Uzbekistan Emergency Covid 19 Response ProjectThe Project Will Include The Following Components Component 1 Strengthening National Health System To Respond To Covid 19 37 75 Subcomponent 1 1 Surveillance And Case Management Capacity Strengthening Subcomponent 1 2 Strengthening The Capacity For Management Of Severely And Critically Ill Covid 19 Patients Subcomponent 1 3 Risk Communication And Community Engagement Strengthening Component 2 Financial Support To Individuals And Households 56 9 Component 3 Implementation Management And Monitoring And Evaluation 0 35 Total Costs 95 0 The Major Planned Procurement Is Expected To Include Medical Equipment Diagnostic Supplies Including Laboratory Reagents And Testing Kits For National Laboratories Infection Protection Supplies For Front Line Staff In Hospitals And Medical Facilities Drugs And Supplies Capacity Building And Training Including For Mass Media Development Of Communication Strategies Community Outreach And Support For Project Implementation And Monitoring Under Subcomponent 1 1 And 1 2 The Following Goods And Services Are Expected To Be Procured Subcomponent 1 1 Surveillance And Rapid Response Capacity Strengthening This Subcomponent Will Support Strengthening Laboratory Rapid Response And Epidemiological Capacity For Case Detection Contact Tracing And Isolation Surveillance Capacity Will Be Strengthened Through The Procurement Of Essential Equipment Consumables And Ppe For Rapid Response Teams And Other Relevant Epidemiological Teams At Regional And District Levels In The State Inspection On Sanitary Epidemiology Control Offices The Project Will Procure Essential Laboratory Consumables Covid 19 Testing Systems And Polymerase Chain Reaction Pcr Equipment At The National And Regional Levels For 15 Established And Or Repurposed Laboratories The Remaining Testing Capacity Gaps Will Be Addressed By The Government And Other Donor Funds As They Emerge As The Accuracy And Availability Of Bedside Testing Kits Improve The Laboratory Support Will Be Extended To Procure Bedside Testing Kits For Front Line Health Facilities And Surveillance Teams Laboratory Workers Will Receive The Necessary Training On Covid 19 Diagnostics The Subcomponent May Reallocate Part Of The Resources To The Procurement Of Vaccines When Effective Covid 19 Vaccines Are Available Modeling Exercises Will Be Supported To Aid Immediate And Medium Term Government Decisions Additional Support Will Be Provided To Strengthen Health Information Systems For Surveillance And Laboratory Reporting To Facilitate Real Time Information Sharing And Use Of Data For Policy Decision Making The Project Will Also Finance Several Medium Term Activities To Strengthen National Surveillance Systems For Infectious Diseases Including Enhancing The Performance Of Sentinel And Event Based Surveillance Systems And Providing Training To Support Local Modeling Capacity Building Subcomponent 1 2 Strengthening The Capacity For Management Of Severely And Critically Ill Covid 19 Patients Care For The Severely And Critically Ill Will Be Strengthened By The Procurement Of Essential Medical Equipment Ppe And Supplies For Designated Hospitals With Icus Including Mechanical Ventilators Blood Gas Analyzers Mobile X Ray Machines And Angiocatheters The Project Will Join Forces With The Current World Bank Operation On Emergency Care Services To Expedite The Procurement Of Goods By For Example Using Existing Procurement Contracts The Project Will Also Support Staff Training In Sari Management And In The Use Of Selected Medical Equipment Given The Continuously Changing Projections The Needs For Hospital And Testing Capacities Will Continue To Change The Project Team Will Assist The Ministry Of Health Moh In Developing And Adjusting The Contingency Plans For Hospital Capacity Which Will Inform The Choice Of Target Sites For The Project Financing Additional Support Will Be Provided To Strengthen Health Information Systems Through The Rapid Development And Deployment Of A Web Based Information System To Track Covid 19 Patients E G Registry The Implementation Team Will Liaise With The Health Operation Of Kfw The German Development Bank To Identify And Tap Into The Existing Capacity And Infrastructure In Heath Information Technologies Biomedical Waste Management Equipment Will Be Financed To Support Centralized Biomedical Waste Management In Tashkent And All Regional Centers The Types Of Equipment And Target Hospitals For Waste Management Support Will Be Identified During A Rapid Assessment By The Moh And The Support May Include Financing Of Autoclaves Microwaves And Volume And Weight Reduction Equipment The Procurement Plans In Subcomponents 1 1 And 1 2 Will Consider The Use Of Goods Beyond The Current Epidemic For Example By Including Activities On Development Of Post Epidemic Redistribution Plans For Medical Equipment And Unused Consumables
