Request for Expression of Interest for Techno Economic Assessment Study for Rehabilitation of Baipaza Hpp and Dam Safety ProvisionsThe objective of the study is to prepare a comprehensive feasibility study to Assess the technical and operational conditions of the entire Baipaza HPP including civil structures and the installed equipment and to analyze in a techno economic perspective the rehabilitation replacement needs so as to ensure continued safe and reliable operation of the project for a further 40 years Analyze the current flood discharge capacity at Baipaza and the factors that constrain this capacity so as to identify and develop at the feasibility level technically feasible and economically cost effective solutions to restore its flood discharge capacity up to the design value of 5 400 m3 sec thereby ensuring the safe operation of the cascade at this design flood Assess the potential risk from the landslide and possible consequences on the operation of the Baipaza HPP so as to identify and develop at the feasibility level technically feasible and economically cost effective remedial mitigating measures to ensure continued reliable operation of the cascade despite the risks posed by the landslide Investigate the nature and extent of the risks posed to the project by adverse geological features including the existence of gypsum and identify and develop at feasibility level technically feasible and economically cost effective solutions to mitigate these risks and ensure continued safe and unconstrained operation of the project for the next 40 years Prepare an environmental and social impact assessment study with appropriate field work to analyze in depth environmental and social risks and impacts with appropriate and corresponding environmental and social management plan The feasibility study shall therefore appropriately address dam safety issues upgrade instrumentation and consider rehabilitation options to at least restore the rated capacity of the plant extend its operating life and ensure the safety of the power plant and of its O M staff This would cover addressing equipment issues that currently constrain production reliability and availability including obsolescence issues related to the equipment and an upgrade of Baipaza operational performance with installation of state of the art monitoring control protection and dispatch systems An option to increase installed generating capacity without necessitating changes to the existing civil works and without an increase in the turbine design flow will also be analyzed For the hydropower plant the study will aim at the following restoring the generation capacity of the plant to its installed capacity or higher extending the operating life of the plant by at least another 40 years improving sustainable operational efficiency reliability and availability enhancing the safety of structures and equipment to acceptable levels meeting the applicable requirements for environmental health safety and broader social aspects of rehabilitation and operation of the power plant improving working conditions by employing the latest hydropower plant technologies including modern control protection and monitoring systems in the plant operation cycle The shortlisting criteria are general experience in preparation of techno economic studies and assessments of hydropower plants specific experience in similar projects covering the above aspects and specific experience in supervision of hydropower rehabilitation projects and geotechnical investigations availability of quality assurance systems and period the firm has been in business not less than ten years
