Seeking proposals from engineering firms to prepare a master plan for the Natural Gas distribution system to 1 Model the distribution system and calibrate flow and pressure results with system testing to identify critical flow and pressure issues 2 Evaluate the distribution system relative to PSC Safety maps zoning and future land use map and identify system improvements and expansions to meet future needs in a cost effective compliant and sustainable manner 3 In consultation with City staff provide a prioritized short term within 5 years project recommendation list with conceptual cost estimates midterm 5 to 10 years project recommendations and long term recommendations GIS level system mapping is available for review and use by the consultant if desired for preparation of the proposal as is the zoning and future land use map Social Circle is an MGAG member and information is available from MGAG as needed by the consultant Proposals should include the firm s approach to the project the qualifications of the individuals that will be assigned to this project a listing of similar Natural gas system plans that have been completed by the firm and the year completed references from public agencies or regulatory agencies for which similar work has been completed and a time frame and cost estimate broken down by major task for the master plan Proposals should be no larger than 20 pages double sided The proposals will be reviewed by a selection committee comprised of the City Manager and engineering operational planning and financial staff and ranked per the following criteria 1 Approach Experience and expertise in similar projects2 References and effectiveness of similar projects3 Cost and time frame to complete
