty five 20 25 boreholes sites already selected each consultant is expected to select prioritize fifteen 15 wells with regard to quantity quality well spacing to avoid well interferences minimize pollution related technical tasks and social aspects Among the selected 15 sites 10 borehole sites will be contracted for deep well drilling and construction works Perform supervision quality assurance tasks as project engineer for successful implementation of the drilling project in accordance with the technical specifications as stipulated in the well construction contract agreement Take pre drilling material drilling rig equipment inspections approve skilled personnel the Quality construction materials other accessories for proper completion of wells as per the contract document entered into between the Contractor the Employer and complying with acceptable environmental social standards Ensure that the drilling project need to be implemented with a high standard drilling operations applying state of the art drilling methodology technology with high efficiency quality including application of drilling fluids Perform contract administration based on terms and conditions of the contract agreements ensuring the contractor fulfills all the conditions outlined in the contract documents and advise measures to be taken for drilling problems encountered during drilling in complex geology Coordinate and prioritize activities submitting ideas to management about how to improve performance Record and Keep safely daily operations records in log books correspondences all activities preparing required formats and checklists Optimize professional assistance in delivering high quality cost effective wells according to the approved well drilling schedule and resolve operational problems as they arise Ensures that drilling operators other personnel follow established safety standards and safeguarding the environment Produce periodic performance statuses well completion reports with analysis and facilitate proper project close out handing over of the competed boreholes to the client Furthermore the deep wells drilling that are subject of the consultancy service are twenty 20 deep wells comprising two 2 contracts and located within pocket areas of Addis Ababa city The main works consists of telescopic drilling lithological electrical logging surface and production casing supply installations gravel packing well development pumping test and analysis water quality test well disinfection well video camera recording analysis reinstating cleaning the immediate well environment well head construction and production of well completion reports The consulting services are expected to be completed within fifteen 15 months from the date of commencement in line the completion time of the project The AA WSA Water and Sanitation Infrastructure Development Division AAWSA WSIDD now invites prospective registered national consulting firms to indicate their interest in delivering the aforementioned services Consultants should provide information demonstrating that they have the required qualifications and relevant experience in supervisions and contract administration in heavy duty deep and large diameter drilling works in complex geology The short listing criteria are a Core business and years in business b qualification and experience in the field of the assignment c organizational and managerial capabilities of the firm and d general qualification and number of professional staff but not individual experts bio data or resumes The evaluation will be done qualitatively A national Consulting firm will be selected in accordance with the Quality and Cost Based Selection QCBS method Consultant Guidelines set out in the proclamations and directives of the Federal Ethiopian Procurement and Property Agency FPPA adhering to the latest versions national competitive bidding for consultancy The EOIs Proposals of the consulting firms must be delivered in a written form to the address below in person or mail on September 2 2020 on or before 4 00PM local time consisting sealed one original and one copy pursuant to FPPA procedures of EOI proposals
