Technical Assistance On Preserving Essential Services For Women Children And Adolescents In The Context Of Covid 19The Global Financing Facility Gff Secretariat Is Seeking To Establish A Framework Agreement Fa For Rapid Response Ta To Support Client Countries On Efforts To Mitigate Disruptions To Essential Health Services In Recognition Of Existing Partner Contribution To These Efforts Across A Range Of The 36 Gff Countries This Fa Is Intended Provide A Mechanism For Rapidly Addressing Support Gaps As They Arise Using A Global Framework Agreement With Multiple Firms Individual Country Specific Work Orders Will Be Defined By World Bank Task Teams In Consultation With Client Governments And In Country Gff Stakeholders To Avoid Duplication And These Align Activities The Gff In Support Of Every Woman Every Child Was Launched By The United Nations Un In 2015 To Drive Progress Toward The 2030 Sustainable Development Goals Sdgs For Reproductive Maternal Newborn Child And Adolescent Health And Nutrition Rmncah N The Gff Partnership Including Governments The H6 Gavi Gf Private Sector Civil Society Bilateral And Multilateral Donors Plays A Critical Role By Engaging Important Stakeholders In High Burden Countries And Providing Financial And Technical Assistance With A Mandate That Extends Beyond A Single Disease Based Or Intervention Centered Focus The Promise Of Gff Is The Potential Of Countries To Harness The Collective Power Of All Key Partners Of The Gff To Promote A Timely Efficient Response To Their Rmncah N Needs Led By The Governments Through A Coordinated In Country Prioritization And Resource Planning Process The Novel Coronavirus Sars Cov2 Has Rapidly Swept The Globe Reaching Almost Every Country In The World And Causing More Than 200 000 Deaths By May 2020 The World Bank Group Wbg Has Established A Fast Track Covid 19 Facility With An Initial Us 14 Billion In Financing Us 6 Billion Via Ida And Ibrd And Us 8 Billion Via The Ifc The First Set Of 25 Countries 12 Of Which Are Also Already Supported By The Gff Received Approvals For Projects Totaling Us 1 9 Billion On 2 April The Gff Is Deeply Concerned About The Capacity Of Low And Lower Middle Income Countries To Respond To Covid 19 And Its Impact On The Health Of Women Children And Adolescents The Direct Effects Are Becoming Clearer Each Day And Warrant Immediate Action The Indirect Effects Are Much Less Visible But Have The Potential To Be Very Large As The Experience Of Ebola Sars And Mers Has Shown That These Outbreaks Affect Both The Supply And Demand Of Essential Health Services It Is Highly Likely That The Supply Of Essential Services Will Fall On Account Of The Closure Of Health Facilities To Non Emergency Cases And The Impact On The Health Workforce And Global Supply Chains For Key Commodities Demand Is Expected To Drop Due To Fears Of Infection In Healthcare Settings This Is Compounded By Restrictions On Movement Imposed To Prevent Sars Cov2 Transmission And The Massive Economic Shock Which Looks Likely To Push Millions Of People Into Poverty And Will Reduce Resources Available For Both Transport To Facilities And The Ability To Pay For Services Gff Countries Are Now Facing The Enormous Task Of Rethinking The Way That Essential Services For Women Children And Adolescents Will Be Delivered Considering This Crisis This Include The Need To Innovate On Service Delivery Models Re Think The Organization Of Primary Healthcare And To Employ Clear Strategies To Account For The Dramatic Changes In Demand For Services Indicative Scope Of WorkObjective 1 Strategies Are Developed With A Clear Theory Of Change Identified Indicators At The Activity Output And Outcomes Level And A Plan To Leverage Existing And Novel Data Systems To Provide The Health Sector With Practical Tools For Monitoring Implementation Objective 2 Support The Development Of Behavioral Change Interventions That Complement Risk Communications And Community Engagement Rcce Strategies Being Deployed To Reduce The Spread Of Covid 19 But Also Focus On Addressing Demand For Essential Services During The Crisis Technical Advice In This Area Should Be Informed By The Current Partner Landscape Including What Is Currently Being Funded As Part Of The Covid 19 Response These Behavioral Interventions And Communications Strategies Would Include The Following An Assessment Of Recent Available Data And Evidence To Support Campaign Development Adaptation Message Or Intervention Development And Testing With Consideration For Existing Public Health Restrictions Recommendations On The Targeting Of Interventions To Various Target Populations With Identification Of Appropriate Channels Or Media Placement Recommendations To Ensure Interventions Or Messages Reach Population Segments That Are Most Likely To Be Effective By The Secondary Effects Of Covid 19 Women And Girls Poor Households Indigenous Groups Internally Displaced People And Other Marginalized Groups Technical Assistance Should Ensure That Strategies Are Developed With A Clear Theory Of Change Identified Indicators At The Activity Output And Outcomes Level And A Plan To Leverage Existing And Novel Data
