Strengthening The National Social Protection System Project Cash Transfer The Design Of The Strengthening The National Social Protection System Project Was Based On The Main Results Of The Preliminary Studies Carried Out In Fy17 18 Namely The Review Of Public Expenditure On Social Protection 2018 And The Scd The Proposed Project Would Help The Government Of Angola To Strengthen The Capacity Of The Social Protection Sector To Implement Short And Medium Term Mitigation Measures That Allow The Reform Of The Countrys Subsidy Help To Establish An Effective Social Protection System Project Components The Strengthening The National Social Protection System Project Cash Transfers Includes Three Components Component 1 Income Transfer Program For Poor FamiliesObjective To Design And Implement The Systems For A Temporary Cash Transfer Program That Aims To Mitigate The Impact Of The Subsidy Reform On The Poor First Two Quintiles With The Goal Of Reaching One Million Households The Money Would Help To Support Households Cope With Consumption For Adjustment The Direct And Indirect Effects Of Removing Subsidies Increases In The Prices Of Basic Goods And Services The Cash Transfer Program Will Be Implemented By Commercial Bank S Registered In Angola Component 2 Development Of A Permanent Safety Net System Objective To Strengthen The Capacity Of Masfamu Fas And Partner Institutions Responsible For Social Safety Nets Activities At Central Provincial And Municipal Levels In Order To Build An Adequate Safety Nets System This Component Includes The Procurement Of Vehicles Computer Equipment Motorcycles And Office Furniture It Also Includes The Recruitment Of Local Ngos For Implementation Of The First Phase Of Productive Inclusion Programs Component 3 Project ManagementObjective To Support The Management Of The Project Implementation Unit Uip To Support Fas And Masfamu In The Implementation Of Project Activities Fas Will Lead The Implementation Of The Cash Transfer Program And The General Operations Of The Project Activities While Masfamu Will Focus On Coordination General Communication Strategy For Reform And Coordination With Human Development Service Providers In Selected Municipalities The Project Will Recruit Consultants Including A Payment Coordinator A Financial Manager A Procurement Officer A M A Specialist A Specialist In Gender And Social Risk Management A Development Specialist Social Specialist In Institutional Development It And Communication Specialists Operational And Strategic And An Operation Officer To Support Masfamu This Team Will Liaise With The Municipalities And Other Actors That Provide Services In The Communities External Financial Audit Communication Strategy Services And Management Ofcomplaint And Conflict Resolution System Grm Will Also Be Recruited Within The Scope Of The Project
